RESOLUTION CALLING FOR PUBLIC HEARINGS ON CITY OF
CORCORAN'S BUSINESS SUBSIDY POLICY AND ON A BUSINESS
SUBSIDY TO UNITED LAND LLC.
WHEREAS, pursuant to Minnesota Statutes, Sections 116J.993 to 116J.995 (the "Business
Subsidy Act"),any grantor of a business subsidy(as those terms aze defined in the Business Subsidy
Act)must adopt criteria for the granting of such subsidies before any subsidy is appmved;and
WHEREAS, the City of Corcoran ("City") intends to be a grantor of business subsidies
under the Business Subsidy Act, and therefore has deternuned to adopt such criteria and to hold a
public hearing thereon in accordance with the Business Subsidy Act;and
WHEREAS, the City has received a request from United Land, LLC ("Developer") for
taJ�c increment financing assistance from the City in connection with Developer's proposal to
develop an approximately 51-acre business park in the City(the"Development ProjecY'); and
WHEREAS, such financial assistance qualifies as a business subsidy under the Business
Subsidy Act; and
WHEREAS,under the Business Subsidy Act,the City must hold a public hearing prior to
approval of any business subsidy; and
WHEREAS, the City Council has determined to hold the required public hearing and
consider the terms of business subsidy requested by Developer.
NOW, TI�REFORE, BE IT RESOLVED by the City Council of the City of Corcoran,
that:
1. City staff are hereby authorized and directed to prepare draft business subsidy
policies consistent with the Business Subsidy Act, to be placed on file in City Ha.11 by no later tha,n
the date of publication of the hearing notice described below.
2. The City Administrator is authorized and directed to prepare a notice for publication
in the City's official newspaper setting a public hearing before the City Council regarding the
proposed business subsidy policies on October 12,2006 at 7:00 p.m. in the council chambers. The
notice shall be published in the newspaper at least 10 but not more thau 14 days prior to the public
hearing,and shall be in substantially the form attached hereto as Exhibit A.
3. City staff are authorized to take a11 other actions necessary to bring the business
subsidy policy before the City Council at the time of the public hearing.
4. The Council directs staff and consultants to prepare a contract for private
development containing a business subsidy agreement for the Development Project, for
consideration by the Council at a public hearing on October 12, 2006.

5. The City Administrator is authorized and directed to publish a notice in the City's
official newspaper announcing a public hearing before the City Council on October 12, 2006 at
7:30 p.m. in the council chambers on the business subsidy agreement. The notice shall be
published in the newspaper at least 10 days but not more than 30 days prior to the public hearing,
and shall be in substantially the form attached as E�ibit B to this resolution.
