HomeMy WebLinkAboutRES 2006-74 SUPPORT OF ESTABLISHING A LONG-RANGE PLAN TO ACCOMMODATE GROWTH OF CITY PARK PROGRAMS City of Corcoran County of Hennepin State of Minnesota RESOL UTION NO. 2006-74 MOTION BY MEMBER: Cossette SECONDED BY MEMBER: Lymangood A Resolution in Support of Establishing a Long-Range Plan to Accommodate Growth of City Park Programs WHEREAS, the Corcoran City Council authorized the creation of a Long-Range Capital Projects Committee to investigate the need and timing for future capital projects; and, WHEREAS,the Committee is represented by two Council members, three Planning Commission members, the City Building Official, and four residents; and, WHEREAS, the Committee formed a subcommittee, the Long-Range Park Complex Subcommittee, represented by one Council member, one Planning Commission member,four Parks and Trails Commission members, and one resident; and, WHEREAS, The Subcommittee examined utilization levels at the currer�t City Park site, projected future utilization levels based on sewer phasing and population projections, estimated space requirements of foreseeable uses, and presented its Conclusions and Recommendations to the Council on 12/28/06; and, WHEREAS, The Subcommittee's Conclusions and Recommendations are as follows: • Utilization by youth activities at the current Corcoran City Park site exceeds 80% • Population projections indicate that additional pa�lc space should be available for use less than five years after municipal sewer enters the City • Long-range foreseeable recreational uses require a minimum total of 70 acres • A long-range plan should be implemented before: 1. Growth of park programs exceeds the total capacity available at the current site plus other undetermined temporary sites, or, 2. Rockford School District property becomes unavailable for Corcoran use, or, 3. Suitable properties within the City become unavailable or unaffordable. NOW, THEREFORE, the Corcoran City Council hereby RESOLVES: To direct staff to release by 4/1/07 a RFP for a feasibility study to define a long-range plan that meets the City's 2020 projected growth. The feasibility study will be funded by park dedication funds; and, Assess the current physical facilities and conditions of the cuRent park area and to explore cooperative opportunities with both public and private entities; and, To consider by the end of 2007 a long-range plan that includes a list of suitable properties and a strategy for aoquisition.
