HomeMy WebLinkAbout2011-06-28 - Parks and Trails MinutesCorcoran Parks and Trails Commission Tuesday, June 28, 2011 7:00 PM Present: Trish Krueger, Tom Anderson, Kevin Dale, Chad Robran, Rob Vassalo, Val Nybo, Student Charles Jacobs (8:45) Absent: Rachael Tessmer Others: Council member George Gmach, City Administrator Dan Donahue, TKDA Consultant Sherri Buss 1. Convene. Chair Krueger called the meeting to order at 7:05 PM in the Corcoran Community Center 2. Approvals: a. Agenda. i. Add 4c. Snowmobile Grant Update ii. Add 4d. Concrete Base for City Ice Rink iii. Add 4e. Update on Tax Forfeit Property at Co. Rd. 10 & Co. Rd 19 iv. Add 5a. Grant Project v. Add 5b. Country Daze Update vi. Add 5c. Corcoran Park Improvement Project vii. Motion: Anderson/Robran to approve agenda as amended. All voted Aye (6:0). b. Minutes of 05.17.11 Commission Meeting: i. Commissioner Vassalo's name misspelled in minutes ii. Motion: Robran/Nybo to approve minutes as presented. All voted aye (6:0). 3. Open Forum. None 4. Old/Unfinished Business a. TKDA Consultant Sherri Buss and Park Dedication Ordinance. The Commissioners had a long discussion about the content of the Consultant's memo to the Commission of June 20, 2011. Much of the discussion centered around the land values put forth by Ms. Buss for properties on which the formula for assessing the amount of the Park dedication Fee is derived. Council Lisison Gmah stated he thought the figure of $80,000 per acre for properties inside the MUSA line and $20,000 for properties outside the MUSA line where to high. After discussion, the commission came to a consensus that the figures and costs were well reasoned and had a bases in what surrounding communities like Corcoran Parks & Trails Minutes 06.28.2011 where using. Motion by Anderson/Dale to approve the Park Dedication Ordinance Amendments as presented by the Consultant Buss and recommend adoption by the Corcoran City Council. All votes Aye. (6:0) b. Corcoran Athletic Association. Immediate Past President Dale discussed his retirement and the impact on the organization. He believes that the city would have to take a more active role in assisting to corrdinate the uses of the Corcoran Park for various athletic activities. He suggested that he would work with city staff to invite the various sports chairs to have a meeting to discuss how this coordination should be handled for nest year. The commissioners expressed interest in inviting all of the chairs to meet with the commissioners at a future meeting to discuss the options and ways to better work together for the coming year. Snowmobile Grant. Student Commissioner Charles Jacobs would like to pursue the possibility of searching for a grant to put in a snowmobile trail along the Northern Natural Gas Pipeline route. He has some ideas and will work with Donahue in possibly putting together a grant application. d. Ice Rink. Student Commission Lindsay Jacob advanced the idea at the last P & T Commission meeting about the possibility of putting in a concrete base in the city's outdoor ice rink so the field could be used year around to include roller bladding. She was not present so this topic will be pursued at the next meeting. Tax Forfeited Property at Cty Rds 10 & 19. Donahue updated the Commission on the progress working with the county on using this property as a trail head for rest stops and parking. Donahue explained that the county was still working on the question of the availability of the property for city and/or trail use. Donahue said he would continue to discuss with the county and report progress at subsequent meetings. 5. New Business a. Grant Project. Robran said the Rockford School District will be developing a grant proposal soon for improvement to the existing athletic fields including the Corcoran/Rockford field. Robran will continue to work with the school district and will keep the Commission appraised b. County Daze Update. Robran updated commission on the event. He said that he would be asking the city council to designate the event as a Community Festival for a couple of reasons: promote it as a celebration for everyone living, working, and doing business in our community, and to better organize particular events such as the beer garden and bands. Corcoran Park Improvements. Robran asked the Commissioners to consider the question of spending Park Funds for the adding of water, restrooms, improved tennis courts, and a new volleyball court. He would like the Commission to get serious about these improvements. He intends to pursue for development this fall or next year. 6. Committee Reports 2 Parks & Trails Minutes 06.28.2011 a. City Council Liaison. Council Liaison Gmach had to leave for a previously scheduled event by the time this item came up on the agenda. Donahue did review the passage of the 2030 Comprehensive Plan with the Commissioners and the next steps to be taken to implement the provision on our ordinance required with the passage of the comp Plan. b. P & T Subcommittee on Signage. No report c. Park Dedication Fund Report. Review. No comments 7. Other Business. None 8. Announcements. None 9. Adjourn. Motion by Anderson/Robran to adjourn.
