October 19, 2023 - 7:00 pm
The Corcoran Parks and Trails Commission met on October 19, 2023, in Corcoran, MN.
Present were Chairperson Anderson and Commissioners Friedrich, Nybo, and Strehler. Absent were
Vice-Chairperson Christenson and Commissioner Erzberger.
Virtually present was Councilmember Nichols. Present at City Hall was Recreation Supervisor
Christensen Buck.

Chairperson Anderson called the meeting to order at 7:00 pm.

Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance.

Recreation Supervisor Christensen Buck informed the Commission that there were no individuals
interested in speaking.

7. New Business
a. Wildflower Park Bike Rack
Recreation Supervisor Christensen Buck informed the Commission that AR, 6536 Hunter Lane,
wrote a letter to Mayor McKee requesting a bike rack at Wildflower Park. Recreation Supervisor
Christensen Buck confirmed that currently there is not a bike rack at Wildflower Park and funding for
the project would be through a committed external donation. Annabelle told the Commission that she
would like a bike rack because currently friends must put their bikes in the grass, which required a
repair to her bike.
Motion: Made by Friedrich, seconded by Nybo to recommend Council approval of a bike rack
purchase and installation at Wildflower Park utilizing a committed external donation.

7. Unfinished Business
a. RFPQ for Master Park Planning
CITY OF CORCORAN
Recreation Supervisor Christensen Buck provided background information on the Request for
Proposals and Qualifications for Master Park Planning and Design Services. Included in the
background information were an overview of the submission deadline, review of submissions, and
interviews with four of the firms. Recreation Supervisor Christensen Buck highlighted the anticipated
steps to come including a decision from City Council and the potential for a Master Services
Agreement. Recreation Supervisor Christensen Buck informed the Commission that the
recommendation from the subcommittee that interviewed the firms, was HKGi, which also had the
highest rates. Commissioners requested additional information as to why HKGi was recommended
over SRF Consulting Group, to which Recreation Supervisor Christensen Buck and Commissioner
Friedrich highlighted the larger scope of projects and community engagement focus. Commissioner
Friedrich noted the in-depth questions from HKGi during the interview that furthered conversations
on planning and the needs of the City.

planning and design services, with the request to work with the firm for lower rates.

9. Reports/Information
a. Active Planning Applications – Informational Only
Commissioners complimented the brevity of the agenda item due to the consistent updates from
Planning Technician Klingbeil.
b. Recreation Supervisor Update
Recreation Supervisor Christensen Buck provided an update on items she had been working on
including attending the Minnesota Recreation and Park Association conference, wrapping up the fall
baseball season, coordinating the RFPQ for Master Park Planning and Design Services, and
preparations for the Holiday Toy and Food Drive.
10.Subcommittee & Miscellaneous Reports
a. City Council Report
Councilmember Nichols highlighted the items discussed at City Council meetings since the last
Parks and Trails Commission meeting including City Administrator interviews, Southfork Village
concept plan, Karinemi-Jensen concept plan, five-year financial management plan, and Metropolitan
Council density follow up. Councilmember Nichols explained that the City’s goal was to have more
open spaces, but to exclude those spaces from density calculations, they would need to be
mandatory as part of the City’s code. Chairperson Anderson inquired about the upcoming budget, to
which Councilmember Nichols responded that the preliminary levy had been set and tax rates would
not be increasing. Commissioner Friedrich requested more information regarding the Charter
Commission’s discussion on the Mayoral term, to which Councilmember Nichols recognized the
Charter Commission request to make the Mayoral term 4-years. Commissioner Strehler inquired
about the Sunram Interim Use Permit, noting that cattails are in the area and questioned how dirt
would be allowed in the area. Councilmember Nichols noted that he did not believe that they were
disturbing the wetland.
b. Garden Club Report
Michelle Friedrich informed the Commission that the mulch was delivered for the Memorial Garden
Club with plans to spread the mulch on Sunday, October 22 at 1:00 pm.
c. Park Dedication Fund
Commissioner Nybo asked if the Park Dedication Fund money is put into a general fund, which
results in no interest to the fund. Recreation Supervisor Christensen Buck informed the Commission

that she was told interest for 2023 had not been added yet, but that she would request information
from the finance team. Commissioner Friedrich added that during a recent City Council meeting,
Council discussed looking into interest allocations in early 2024. Commissioner Friedrich inquired
about if this was the full list of projects, or if there are upcoming projects that will continue it to grow.
Recreation Supervisor Christensen Buck informed the Commission that she would talk with Planner
Davis McKeown and Public Works Director Mattson to get additional information.

Chairperson Anderson informed the Commission he could take the November 9, 2023, City Council
meeting. Commissioners agreed that if a new Commissioner can join with enough time, they could
potentially be the liaison for the December 18, 2023, City Council meeting.

