Re: Agenda for July 19, 2011
At the last P & T Commission meeting, you talked about wanting to discuss ideas for park
improvements. I have put this on the agenda. I am hoping to have Superintendent Pat Meister at the
meeting to discuss his idea for these improvements. He has a conflict but we are trying to work around
this issue.
Also, the Rockford School District Superintendent Paul Durand is invited. This is also not confirmed
but Chad Robran is working on this.
In your packet is a fact sheet for this year's Hennepin Youth Sport Grant Program. This will give you
some background on what is eligible for the grant. If there is discussion on the grant, we also have to
discuss the outside contribution of 33% for any awards that are made.
Call or email me if you have any questions or would like additional information.

b. Minutes of 05.17.1 1 Commission Meeting:
i. Commissioner Vassalo's name misspelled in minutes

3. Open Forum. None
4. Old /Unfinished Business
a. TKDA Consultant Sherri Buss and Park Dedication Ordinance. The
Commissioners had a long discussion about the content of the Consultant's memo
to the Commission of June 20, 2011. Much of the discussion centered around the
land values put forth by Ms. Buss for properties on which the formula for
assessing the amount of the Park dedication Fee is derived. Council Lisison Gmah
stated he thought the figure of $80,000 per acre for properties inside the MUSA
line and $20,000 for properties outside the MUSA line where to high. After
discussion, the commission came to a consensus that the figures and costs were
well reasoned and had a bases in what surrounding communities like Corcoran

where using. Motion by Anderson/Dale to approve the Park Dedication
Ordinance Amendments as presented by the Consultant Buss and recommend
adoption by the Corcoran City Council. All votes Aye. (6:0)
b. Corcoran Athletic Association. Immediate Past President Dale discussed his
retirement and the impact on the organization. He believes that the city would
have to take a more active role in assisting to coordinate the uses of the Corcoran
Park for various athletic activities. He suggested that he would work with city
staff to invite the various sports chairs to have a meeting to discuss how this
coordination should be handled for nest year. The commissioners expressed
interest in inviting all of the chairs to meet with the commissioners at a future
meeting to discuss the options and ways to better work together for the coming
year.
c. Snowmobile Grant. Student Commissioner Charles Jacobs would like to pursue
the possibility of searching for a grant to put in a snowmobile trail along the
Northern Natural Gas Pipeline route. He has some ideas and will work with
Donahue in possibly putting together a grant application.
d. Ice Rink. Student Commission Lindsay Jacob advanced the ideaTthe last P & T
Commission meeting about the possibility of putting in a concrete base in the
city's outdoor ice rink so the field could be used year around to include roller
bladding. She was not present so this topic will be pursued at the next meeting.
Tax Forfeited Property at Cty Rds 10 & 19. Donahue updated the Commission on
the progress working with the county on using this property as a trail head for rest
stops and parking. Donahue explained that the county was still working on the
question of the availability of the property for city and/or trail use. Donahue said
he would continue to discuss with the county and report progress at subsequent
meetings.
5. New Business
a. Grant Project. Robran said the Rockford School District will be developing a
grant proposal soon for improvement to the existing athletic fields including the
Corcoran/Rockford field. Robran will continue to work with the school district
and will keep the Commission appraised
b. County Daze Update. Robran updated commission on the event. He said that he
would be asking the city council to designate the event as a Community Festival
for a couple of reasons: promote it as a celebration for everyone living, working,
and doing business in our community, and to better organize particular events
such as the beer garden and bands.
c. Corcoran Park Improvements. Robran asked the Commissioners to consider the
question of spending Park Funds for the adding of water, restrooms, improved
tennis courts, and a new volleyball court. He would like the Commission to get
serious about these improvements. He intends to pursue for development this fall
or next year.

a. City Council Liaison. Council Liaison Gmach had to leave for a previously
scheduled event by the time this item came up on the agenda. Donahue did review
the passage of the 2030 Comprehensive Plan with the Commissioners and the
next steps to be taken to implement the provision on our ordinance required with
the passage of the comp Plan.

Hennepin Youth Sports Program
RFP 2011
Background
Hennepin County is seeking local units of government interested in developing facilities for amateur
sports or recreation. Legislation authorizing the building of the new Twins stadium allows Hennepin
County to grant approximately $1.7 million dollars this grant cycle to Hennepin County communities
to assist with developing these facilities. These grants will be made through the Hennepin Youth
Sports Program.
Purpose
The purpose of these grants will be to allow municipalities, park districts or school districts to create,
expand or improve sport or recreational facilities to enhance opportunities for athletics and
recreation.
No grant awards may be used for ongoing expenses, such as programming services or operating and
maintaining the facilities. Charter schools must enlist a local unit of government to sponsor their
application.
Criteria
These criteria will be among those considered in evaluating grant applications:
• Need for the facility
• Population and number of people served
• Leveraging non - Hennepin County funds and in -kind contributions
• Sustainability, including ongoing operating funds
• Inclusion of environmental improvements
• Partnerships among local units of governments and between local units of governments and
non - profit sports organizations
• Timeline and demonstrated ability to perform
• Equitable distribution throughout the county
Examples
The following are examples of potential projects:
• Baseball and softball fields
• Soccer, football and lacrosse fields
• Skate parks
• Disc golf courses
• Playgrounds
Partnerships
Hennepin County will favor proposals that support, create and enhance partnerships both between
public entities as well as those with private organizations. Operating agreements that expand hours
and programs, bring new users to the facility, and provide opportunities that do not currently exist in
the community will be preferred.
Grant Amount
Awards will range from $15,000 up to $325,000. Respondents are required to provide matching funds
or in -kind contributions. Matching fund amounts will be a criteria considered in grant awards. .
Grant Administrator
The Hennepin County Board of Commissioners will make the grant awards to respondents. The
Board has contracted with the Minnesota Amateur Sports Commission to administer the application
process.
Previous Applicants
Those who have previously submitted applications, which did not receive a grant, may resubmit
their application by forwarding the document, by the deadline, with a letter from the original
sponsoring local unit of government indicating the action is known, authorized, and within the scope
of the original resolution.
Twins Community Fund Grants
Starting with the 2011 grant cycle, additional grant funding for baseball and softball projects is
available from the Twins Community Fund. Applicants interested in applying for these funds should
review the criteria at the Twins Community Fund website after September 24, 2010 at

and the Twins Community Fund to take full advantage of this opportunity
