Corcoran Parks and Trails Meeting Minutes
February 16, 2023 - 7:00 pm
The Corcoran Parks and Trails Commission met on February 16, 2023, in Corcoran, MN.
Present were Chairperson Anderson, Vice-Chairperson Christenson, and Commissioners Friedrich,
Nybo, Strehler, and Wyffels.
Absent was Commissioner Christenson.
Also present was Administrative Services Director Hughes, Director of Public Safety Gottschalk, and
Recreation Supervisor Christensen Buck.
1.Call to Order / Roll Call
Chairperson Anderson called the meeting to order at 7:00 pm.
2.Pledge of Allegiance
Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance.
3.Agenda Approval
Motion: Made by Nybo, seconded by Wyffels, to approve the agenda as presented.
Voting Aye: Anderson, Friedrich, Nybo, Strehler, and Wyffels. Nay: Abstain: Christenson

a. Minutes – January 31, 2023, Meeting
Motion: Made by Nybo, seconded by Christenson, to approve the minutes as presented.

5.Open Forum
Recreation Supervisor Christensen Buck informed the Commission that there were no individuals
interested in speaking.
6. Presentations
a.Corcoran Police Department
Director of Public Safety Gottschalk reported updates to the Commissioners regarding Public Safety
which included the hiring of Officer Burns, preparations for Truck Safety Seminar, planning for Night
to Unite, and recruitment and retention strategies for officers. Chairperson Anderson inquired about
how the covid pandemic has impacted the police department. Director of Public Safety Gottschalk
highlighted the increased understanding of the pandemic and having a better expectation of how to
respond. Commissioner Nybo asked how many part-time and full-time officers are employed, to
which Commissioner Gottschalk informed the Commission that 4 part-time officers and 12 full-time
licensed officers are on staff. Chairperson Anderson asked about crime in the parks to which
Director of Public Safety Gottschalk informed the Commission that the officers patrol the area to
prevent crime. Chairperson Anderson asked if the City is prepared for an additional regional trail that
navigates the City, to which Director of Public Safety Gottschalk informed the Commission of the
positive working relationship the City has with Three Rivers Park Districts Police. Director of Public
Safety Gottschalk informed the Commissioners that Three Rivers Park District is not required to pay
for fire services, thus calls for service at their parks and golf courses would count against city
contracts with fire departments. Chairperson Anderson inquired about legislature to which Director of
Public Safety Gottschalk updated the Commissioners of catalytic converter, police reform, and police
officer PTSD treatment legislation. Commissioner Nybo asked about a license plate scanner
discussion during a City Council meeting, to which Director of Public Safety Gottschalk informed the

Anderson asked if there were any updates to Night to Unite, to which Recreation Supervisor
Christensen Buck informed the Commission that City is hoping for a good turnout with neighborhood
parties.
b.Corcoran Administration Department
Administrative Services Director Hughes provided a background of herself, informing the
Commission that she previously worked in law enforcement, including the Hennepin County dispatch
center. Administrative Services Director Hughes highlighted her experience in supervision and
budget management, as well as her current role overseeing human resources, finance, and
administrative services. Chairperson Anderson asked how internal relationships change, to which
Administrative Services Director Hughes informed the Commission that efficient and effective
policies in place help to maintain the relationships and operations. Chairperson Anderson inquired
about how relationships with the community will change, to which Administrative Services Director
Hughes informed the Commission that there would be information communicated out to ensure the
services can continue to be offered at the level of service they are at. Administrative Services
Director Hughes updated the Commission on the creation of an architectural roadmap for future IT
and human resources. Chairperson Anderson inquired on the security of the City’s information, to
which Administrative Services Director Hughes informed the Commissioners of management and
security measures in place.
7. Unfinished Business
a.Chairperson and Vice-Chairperson Election
Recreation Supervisor Christensen Buck updated the Commission that Vice-Chairperson
Christenson accepted the Vice-Chairperson position and of the meeting that occurred between
Chairperson Anderson, Vice-Chairperson Christenson, and herself to plan upcoming meetings for
the year.
b.City Park Remaster Update
Recreation Supervisor Christensen Buck informed the Commission that there was work being done
on the request for quotes and that she hoped to have the RFQ out to consultants by the proposed
March 1 date. Vice-Chairperson Christenson inquired about the process, to which Recreation
Supervisor Christensen Buck informed the Commissioners that this RFQ would be to choose a
consultant for the 70% design.

