Corcoran Planning Commission Minutes
April 6, 2023 - 7:00 pm
The Corcoran Planning Commission met on April 6, 2023, in Corcoran, Minnesota. Three Planning
Commissioners were present in the Council Chambers. Members of the public were able to participate in-
person as well as through electronic means using the audio and video conferencing platform Zoom.
Present: Commissioners Lanterman, Brummond, and Jacobs
Absent: Commissioners Horn and Van Den Einde.
Also present: City Planner Davis McKeown, City Planner Lindahl, and Council Liaison Vehrenkamp.

Motion made by Jacobs, seconded by Brummond to approve the agenda for the April 6, 2023 Planning
Commission Meeting.
Voting Aye: Lanterman, Brummond, and Jacobs.

5. Minutes
a. December 1, 2022 Regular Meeting Minutes*
Motion made by Brummond, seconded by Jacobs, to approve the December 1, 2022, Meeting Minutes.

6. New Business
a. Public Hearing. Gmach Accessory Dwelling Unit Conditional Use Permit (PID 05-119-23-13-0011)
(City File No. 23-002)
i. Staff Report – Staff Report presented by Planner Davis McKeown.
ii. Open Public Hearing
1. Dean Jacobs, 3821 West Lake Street, Pequot Lakes MN, questioned the owner-
occupancy requirement/allowance and the possibility of several ADUs being built
throughout the city.
iii. Close Hearing
Motion made by Brummond, seconded by Lanterman, to close the public hearing.
Voting Aye: Lanterman, Brummond, and Jacobs.
(Motion passed 3:0)
Commission Discussion & Recommendation: Commission discussion included clarification on
rental capabilities of ADUs; quantity of ADU applications received to-date; how the proposed
rental dwelling ordinance could affect ADUs; the conditions recommended by staff for this
specific applicaiton; and the address policy for ADUs. The Planning Commission discussed
modifying the condition of identical roof materials between the ADU and principal dwelling to
materials that are aesthetically similar.

Motion made by Lanterman, seconded by Brummond, to recommend approval of the
Conditional Use Permit for Gmach’s Accessory Dwelling Unit with the condition that the roof
materials be astatically similar to the principal structure rather than an exact match.
Voting Aye: Lanterman, Brummond, and Jacobs.

b. Public Hearing. Transition Buffer Ordinance (City File No. 22-034).
i. Staff Report – Staff Report presented by Planner Lindahl
ii. Open Public Hearing
1. Dean Jacobs, 3821 West Lake Street, Pequot Lakes MN, stated concerns over
higher density projects abutting lower density neighborhoods in Rural Residential
Districts. He requested further consideration be given to the buffer standards of
existing neighborhoods.
iii. Close Hearing
Motion made by Brummond, seconded by Jacobs, to close the public hearing.
Voting Aye: Lanterman, Brummond, and Jacobs.

iv. Commission Discussion & Recommendation – The commission discussion included buffer
standards of other cities; clarification of the applicability to the Manufactured Home Park (MP)
and Transition Rural Commercial districts; concerns of increased fence installations;
consideration of existing plantings; the addition of native grasses as buffer opportunities;
maintenance responsibility; consideration of wildlife characteristics in buffer yards; variable
transition needs throughout the city; consideration of existing vegetation for natural
transitions; categorizations for size and buffer types; defining an effective buffer; creating
permanent buffers between properties that could change uses; grandfathering-in for
approved Planned Unit Developments; providing flexibility of ownership within the ordinance;
installing easements along lots outside of an HOA; clarification to what lots the Ordinance
would apply to; reduced penalty for violations; overturning an approved buffer yard;
Ordinance’s effect on the Council’s discretion of Planned Unit Developments; the extent of
ordinance application; logistics of enforcement; and the replacement of trees in the buffer in
the long-term.
Motion made by Brummond, seconded by Lanterman, to recommend approval of the draft
Ordinance for Transitions and Buffer Yards, with a reduced penalty for violations and an
addition of options for native plantings and plants compatible with native wildlife in lieu of
shrubs. Encourage plantings compatible with native wildlife and allow tall native grasses in
lieu of shrubs.

c. Scherber Roll Off Conditional Use Permit and Site Plan 1-year extension (City File No. 21-007)
i. Staff Report – Staff Report presented by Planner Lindahl
ii. Public Comment -
1. Dean Jacobs, 3821 West Lake Street, Pequot Lakes MN, wanted information
pertaining to the applicant’s delay of satisfying their conditions of approval.
iii. Commission Discussion & Recommendation – Commission discussion included the reason
for delay from the applicant; expiration of approval and the reapplication process; downsides
for not granting an extension; and a lack of evidence for a good-faith effort to utilize the
approved site plan.

Motion made by Lanterman, seconded by Jacobs, to recommend denial of a second 1-year
extension for the Scherber Roll Off Conditional Use Permit and Site Plan.
Voting Aye: Lanterman, Jacobs

7. Reports/Information
a. Planning Project Update* - Planner Davis McKeown spoke about content scheduled for the May Planning
Commission Meeting.
b. City Council Report* – Council Liaison Vehrenkamp – City Council report included discussion of the
status on Corcoran Farms Business Park, the PUD Amendment for Cook Lake Highlands, the PUD
proposal around Hope Community Church, the Water Tower and Water Treatment Facility, the concept
plan for Amira Village, the review process of concept plans, and the update to cropland weed control.