Re: Hennepin County Bikeway Trail

Hennepin County contacted the City as the County would like to seek federal funding for
the construction of a multi-use trail facility along County Road 116. The trail would be
located along County Road 116 from County Road 10 to Territorial Road (City of
Rogers).
Included in the letter from Hennepin County was an invitation to include a letter of
support or resolution for the project, acknowledging that the City understands the
likelihood to participate in funding and maintenance regarding the project.
The additional attachment is a cost estimate for the proposed project, but specific
details are anticipated to be better defined during the design process.
Staff is looking for feedback from the Parks and Trails Commission regarding their initial
thoughts, any areas of support for the project, and additional questions the Commission
has. Staff plans to meet with Hennepin County prior to the Parks and Trails Commission
meeting, but after the packet is distributed. Additional information that is learned during
the meeting will be shared with the Commission during the November 16, 2023,
meeting.

Re: Support for 2024 Regional Solicitation Application
County Rd 116 (Fletcher Ln) from CSAH 10 to 1200’ South of County Rd 159 (Territorial Rd)
Dear Mr. Mattson:
As part of the Metropolitan Council’s 2024 Regional Solicitation, Hennepin County is submitting an
application to seek federal funding for the construction of a multi-use trail facility along County Rd 116
(Fletcher Ln) from CSAH 10 to 1200’ South of County Rd 159 (Territorial Rd) in the Cities of Corcoran
and Rogers. Federal funding through this solicitation is available for program years 2028 and 2029.
The project for this funding application will involve the construction of a dedicated facility for people
biking along County Rd 116 (Fletcher Ln) from CSAH 10 to 1200’ South of County Rd 159 (Territorial
Rd). It is anticipated that this project will be coordinated with a county-led pavement rehabilitation
project along the corridor in order to promote complete and green streets opportunities. This project
will improve accessibility, safety and mobility improvements for people walking, rolling, and biking
thereby enhancing the livability and quality of life for Corcoran, Rogers, and Hennepin County residents.
We would appreciate a letter of support or resolution from the City of Corcoran for this application and
project, acknowledging that the city is aware of this project and understands that the city will likely be
required to cost participate in this project and maintain the new multi-use trail facility year-round as
outlined in the county’s Cost Participation and Maintenance policies. Specific details regarding cost
participation and maintenance responsibilities are anticipated to be determined during the design
process as project development is advanced. A PDF detailing the city’s anticipated financial obligations
are included as an attachment to this letter.

Re: Planning Project Update
Projects/comments in blue italics are new.
The following is a status summary of active planning projects:
1.“Red Barn Pet Retreat” (PID 01-119-23-44-0045) (City File No. 23-008)
Daniel Benjamin submitted an application for the expansion of his business,
“Red Barn Pet Retreat” to a site on the Northwest corner of Stieg Road and
County Road 101. This application includes a Comprehensive Plan Amendment,
Rezoning, Preliminary Plat, Conditional Use Permit, Variance, and a Site Plan.
The Public Hearing for this item was held during the September 7, 2023,
Planning Commission Meeting. After some discussion, the Planning
Commission recommended approval of this item with the additional requirement
that the applicant transition to municipal water and sewer once available. This
item was reviewed by Council at the September 28, 2023, regular meeting, and
was approved as presented.
2.Sunram IUP (PID 26-119-23-21-0006) (City File No. 23-015) Ryan Sunram
applied for an Interim Use Permit to allow staging and stockpiling soil for
construction projects at 20305 County Road 50. The Public Hearing for this item
was held during the September 7, 2023, Planning Commission Meeting. After
some discussion the Planning Commission voted to recommend approval of the
IUP request with the addition of a 35-foot maximum stockpile height. This item
was reviewed by Council at the September 28 and October 12, 2023 regular
meetings. The IUP was approved on October 12 as presented with the removal
of the condition that the applicant be required to provide email updates to the
surrounding properties.
3.Corcoran Storage II (PID 31-119-23-33-0001) (City File No. 23-016) Scherber
and Associates, LLC. applied for a Site Plan, Conditional Use Permit, Variance,
and a Rezoning to allow a 6-building storage facility at 23730 Highway 55. The
applicant requested the Council to table this item at the August 24, 2023,