9. Reports/Information
a.Active Planning Applications – Informational Only
Commissioner Nybo inquired about the park dedication fees update, to which Recreation Supervisor
Christensen Buck informed the Commission that the fees increased following an evaluation of the
previous park dedication fees. Commissioners discussed trees being removed along County Road
30, to which Recreation Supervisor Christensen Buck stated that she would circle back with
information for the Commission. Chairperson Anderson updated the Commission of the PUD
discussion that took place during a joint Council-Commission work session.
b.Recreation Supervisor Update
Recreation Supervisor Christensen Buck informed the Commission of items that she had been
working on including Night to Unite preparations and the tree giveaway. Commissioner Nybo
inquired about if the City was required to obtain a permit for the program from the Department of
Agriculture, to which Recreation Supervisor Christensen Buck informed the Commission that she

Coordinator, assisting with ice rink operations, preparing for youth baseball, and park amenity
reservations.

a.City Council Report
Recreation Supervisor Christensen Buck apologized to the Commission for not including the City
Council Report in the packet but would send it out via email.
b.Garden Club Report
Tom Anderson informed the Commission of plants that can be planted during this time of the year.
c. Park Dedication Fund
Recreation Supervisor Christensen Buck informed the Commission that there were no updates since
the January 31, 2023, Parks and Trails Commission meeting.

Active Corcoran Planning Applications
The following is a status summary of active planning projects:
1.Transition/Buffer Zones ZOA (City File 22-034). After multiple discussions on this
topic in 2022, the City Council reviewed a draft of a Buffer Yard Ordinance at the January 26th
work session. Remaining questions and discussion regarding enforcement was discussed
further at the February 23rd regular Council meeting. The public hearing for this item is
scheduled for the April 6th Planning Commission meeting and will return to the City Council at
the April 27th Meeting.
2.Pioneer Trail Industrial Park, Rezoning and Preliminary Plat and PUD (PID 32-119-
23-34-0013, 32-119-23-34-0007, 32-119-23-43-0005 and 32-119-23-43-0006) (City File No.
22-039). An application was submitted to move forward with the preliminary approvals for the
Pioneer Trail Industrial Park off Highway 55. The item was reviewed by the Planning
Commission at a Public Hearing on December 1st and was recommended for approval on a 3-1
vote. The City Council reviewed this item at the January 12th meeting, and the application was
approved at the January 26th regular meeting.
3.PUD Standards Zoning Ordinance Amendment (City File No. 22-045). After various
discussions on planned unit development standards in 2022, staff and City Council continued
to discuss verbiage changes in the working draft of the new PUD district standards at the
January 26th City Council Work Session as well as a joint Work Session with the Planning
Commission and Parks and Trails Commission on February 9th. The Council asked the
Planning Commission to continue discussion of the point categories. This item is scheduled for
further discussion at the March 23rd Council Meeting. This is expected to go to the Planning
Commission for a public hearing in the first half of 2023.
4.Rental Ordinance (City File No. 22-046). Staff and City Council continue to work
through the draft ordinance and planning for administrative implementation. This item will go to
another Council work session on April 13th before proceeding with Council approval. Since the
Rental Ordinance will not be contained within the Zoning or Subdivision Ordinances of City
Code, a public hearing is not required.

