The City Council meeting was held in person and the public was present in person. The meeting was also available to view online through electronic means using live streaming service through Granicus. Mayor McKee, Councilors Friedrich, Lanterman, Nichols, and Vehrenkamp were present. Also present: City Administrator Tobin, Assistant City Administrator Williams, City Clerk Johnson, Deputy Clerk Heiden, Community Director Davis McKeown, Public Works Director Mattson, and Attorney Thames. 1. Call to Order / Roll Call Mayor McKee called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Mayor McKee invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval Mayor McKee stated that Item 4a, 6i, 6j, and 8b were added, Item 9a updated. MOTION: made by Nichols, seconded by Friedrich to approve the agenda as amended. Voting Aye: McKee, Friedrich, Nichols, Lanterman, and Vehrenkamp. (Motion carries: 5:0) 4. Presentations a. Community Survey Scott Girard, Community Perception, gave presentation to council. 5. Open Forum Mayor McKee invited residents to come forward to address the Council during Open Forum for any items not included on the agenda. City Administrator Tobin explained the instructions to participate in the public comment opportunity. Dianna Lindgren, 7800 Maple Hill Road, Corcoran, addressed the council regarding on- going management issues. Resolution 2026-25 Appointment of Program Coordinator Amelia Zdechlik Action - Adopted Resolution 2026-25 Approving the Appointment of Amelia Zdechlik as Program Coordinator for the City of Corcoran, Minnesota. d. Charitable Gambling Permit – St. John’s Lutheran Church Action – Adopted Resolution 2026-25 Approving Charitable Gambling Permit to St. John’s Lutheran Church effective April 25, 2026 . e. Parks and Trails Commissioner Resignation Action – Accepted resignation of Parks and Trails Commissioner Walsh and authorized staff to post the resulting vacancy. Lost Loon Concept Plan Community Director Davis McKeown gave report to council. Council provided feedback. Bradley Avarden, Lost Loon,11525 57th Ave N, Plymouth MN addressed council. 8. Unfinished Business a. Yard Waste Survey Results Public Works Director Mattson gave report. Council provided feedback. b. Resolution 2026-27 to Contract with City Official City Administrator Tobin provided information. MOTION: made by Lanterman, seconded by Friedrich to adopt Resolution 2026-27 approving to contract with City Official. Voting aye: Friedrich, Lanterman, Nichols, and Vehrenkamp Abstain: McKee (Motion carries:4:0:1) 9. New Business a. Planning Commission Appointment Mayor McKee, Councilor Friedrich, and Commissioner Brummond recommended Aydin Scherber to the Planning Commission with term ending February 28, 2029. MOTION: made by Nichols, seconded by Lanterman adopting Resolution 2026-26 appointing Aydin Scherber to the planning commission with term ending February 28, 2029. Voting Aye: McKee, Friedrich, Lanterman, Nichols, and Vehrenkamp. (Motion carries 5:0) 10. Staff Update City Administrator Tobin reported: Quarterly staff luncheon AI training for some of staff Chief Gottschalk, Mayor McKee, and City Administrator Tobin were at Capital for public safety bill Community Director Davis McKeown recommended to Council to extend the 2050 Comp Plan to 2027. 11. Council Reports Mayor McKee stated that he was at the Capital today. This easement is required by CenterPoint to facilitate utility service, as the connection originates on the western parcel and must transition onto the eastern parcel to complete the installation. As a result, the easement is only required on the eastern parcel. The City Attorney has reviewed the easement documents and confirmed they are acceptable. The review also clarified that no colocations are allowed within this easement area. Staff understands this restriction and will return to City Council at a later date with a separate easement related to the Wright Hennepin Electric connection. Financial/Budget No costs have been associated with the easement or the service connection, but future utility charges would be an ongoing expense. Grantor also grants to Grantee, its successors and assigns, the privilege of temporarily placing tools, equipment, material, and soil on Grantor’s Property for the above purposes. 4. Grantor further grants to Grantee the right to clear and keep Grantee’s Easement cleared of trees, roots, brush, or other encroachments or obstructions on the surface, sub-surface, and over Grantee’s Easement which may interfere with the gas facilities. However, subject to Grantee’s written approval, Grantor retains the right to landscape Grantee’s Easement with grass, mulch, or similar material and to pave Grantee’s Easement for parking and driveway purposes. In the event, Grantee disrupts, removes, or destroys any grass or other landscaping in the Grantee’s Easement in exercising its rights hereunder, Grantee will repair, replace, and restore the disturbed area as close to its original condition as possible. 5. Grantor agrees not to interfere with, obstruct, or perform or undertake any activity that could damage or restrict Grantee’s use or operation of its gas facilities, or the rights granted to Grantee by this instrument. Additionally, Grantor agrees not to encroach upon Grantee’s Easement by filling, excavating, or erecting buildings or permanent enclosures unless the same are pre-approved by Grantee, which approval shall not be unreasonably delayed or withheld. Grantor understands and agrees that Grantee may remove any unapproved encroachments or obstructions Grantor places on Grantee’s Easement, at Grantor’s expense. 6. Grantor agrees that future utilities or other entities will not be located within Grantee’s Easement without Grantee’s advance written consent, which consent shall not be unreasonably delayed or withheld. 7. Grantee will exercise due care and diligence to avoid injury or damage to Grantor’s non-encroaching buildings, permitted personal property, and permitted landscaping. 