regular meeting. Council reviewed this item at the September 28, 2023, regular
meeting and approved the application as presented.
4. Kariniemi/Jensen Concept Plan (PID 11-119-23-21-0002) (City File No. 23-018)
Nate Kariniemi submitted a concept plan for a proposed Open Space and
Preservation plat subdivision at 20400 County Road 30. The concept consists of 16
single-family lots ranging from 1-2.2 acres and a 52.4-acre outlot. The applicant
received Council feedback at the July 27. Since the July 27, 2023, regular meeting,
the applicant has submitted more material for review which received Council
feedback at the September 28, 2023, regular meeting. This item is not currently
scheduled for any upcoming meetings.
5. South Fork Village Concept Plan (PID 01-119-23-44-0046) (City File No. 23-020)
Fenway Land Company submitted a concept plan for an apartment complex on the
Martin property, located on the southwest corner of Stieg Road and County Road
101. The concept includes a 100-unit market rate apartment, and an outlot that would
allow the development of 1-2 retail/commercial spaces along Stieg Road. The
applicant received Council feedback at the September 28, 2023, regular meeting and
is not scheduled for any upcoming meetings.
6. Accessory Structure Zoning Ordinance Amendment (Citywide) (City File 23-
021) After some discussion at the August 24th Regular Meeting, Council directed staff
to bring forward an amendment to Section 1030.020 of the Zoning Ordinance to allow
flexibility from the eave and overhang requirements on new accessory buildings to
match legal nonconforming structures on the property. The Public Hearing for this
item was held at the October 5, 2023, Planning Commission meeting. After some
discussion, the Planning Commission motioned 3-0 to recommend approval of the
staff alternative of a 12” minimum standard eaves and overhangs on accessory
buildings regardless of sidewall height. This item is scheduled to be reviewed by
Council at the October 26, 2023, regular meeting.
7. Ordinance Cleanup (Citywide) (City File 23-022) At the request of staff, Council
authorized Staff make minor edits to Title IX & X of the City Code. The edits address
minor typographical errors, formatting errors, and other inconsistencies. The update
will also include an expansion to the public hearing notice radius from 350 feet to 500
feet. The public hearing for this item was held at the October 5, 2023, Planning
Commission meeting. After some discussion, the Planning Commission motioned to
recommended approval of the draft ordinance and draft resolution, as presented by
staff. This item is scheduled to be reviewed by the Council at the October 26, 2023,
regular meeting.
8. Commercial and Industrial Development Standards (Citywide) (City File 23-023)
The purpose of this zoning ordinance amendment is to address and evaluate the
allowed uses and use specific standards within commercial and industrial
developments. A draft work plan is anticipated to be presented to the City Council at
the November 20, 2023, regular meeting.
9. Pugleasa ADU Administrative Permit (PID 27-119-23-42-0006) (City File 23-024)
Nick Pugleasa applied for an Accessory Dwelling Unit that would coincide with a
building permit for a new accessory building at 21115 Larkin Road. Since this item is
an Administrative Permit, it will not be scheduled for a Council Meeting.

10. Minks Preliminary Plat, Final Plat, and Variance (PID 27-119-23-43-0005) (City
File 23-025)
Lyndon Minks applied for a preliminary plat, a final plat, and a variance which would
allow him to adjust the western lot line of his property at 6925 Old Settlers Road. This
item is still being reviewed for completeness, and the public hearing is tentatively
scheduled for the December 5, 2023, Planning Commission meeting.
11. Street Management Code and Policy Updates (Citywide)(City File 23-026).
Planning and Public Works staff prepared a Snow and ice Removal Policy to apply to
City streets and accepted trails. As a part of this update, Chapter 70 and 71 also will
be updated to reflect current practices for weight restrictions and provide City staff the
authority to tow vehicles that will conflict with the ability to carry out maintenance or
other official duties, such as snow and ice removal. The street management updates
are anticipated to be reviewed by the City Council at the October 26, 2023 regular
meeting.
12. 3019 Addition, Comprehensive Plan Amendment, Rezoning, Preliminary Plat
(PID 07-119-23-14-0003). (City File 23-027).
Scherber and Associates submitted a land use application for a property located at
the northeast quadrant of County Road 30 and County Road 19. The plat shows 4
residential lots near the existing residential neighborhood to the east and 10
commercial rural lots. The application is currently under review for completeness and
it not yet scheduled for public meetings.
13. Hope Community Comprehensive Plan Amendment, Rezoning, Preliminary
PUD, Preliminary Plat (PIDs 11-119-23-14-0003, 11-119-23-14-0005, 11-119-23-
14-0006, and 11-119-23-11-0012)(City File 23-028).
Hope Community Church submitted an application to move forward with the Hope
Community mixed-use concept plan reviewed by Council earlier this year. The
application is currently under review for completeness and is not yet scheduled for
public meetings.

Re: Recreation Supervisor Update

The following is a summary of what Recreation Supervisor Christensen Buck has been
overseeing since the last meeting.
• Emerging Leaders Recreation Institute Attended 3 of 5 sessions to further
develop knowledge and skills in programming, facilities, funding, legislation,
governance, development, and planning.
• Ice Rinks: Worked with the human resources team to begin the hiring process,
including training updates, recruitment of rink attendants, and minor
improvements to warming house office (first aid kit updates, organization, etc.).
• Trails: Met with City staff and communicated with Three Rivers Park District staff
to discuss adjustments to the Cooperative Agreement prior to Council and Board
presentation.
• Request for Proposals and Qualifications: Received approval from City Council to
proceed negotiating rates and drafting a master services agreement with HKGi.
• Holiday Toy and Food Drive: Met with Officer Burns to continue
planning/updating information about the event.
• Other: Put together Parks and Trails Commission packet materials, compiled City
Council reports regarding Parks and Recreation related items, and attended
monthly development review meetings.
