Corcoran Planning Commission Minutes
May 2, 2024 - 7:00 pm
The Corcoran Planning Commission met on May 2, 2024, in Corcoran, Minnesota. Three Planning
Commissioners were present in the Council Chambers. Members of the public were able to
participate in-person and monitor the meeting through electronic means using the audio and video
conferencing platform Zoom.
Present: Commissioners Lanterman, Brummond, Hargreaves, Kozicky, and Lind.
Also present: Planner Davis McKeown, Planning Technician Klingbeil, and Council Liaison
Vehrenkamp.

Motion made by Brummond, seconded by Lanterman, to approve the agenda for the May
2, 2024, Planning Commission Meeting.
Voting Aye: Lanterman, Brummond, Hargreaves, Kozicky, and Lind.

5. Minutes
Motion made by Brummond, seconded by Lanterman, to approve the April 4, 2024,
Planning Commission Minutes.

6. New Business – Public Comment Opportunity
a. Public Hearing. Heather Meadows 3rd Addition. (City File No. 24-002)
i. Planner Davis McKeown presented the Staff Report.
ii. Public Hearing
1. Markus Lee, 22901 Oakdale Drive, discussed the application and the
need to keep two driveway access points on Oakdale Drive for
Agricultural purposes.
2. Mark Lee, 22901 Oakdale Drive, discussed the need of the second
driveway for separating access for agricultural uses from residential
uses.
3. Mike Savitski, 10322 Hage Drive, discussed his support for maintaining
the second driveway access on Oakdale Drive, and had questions
regarding drainage and future right-of-way easements.
4. Laurie Kazimer, 10265 Heather Lane, had questions regarding the
extension of Heather Lane; applicant’s proposed land-use of outlot
areas; and the intent of developing 12 additional lots rather than
keeping the entire farm intact.
5. Dan Grenke, 10300 Sundance Road, requested clarification of where
the development location.
6. Deann Fiore, 10211 Hage Drive, had questions regarding the
proposed use of Outlot A; minimum lot size requirements; and future
road connections to Hage Drive.
7. Mike Socha, 10315 Hage Drive, had a question regarding future
access for agricultural equipment to Outlot A.
8. Jeff Halter, 10480 Heather Lane, had a question regarding the
possibility of connection to County Road 19 and Oakdale Drive, and
the continued farming on the outlot.
9. Glen Kero, 10205 Hage Drive, had a question regarding wetland
drainage.
Motion made by Brummond, seconded by Lanterman, to close the public
hearing.
Voting Aye: Lanterman, Brummond, Hargreaves, Kozicky, and Lind.

iii. Commission Discussion & Recommendation – Commission discussion
included staff’s response to the questions raised during the public hearing;
clarification that open space may be developed once municipal services are
available to the site; adding native vegetation in the right-of-way; the purpose
of maximum lot sizes in Open Space & Preservation plats; the benefits of
establishing an HOA early; clarification that the applicant does not intend to
establish an HOA; outlot maintenance responsibility; clarification on urban
street section requirements; differing the wetland buffer plantings and
monuments while the outlot is actively farmed; agricultural use on an adjacent
property meeting the Conditional Use Permit requirements for accessory
structures; recommending the condition that structures exceeding the
maximum footprint would be removed when agricultural operations cease; the
safety benefit of the horseshoe driveway on Oakdale Drive; and excluding the
requirement for design covenants.
Motion made by Lanterman, seconded by Hargreaves, to recommend
approval of the Preliminary Plat, Conditional Use Permit, and Variance for
Heather Meadows 3rd Addition.
Voting Aye: Lanterman, Brummond, Hargreaves, Kozicky, and Lind.