8. If Grantee discontinues the use of its gas facilities, Grantee has the right, but not the duty, to enter upon Grantee’s Easement and remove all or any portion of its gas facilities. 9. After completion of the ICPOET hiring process the top candidate elected to go to a different agency and two subsequent candidates were not recommended to proceed in other parts of the hiring process. There is not enough time to run another ICPOET hiring process before the start of this summer's academy. It is unknown if the schools will run a fall or winter ICPOET academy. The 2026 budget included one new full-time officer starting January 1, 2026 and an ICPOET candidate starting later this year funded with strategic reserves. The full-time position has been vacant thus far. It has become apparent in recent hiring efforts that cities must be positioned to act quickly to hire quality candidates regardless of their pathway into the profession. Staff is recommending that Council authorize staff to conduct the Police Officer hiring processes and authorize the City Administrator to extend conditional and final offers to two full-time Police Officer candidates as appropriate. With the delay in filling the full-time Police Officer position and the length of time for the processes, the current budget would support hiring two traditional candidates. If the City does not identify two traditional candidates, and the schools run a fall or winter ICPOET academy, the City could hire any combination of traditional or ICPOET candidates to fill the two spots. Financial/Budget In 2026, the City budgeted for one new full-time Police Officer starting January 1, 2026 and planned to hire one ICPOET candidate later in the year paid for with strategic reserves. The full-time position has been vacant resulting in saved wages throughout 2026. If two police officers are hired at the mid point of the year the net cost to the City would be equivalent to one officer working the entire year. Project Scope As part of the Tavera 7th Addition development, Zenwood Lane was constructed as a new roadway connection linking the Tavera development to Horseshoe Trail. In accordance with the conditions of development approval, this new access connection triggered the requirement to provide improved secondary access to the development. As a result, roadway improvements are required along Horseshoe Trail and Old Settlers Road. The developer is responsible for completing these required improvements, which include constructing a new paved roadway beginning at the eastern boundary of the Tavera development, extending east along Horseshoe Trail, and continuing south along Old Settle rs Road to connect with the existing paved roadway. Improvements along Old Settlers Road consist primarily of upgrading the existing gravel roadway and improving drainage. The project primarily includes shaping and compacting the existing gravel surface, paving a new bituminous roadway surface, and reestablishing a shallow drainage ditch on the east side of the roadway to improve surface water conveyance The improvements along Horseshoe Trail include modifications to the existing vertical curves to provide safe access, stabilizing the existing subgrade adjacent to the low areas in front of and east of the existing Tavera Access and paving the roadway to the eastern boundary of development. The project is being bid with three alternates for additional improvements which would be the City cost responsibility if awarded. Due to the similar nature and proximity of the work, including these items as bid alternates allows for potential cost savings by combining them with the developer-funded improvements into a single construction project. The bid alternates include: • Paving Horseshoe Trail east of the development boundary to connect with the existing asphalt roadway further east. The City’s MSAS mileage is certified each year. As verified with the 2025 certification, the City has 3.36 miles of additional street mileage available. The recommended system changes are summarized below and represented on the attached figure. Add • Designate Bechtold Road from CSAH 30 to Oakdale Drive (MSA Street) - 0.83 miles • Designate Oakdale Drive from Trail Haven Road (MSA Street) to CSAH 30 - 0.97 miles • Designate Cain Road from CSAH 30 to County Road 117 (109th Ave N) - 1.51 miles With these designations the City’s remaining available MSAS mileage will be reduced to 0.05 miles. To execute the MSA Roadway System Designation changes, Council is required to approve a resolution establishing the latest system revisions. Financial/Budget With the addition of these roads in the MSA system, maintenance expenditures become reimbursable and future street improvements are eligible for funding. Options 1. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA: 1. Designates the addition of a segment approximately 0.83 miles in length of existing street referred to as Bechtold Road from CSAH 30 to Oakdale Drive (MSA Street), to the City’s Municipal State Aid System. 2. Designates the addition of a segment approximately 0.97 miles in length of existing street referred to as Oakdale Drive from Trail Haven Road (MSA Street) to CSAH 30, to the City’s Municipal State Aid System. 