A RESOLUTION APPROVING A FINAL PLAT AND DEVELOPMENT CONTRACT FOR
"HOPE MEADOWS" FOR HOPE COMMUNITY DEVELOPMENT, LLC ON THE
PROPERTIES LOCATED AT THE NORTHWEST CORNER OF COUNTY ROAD 116 AND
COUNTY ROAD 30 (PID 11-119-23-14-0003, 11-119-23-14-0004, 11-119-23-14-0005, AND
11-119-23-11-0012) (CITY FILE NO. 24-025)
WHEREAS, Hope Community Development, LLC ("the applicant") requested approval of a final
planned unit development (PUD) plan for "Hope Meadows" for 45 townhomes, 4 detached villa
lots, 1 existing church lot, 1 existing single-family home lot, and 3 outlots on the property legal
descried as follows:
See Attachment A.
WHEREAS, that the development contract for said plat shall be completed by City staff and that
the Mayor and City Administrator be authorized to execute the development contract on behalf of
the City; and
NOW, THEREFORE, BE IT RESOLVED that the Corcoran City Council approves the request for a
final plat for Hope Meadows, subject to the following conditions:
1. A final plat is approved to create for 45 townhomes, 4 detached villa lots, 1 existing church
lot, 1 existing single-family home lot, and 3 outlots for "Hope Meadows" in accordance with
the plans and application materials received by the City on May 21, 2024, with additional
materials received on June 24, 2024, July 8, 2024, July 10, 2024, July 23, 2024, July 29,
2024, August 5, 2024, August 7, 2024 August 8, 2024, August 12, 2024, August 13, 2024,
August 21, 2024, and August 22, 2024, unless otherwise amended by this resolution.
2. The City commences the vacation process for previous right-of-way established at
Hunters Ridge and Oswald Farm Road in favor of new right-of-way that will improve the
intersection conditions as a part of the development.
3. The development contract must be executed by the developer and the City and must be
filed with the final plat.
4. The City Council approves deviation from the City's Street Naming Policy by allowing
"Hope Way" in place of "100 th Ave". No further deviations from the City's Street Naming
Policy are approved.
5. Approval is contingent upon City Council approval of the following:
a. The final PUD development plan for Hope Meadows (Resolution 2024-92).
b. The PUD Amendment for Hope Community Development (Resolution 2024-91).
c. Vacation of the following:

i. Previous perimeter drainage and utility easements that will be re-
established as part of this plat.
ii. Previously dedicated road right-of-way at Hunters Ridge and Oswald Farm
Road.
6. The applicant shall comply with all conditions of the PUD amendment in Resolution 2024-
91, the final PUD approval in Resolution 2024-92, as well as the preliminary approvals in
Resolutions 2024-16 and 2024-17.
7. The applicant shall comply with all requirements of the City Engineer's Memo, dated
September 4, 2024.
8. The applicant shall comply with all requirements of the City Engineer's Memo specific to
stormwater, dated August 7, 2024.
9. The developer must submit a final plat for each future phase of development.
10. Lot 1, Block 11 is subject to future platting prior to redevelopment for a multi-family
apartment building.
a. Park dedication and Trunk Line Availability Charges (TLAC) will be due at the time
of future re-platting.
11. All noxious weeds must be removed during the grading process.
12. Park dedication is due as required by the PUD approvals, prior to the release of the final
plat for recording. Park dedication is required based on the finding that the new single-
family villas and townhomes will benefit from the City's park and trail system.
13. A road easement and new drainage utility easements must be provided at Hunters Ridge
and Oswald Farm Road where right-of-way will be vacated but the road and utilities
remain.
a. Additional vacation can be requested once improvements are completed and
easements are no longer necessary.
14. The town home HOA shall be responsible for the maintenance of:
a. Landscaping and any irrigation in the common areas.
b. Stormwater ponding.
c. Landscaping within the right-of-way as required to meet the buffer yard
requirements.
d. Sidewalks.

e. Private drives and parking areas.

f. All common areas, including signage, lighting, and landscaping in those areas.
FURTHER, prior to release of the final plat for recording:
15. Drainage and utility easements must be provided over all wetlands, wetland buffers,
ponds, and as otherwise identified by the City Engineer.
16. The following documents must be approved by the City Attorney:
a. Development Contract
b. Stormwater Maintenance Agreement
c. Buffer Yard Easement
d. Encroachment Agreement(s)
e. Encroachment and Maintenance Agreement for Landscaping Within the Right-of-
Way
f. Roadway Easement
g. Temporary Drainage and Utility Easements
h. Homeowners Association Documents (Townhomes)
i. Covenants, Conditions, and Restrictions (Villas)
j. Hennepin County Multimodal (Trail) Easement Agreement
17. Letter of credit must be in place and fees paid.
FURTHER, that the following conditions must be met prior to issuance of building permits:
18. The applicant must file the final plat at Hennepin County within 2 years of the date of
approval or the approval shall expire.
19. The following documents must be recorded at Hennepin County and proof of recording
be provided to the City:
a. Development Contract
b. Stormwater Maintenance Agreement
c. Buffer Yard Easement
d. Encroachment Agreement(s)

e. Encroachment and Maintenance Agreement for Landscaping Within the Right-of-
Way
f. Roadway Easement
g. Temporary Drainage and Utility Easements
h. Homeowners Association Documents (Townhomes)
i. Covenants, Conditions and Restrictions (Villas)
j. Hennepin County Multimodal (Trail) Easement Agreement
k. Approving Resolutions
20. The applicant must work with City staff to finalize the density exhibits for accurate plat
monitoring reporting.
21. Lot corner monuments shall be installed as required by the Subdivision Ordinance. A
financial guarantee shall be required to ensure installations per City requirements. The
installation of the lot monuments according to the approved plan must be certified by a
registered land surveyor.
22. Wetland buffer plantings must be installed unless the City approves an alternative
timeline.
a. A wetland buffer specialist from the City shall be present to observe the seeding
of wetland buffer plantings. Seed varieties, amounts, equipment, and cover crop
species shall be inspected.
b. Wetland buffers shall be seeded during the grading process when conditions are
appropriate.
c. Wetland buffers shall be seeded and/or planted as directed by the Corcoran
Wetland Buffer Establishment Plan guide.
23. All permanent wetland buffer monument signs must be erected along the wetland buffer
line as required by Section 1050.010, Subd. 7 of the Zoning Ordinance.
a. Wetland signs shall be purchased from the City.
b. The final locations must be inspected and approved by City staff.
24. The City of Corcoran's water system must be operational unless the City of Maple Grove
provides approval of water service until the City of Corcoran's water system is
operational.
a. Documentation of approval shall be submitted to the City of Corcoran.

FURTHER, that the following conditions must be met prior to release of remaining escrow or
reduce financial securities:
25. Any request for the City to inspect the required landscaping in order to reduce financial
securities guarantees must be accompanied by recertification/verification of field
in spection by the project Landscape Architect. A letter signed by the project Landscape
Architect verifying plantings (including wetland and pond buffers) have been correctly
seeded/installed in comp li ance with the plans and specifications will suffice.
