August 23'd 2007 Prepared By: Councilor Hudok City of Corcoran County of Hennepin State ofMinnesota RESOLUTION NO. 2007-64 Motion By: H u d o k Seconded By: G r a b o w s k i RESOLUTION OF CENSURE OF COUNCILOR THOMAS WHEREAS, at the publicly noticed City Council Budget Workshop held July 19, 2007 Councilor Thomas directed a highly vulgar and indecent outburst at Councilor Jacobs; and WHEREAS, this highly wlgar and indecent outburst occuned in the course of Councilor Thomas' objections to a proposal made by Councilor Jacobs (the suggestion to reduce City staff back to a smaller scale as a means to reduce by over '/z the average annual City payments from all funding sources to professional contract service providers of the City); and WHEREAS, such behavior is malevolent, unbecoming of a City Councilor, detrimental to proper civil discourse and counterproductive; and WHEREAS, members of the Corcoran City Council find such behavior unacceptable in the service and venue of this City; and WHEREAS, members of the Corcoran City Council do not condone any spiteful comments to be directed at fellow Councilors, staff or the public; and WHEREAS, members of the Corcoran City Council must refrain from personality conflicts in order to successfully work together to address the business before the Council; and WHEREAS, the City Council of the City of Corcoran has established a means by which it deals with undesirable behavior of its members; and WHEREAS, members of the Corcoran City Council find it to be their personal duty and obligation to conduct themselves in a professional manner at all times while in the public venue and to ensure that fellow Councilors adhere to the same standard; and WHEREAS, members of the Corcoran City Council are leaders within our community and should set an example of dignified and skillful leadership to the community, staff and fellow Councilors; and WHEREAS, members of the Corcoran City Council find Councilor Thomas' highly wlgar and indecent remark to Councilor Jacobs at the July 19, 2007 City Council Budget Workshop highly inappropriate and not in keeping with dignity and purview of the Office of City Councilor; and WHEREAS, Councilor Thomas is encouraged to refrain from direct personal attacks, written or verbal, against staff or other Councilors. . August 23'd 2007 Prepared By:Councilor Hudok City of Corcoran County of Hennepin State ofMinnesota NOW, THEREFORE, BE TT RESOLVED, BY THE CTTY COUNCIL OF THE CITY OF CORCORAN, MINNESOTA, that we formally censure Councilor Thomas for conduct unbecoming that of a City Councilor which results in a hostile working environment for residents, business people, City staff, and fellow Councilors. Be it further resolved that the City Council of the City of Corcoran recognizes the harmful effects that hostility, wlgarity, assaults upon personal character and other such acts of incivility have upon the successful discourse and enterprise of the City Council, that we encourage each other to refrain from such behavior, that this Resolution of Censure serves not as punishment or retribution but simply as a reminder to all as how to properly comport themselves while in the public service and venue of this City and that our actions and words can be very harmful to others.