3. Designates the addition of a segment approximately 1.51 miles in length of existing street referred to as Cain Road from CSAH 30 to County Road 117 (109th Ave N), to the City’s Municipal State Aid System. The lean-to structure was fully enclosed in the Summer of 2025. Insulating the lean-to structure would efficiently create more warm storage space for housing equipment, vehicles, and materials. The proposed insulation work is a combination of contracted spray foam installation with the low quote from Spray Foam Insulation Systems Inc. at $37,334 and any materials needed to self-perform associated prep work estimated at $20,000. Financial/Budget There is an existing balance of $56,890.53 plus interest that remains in the Public Works Facility project fund. For equipment of this size and complexity, preordering is a necessity to allow for manufacturing lead times. The estimated net contract price for the equipment is $350,000. Equipment pricing is anticipated to conservatively increase by 15% or approximately $50,000.00 shortly. Additionally, preordering now allows the city to reserve a manufacturing window before the new emissions regulations take effect. Staff anticipates challenges and performance issues the first several years any new equipment technology that is implemented. Financial/Budget Typically, large equipment purchases such as a Single Axle Dump Truck, are part of a bi-annual Capital Improvement Plan (CIP) bond process. Staff has not determined when the next CIP bond process will occur. This equipment is anticipated to be received by the city in 2027. If bond funds are not available in 2027, staff would have to determine the funding source. During the 2025 collective bargaining negotiations, there were several changes approved for full-time licensed police officers in the collective bargaining agreement. In order to remain equitable and fair across the organization, staff is recommending the following amendments in the Recruitment and Retention Policy for City Hall and Public Works employees be approved. Recruitment and Retention reimbursements can be rolled over up to one year in its entirety to match another year. This would allow increase in purchasing power for appropriate expenses to not exceed $3,000. $1,500 for a given year, $3,000 if carried over as a total for 2 years. The Recruitment and Retention policy applies to full-time employees who have been employed by the City for a minimum of 6 months. Recruitment and Retention Reimbursements are taxable income. One reimbursement form for all the expenses will be used for all claimed expenses for the reimbursement period. In any year in which an employee submits a reimbursement form, that employee’s total eligible Recruitment and Retention entitlement must be utilized in full (inclusive of any carried over balance) and any unclaimed reimbursement shall be forfeited. Some municipalities have implemented bonus programs as a transactional solution to recruit and retain staff. Instead, Corcoran chooses a transformational approach by providing staff with an opportunity to claim reimbursement for up to $1,500 annually to support the pursuit of personally meaningful opportunities for mental, physical, emotional, or relational wellbeing in a given calendar year. By investing in our staff this way, Corcoran will recruit and retain a happier and healthier qualified workforce which can more effectively deliver services to the community. Action Required: Approval Summary BKV Group and Kraus Anderson have provided expert professional services in the first two phases of the Civic Campus Project. BKV Group was selected in a competitive RFP process from amongst a dozen highly qualified submissions, after thorough interviews with the top four submissions. They finished the first phase of the Civic Campus Project with completion of both the Facilities Condition Assessment and Space Needs Analysis. Those two products have provided critical data equipping staff and council to make necessary decisions with a clear understanding of the current condition of all city capital assets as well as the current and future space needs for operationally delivering city services. Council authorized personal services contract for phase two of the project which includes: conceptual design, community engagement, project cost estimating, and engagement support. Also facilitating professional community survey services with Community Perceptions. As phase two continues, three of seven planned community open houses have been completed with four remaining in the coming months. Staff and council members visited 8 city campuses to tour facilities, garner lessons learned from their staff and see how different designs impact operations and service delivery. The community survey is scheduled to be mailed to arrive in resident mailboxes approximately April 13th, as coordination/collaboration with Kraus Anderson's marketing team has resulted in a professionally produced 90+ second informational video on the project that will be accessible on city social media sites by April 10th. As directed by Council, City Staff has aggressively pursued external funding options at the state and federal level currently totaling $30.6M in external funding requests to help finance the construction of the Civic Campus Project. In order to stay on the glide path necessary to meet external funding stream requirements, staff requests approval of Resolution 2026-31 Authorizing engagement of professional services contract for completion of work through the schematic design phase of the civic campus project. To meet this goal, we strive to establish a well-defined project understanding and scope of services to be provided so that an appropriate fee structure can be determined. Our fees are based on the conceptual planning completed to date and the project budget of $50 million, of which approximately $39 million is for construction. The final project budget will be refined with the Construction Manager and City. The professional fees for the projects will address standard basic services from schematic design through construction administration. We have included FF&E design, and procurement coordination as part of our services to provide the City with a turn-key project. Our proposed lump sum fee is $2,336,100. Our proposed fee is based on our estimated hours for each phase, and historic data required to complete these tasks. The services are divided by phase and task are summarized in the table below. Our approach to fee structuring is to provide a complete and comprehensive total fee that accommodates the natural evolutions and refinements of a project throughout design, and in construction, to have a fee that accommodates production of content to support change orders initiated from the need for contract document clarification or coordination.
