Present were Mayor Guenthner, Councilor Gmach, Councilor Hudok, Councilor Milbrandt and Councilor Thomas. Also present were City Administrator Donahue, Deputy Clerk Heinecke, City Assessor's Ann Risch and Ralph Erickson along with Luanne Hagen from Hennepin County. 2. Values for these properties that were established for the previous assessment (1 -2 -2010) were compared with the purchase prices to determine what changes were needed to more accurately reflect market value. THE VALUES FOR THE JANUARY 2, 2011 ASSESSMENT DO NOT REFLECT THE MARKET CONDITIONS OF TODAY BECAUSE THEY ARE, BY LAW BASED ON OLDER SALES. TODAY'S MARKET WILL BE REFLECTED IN NEXT YEAR'S ASSESSMENT (JANUARY 2, 2012). Values are still decreasing. The values of some homes that sold after September 30'x', 2010 are higher than the sale price of the home. If the owners of any of these homes`appear before the board, please consider no reduction, because reductions of these sales before the next assessment will affect the assessor's ability to correctly adjust the values of all homes in the city for that time period. The Local Board of Review can address only questions of "Estimated Market Value" and "Classification" (see definitions below) for the January 2, 2011 Assessment (taxes payable in 2012). The board can make reductions in value not to exceed one percent of the current total market value of the City. There is no limit to the change allowed of individual properties. AGGREGRATE PROPERTY TYPE GROWTH (Total market value growth of each property type) 2011 Residential Commercial + Industrial Farm -3.6% -8.2% See Below This year the taxable values of Green Acres Parcels were increased by the Minnesota Department of Revenue. The State values are used throughout the State and they are based on purely agricultural sales from Southwestern Minnesota. Tillable land was increased from $4,000 /ac to $4,300 /ac, pasture and woods were increased from $1,500 /ac to $2,000 /ac and wetlands were increased from $750 /ac to $1,000 /ac. The rates on the deferred Green Acres and non -Green Acre farmland were decreased approximately 9 %.