b. Public Hearing. Chastek Farm Rezoning, Preliminary Planned Unit Development,
and Preliminary Plat. (City File No. 23-034)
i. Staff Report – Staff Report was presented by Planner Davis McKeown.
ii. Public Hearing
1. Ben Krsnak, Hempel Real Estate, provided a presentation on their
application which included the stormwater collection from other sites;
the buffer between adjacent land uses; lot sizes; rear lot setback
flexibility for two lots; reducing garage size to two-car garages on 65’
lots; the requirements for improvements to Maple Hill Road; the benefit
of provided by an off-road trail; water drainage from off-site locations;
clarification from staff for the reason for Maple Hill Improvements and
the City Policy to improve the street to the property line; the potential
use of Maple Hill Road from neighboring developments; and
clarification that this application would not connect to Fir Lane.
2. Lynn Alberts, 7490 Fir Lane, had a question about the identify of the
developer and who owns the land.
Motion made by Brummond, seconded by Lanterman, to close the Public
Hearing.
Voting Aye: Lanterman, Brummond, Hargreaves, Kozicky, and Lind.
(Motion passed 5:0).
iii. Commission Discussion & Recommendation – Commission discussion
included a question regarding density requirements in the RSF-2 and RSF- 3
zoning districts; density implications from recent other developments;
appreciation of providing the percentage of deviation; differing to Minnesota
Legislature to distribute the road improvement costs; the benefit provided by
the road improvements; 11.3% being sufficient open space; buffering around
the exception piece of the plat; the difficulty of installing a trail through the
hydrology corridor; clarification of trail location in relation to the screening
fence; the appreciation of anti-monotonous design elements; tracking unit
density as developments are approved; the timing of construction in relation
to the Fairway Shores development to the east; the target audience of older
buyers and the desire for three-car garages; consideration of other
developments in the strategic planning of the City.
Motion made by Lanterman, seconded by Kozicky, to recommend approval of
the Rezoning, Preliminary Plat, and Preliminary Planned Unit Development
for “Chastek Farm”.
Voting Aye: Lanterman, Brummond, Hargreaves, Kozicky, and Lind.

c. Public Hearing. Fairway Shores Villas at Cook Lake Comprehensive Plan
Amendment, Rezoning, Preliminary Planned Unit Development, and Preliminary Plat
(City File No. 24-006)
i. Staff Report – Staff Report was presented by Planner Davis McKeown.
ii. Public Hearing
1. Mike Bergeron, Bergeron Homes & Development, spoke about a
similar project in Plymouth; the purpose for requesting flexibility from
building material requirements; and variation in rooflines, colors, and
siding.
2. Lynn Alberts, 7490 Fir Lane, expressed his support for the proposal
and the trail near Cook Lake, and commended the updates to the PUD
requirements.
3. Matt Summers, 7485 Fir Lane, expressed support for both
developments but had a concern regarding traffic flow surrounding Fir
Lane.
4. Derek Stendel, Rush Creek Golf Club, expressed concerns with
drainage impact to the Golf Course, the potential for golf balls landing
near trail users, and notifying buyers of the early operations of the Golf
Course operations.
Motion made by Brummond, seconded by Lanterman, to close the Public
Hearing.
Voting Aye: Lanterman, Brummond, Hargreaves, Kozicky, and Lind.

iii. Commission Discussion & Recommendation – Commission Discussion
included the suitability of guiding this parcel for conservation residential;
counting portions of the wetland buffer as open space; additional screening
on the trail to deflect golf balls; amendment to the tree preservation plan;
appreciation for applicant’s willingness to work together; enhanced buffers in
the open space; the possibility of relocating sections of the trail near the road;
clarification that impervious surface percentage is calculated on a per lot
basis; the number of villa units in the city; additional landscaping in outlot C;
and clarification that 25 foot rear setback is separate from the buffer-yard
ordinance.
Motion made by Lanterman, seconded by Brummond, to recommend
approval of the comprehensive plan amendment, rezoning, preliminary
planned unit development, and preliminary plat for Fairway Shores Villas at
Cook Lake.
Voting Aye: Lanterman, Brummond, Hargreaves, Kozicky, and Lind.
(Motion passed 5:0)
7. Reports/Information
a. Other Business –
i. The Commercial & Industrial Update (page 1 of use table) – Due to the run
time of the meeting, the Commission agreed to discuss this item at the next
Planning Commission meeting.
b. Planning Project Update* -
c. City Council Report* – Commissioner Brummond expressed her opinion to Council
Liaison Vehrenkamp that the City should consider increasing its planning staff to keep
up with demand.