5.Keefe Minor Subdivision (PID 33-119-23-12-0007) (City File No. 22-063). An
application for a two-lot subdivision at 6801 Willow Drive was submitted. The application has
been determined to be complete for review. This type of application does not require review by
the Planning Commission and is tentatively scheduled for the April 27th City Council meeting.
6.Dish Tower Site Plan Amendment (PID 25-119-23-44-0005) (City File No. 22-066). A
minor site plan amendment application was submitted for installation of new ground equipment
at an existing telecommunications tower at 7205 County Road 101. The applicant provided all
the materials necessary, and staff approved this application administratively.
7.“Vollrath Compost Site Sketch Plan” (PID 19-119-23-12-0002) (City File No. 22-078).
Trent Vollrath submitted an application to ask the Council for feedback on allowing a
commercial compost site within the Rural Residential district. The application was determined
to be incomplete at this time.
8.“MS4 Updates” (Citywide) (City File No. 23-001). Staff anticipates needing to process
further changes to MS4-related regulations to comply with the City’s MS4 permit. Currently,
Public Works and Engineering are focusing efforts on establishing new requirements for salt
storage. The salt storage ordinance amendments are tentatively scheduled for Council review
on March 9th. The salt storage ordinance was approved by City Council at the March 9th
meeting.
9.“Gmach Accessory Dwelling Unit CUP” (PID 05-119-23-13-0011) (City File No. 23-
002). George Gmach submitted an application for a conditional use permit to allow an
accessory dwelling unit over 960 square feet at 22600 Oakdale Drive. This item was intended
to be discussed at the March Planning Commission meeting. Due to a lack of quorum, the
public hearing was rescheduled to the April 6th Planning Commission Meeting with City Council
Review on April 13th.
10.“Amira Village” (PID 25-119-23-12-0002) (City File No. 23-003). Hempel Acquisition
Company submitted a sketch plat application for a 141-unit development consisting of single-
family homes for a senior living rental community at the Chastek property on Maple Hill Rd.
This item was pulled from the City Council meeting on February 23rd and is scheduled to return
to the Council at the March 23rd meeting.
11.“Kariniemi/Wicht Sketch Plat” (PID 18-119-23-11-0002; 18-119-23-42-0001) (City
File No. 23-004). Nathan Kariniemi of Willow1 LLC submitted a sketch plat application for an
Open Space & Preservation plat near Kariniemi Meadows on County Road 19 and County
Road 10. The plan includes three commercial lots that wrap around the existing Public Works
building in addition to 8 small residential lots off Larsen Road. The plat includes a 40-acre
outlot to be preserved as open space. The Council provided the applicant informal feedback on
their concept plan and is not scheduled for another meeting at this time.
12.“Kwik Trip CUP, Lot Line Adjustment, and Site Plan” (PID 12-119-23-14-0006; 12-
119-23-14-0004) (City File No. 23-005). Kwik Trip Inc. submitted a Site Plan, Lot Line
Adjustment and CUP application for the two parcels north of Mama G’s. The application was
determined to be incomplete for City review and is not currently scheduled for review by the
City Council.

Re: Recreation Supervisor Update

The following is a summary of what Recreation Supervisor Christensen Buck has been
overseeing since the last meeting.
• Night to Unite: Created flyer for the event and submitted information to Wayzata
High School volunteers.
• Tree Giveaway: Monitored the reservation form for the orders, answered
questions regarding the program, and relayed the final order sheet to Tom.
• Program Coordinator: Completed second round interviews, made a hiring
decision, began the onboarding/training process, and coordinated tasks for him
to work on.
• Baseball: Monitored registrations for the spring season, answered questions from
interested registrants, handled late registrations, created teams, created
schedules, ordered apparel, and created online coach’s meeting.
• Other: Put together Parks and Trails Commission packet materials, posted to the
City Facebook and Twitter accounts, trained the Communications Assistant in
social media, updated Parks and Recreation related website items, answered
questions regarding pavilion/ballfield reservations, and attended monthly
Development Review Committee meetings.

Re: Program Coordinator Update

Jackson Shipley is the new Program Coordinator for the City of Corcoran. He is a
current student at the University of Minnesota, Twin Cities. Jackson has worked in
various part-time roles within the area of parks and recreation, including in the
production of outdoor concerts and the operation of the Community Center with the City
of Maple Grove. Additionally, he has worked on the operations team of Mariucci Arena,
located on the campus of the University of Minnesota.
Jackson chose the Program Coordinator role to develop further experience within parks
and recreation while having the ability to get involved with many different aspects of the
department, including youth athletics, event management, park planning, and more. He
is excited about the opportunity to work with youth participants and their families.
The following is a summary of what Jackson has been working on since the start of his
employment:
• Training: Became familiar with relevant software and files, gaining exposure to
the recreation programs offered by the city, and getting a tour of Corcoran and
the park system.
• Baseball: Became familiar with the program, communicated program information
to both parents and coaches, processed coaches background checks, prepared
team uniforms for distribution, and answered questions about upcoming season
from families and coaches.

• Recognizing Brandon Heinz – 20 Years of Service
o Recognized Brandon for his years of service, recognizing 20 years of dedicated
service to the City and its residents.
• Resolution 2023-16 Honoring Parks and Trails Commissioner Sharon Meister
o Honored Commissioner Meister for her years of service and dedication to City
and its residents.
• Resolution 2023-17 Honoring Planning Commissioner Jim Shoulak

o Authorized staff to seek funding for the City Park Remaster project via the CPF
program.
• Update on HF 2235
o Discussed legislation related to housing that would impact a variety of local
controls.
March 23, 2023, Council Meeting

o Reviewed the concept and provided feedback to the applicant.

o Discussed ordinance amendment options.

o Approved the plan as presented.

o Opted to reinstate a one-year contract for the previous leaser.

o Appointed Lindsay Jacobs to the planning commission.

o Reviewed the costs and requested staff bring back additional information on cost
and scope.
• Photography Donation Update
o Opted to decline the donation and seek free shipping for recreational program
photos.

o Provided staff direction.
