CALL TO ORDER AND ROLL CALL
Mayor Guenthner called the meeting to order at 7:00 p.m. Present were Mayor Guenthner, Councilor
Asleson Councilor Cossette, Councilor Gmach and Councilor Milbrandt. Also present were City
Administrator Donahue, Clerk Heinecke, City Assessor's Rolf Erickson, Lisa Mott, John Mott along with
Luanne Hagen from Hennepin County.

RE: 2011 Local Board of Review
At your direction we met with the property owners attending the April 14th Local Board of Review. We
have reviewed the properties of those wishing a review and inspection. included with this memo are
our recommendations. Two of the seven who appeared were only looking for information. The three
changes to valuation recommended are based on interior inspection of the properties where slight
differences of property characteristics were noted.
According to LuAnn Hagen, an Assistant County Assessor, The Local Board is not allowed to make
changes to taxable green acre values. Therefore, we recommend no change to those valuations of Mr.
Mason's properties. At this time we are still waiting to hear from Mr. Mason regarding any differences
of opinion as to his property breakdowns. We also feel that his market values are correct. He also has
the protection that all green acres property owners have when and if he sells: If the sale price of the
property is Less than the deferred value, then the sale price is used to calculate back taxes..

no comparable agricultural values are available and that there is no basis for the

The rates for the taxable green acre values are set by the Minnesota Department of Revenue and are
based on agricultural sales in the Southwestern part of Minnesota, The Department adjusts the sales
