Planning Commission Meeting
Background
•State law requires Comprehensive Plan
updates every 10 years
–Corcoran Comp Plan is being finalized and
should be adopted this month
–Ordinance updates must be adopted within 9
months to address conflicts with Comp Plan
–City must provide ordinance updates to Met

Building Materials
•Debate about whether building materials
can be regulated
•City attorney opined that city can continue
to regulate building materials
•Draft provides more flexibility and options
than current code
–Allows materials that would be found on
LEED buildings
–Consistent with other MN cities

•Accessory Buildings (1030.020)
–Footprint instead of area
–Simplified area table (increased sq. ft.)
–Eliminated 10’ and 13’6” sidewall and simplified as 15’ building
height
•Administrative permit for multi-story buildings with higher design
•Similar standard in other cities (see table in staff report)
•Does NOT apply to Ag Buildings
–Planning Commission Options
•Keep 15 foot building height recommended by staff
•Return to 10-foot side wall and 13’6” sidewall in existing Code
•Develop a different standard

–Allows lot averaging
–Property must be rezoned to RSF-2A
•Must meet standards in the code
–Should it also allow setback averaging?
•Discuss with planner agreed that it quickly
becomes too complicated
•Could be managed for initial development but
would be difficult for future additions
–Is this option desired by Commission?

•Arterial Road Setbacks
–Existing ordinance requires 100 foot setback
•Intended to preserve green corridor and rural feel
along main roads
•Intentionally different from our neighbors
•Existing ordinance has setback flexibility with
added landscaping (1060.070)
–Current draft has a reduced setback of 50 feet
•If Commission recommends reduced setback, then
staff will delete setback flexibility section
