Attached as 2b. is a previous document, created by Commissioner Anderson and former Commissioner Meister that summarizes some of the park standards that have been discussed, proposed, or included in the 2040 Comprehensive Plan. The information from the previous park standards document was combined with other items the Parks and Trails Commission discussed and recommendations by staff. Attached as 2a. is a draft of the park standards documents, reflecting the Parks and Trails Commission’s feedback from the March 21, 2024, meeting. The information will have been shared and discussed among the Parks and Trails Commission during the April 18, 2024, Parks and Trails Commission meeting. Due to the timing of the work session agenda packet being printed, those comments will not be included in the memo, but will be discussed during the work session. This document will help to provide areas of discussion when reviewing development plans, planning for future parks, and building out the trail system. The park standards document is broken down into sections to provide considerations for the city-wide park system, as well as specific types of parks and trails. Staff is requesting the City Council and Parks and Trails Commission discuss the Draft Park Standards and provide feedback on the document. Attachments 2ai. DRAFT Park Standards 2aii. Previous Park Standards Document Agenda Item: 2. 1.2040 Comprehensive Plan 2.Previous Park Standards Document Updated 4/18/2024 Park Standards City-Wide Park System •Collaboration Highlighting the collaboration among the stakeholders that intertwine with the City of Corcoran. o Engagement with residents on desires for amenities and aesthetic o Local organizations (Northwest Area Jaycees, Corcoran Lions) o Regional organizations (Three Rivers Park District) •Connectivity Easy to locate and access through various means of transportation. o Local and regional trail connections Three Rivers Park District Hennepin County o On/near direct access roads o Parking as necessary •Gathering Areas Creating functional spaces for areas where groups of various sizes can gather with one another, increasing the sense of community. o Open green spaces for gathering or play o Consideration of small shelters for neighborhood parks o Pavilions for larger gatherings •Landscaping and Natural Features Preferences for the land provided, natural features highlighted, and clear park boundaries for neighboring properties. o Allow for outdoor activities without disruption to neighbors; distinct boundaries o Retain large trees previously on site and incorporate into the park design o Generally flat topography for neighborhood parks o Utilize landscaping and natural features into the park design •Policy Development/Inclusion Inclusion of current and future policies. o Memorial/Recognition Program (to be redeveloped) o Park Naming Policy (to be developed) o Park Ordinances (Chapter 83 of Municipal Code) o Pedestrian Crosswalk Policy o Recreational Vehicle Ordinance (Chapter 72 of Municipal Code) o Signage and Wayfinding Policy (to be developed) Agenda Attachment Item: 2ai. 1. 2040 Comprehensive Plan 2. Previous Park Standards Document Updated 4/18/2024 • Site Amenities General items to be included and standard in every park. o Natural and artificial shade near park features (i.e., trees, shade structures) o Seating to allow for gathering o Bicycle rack(s) o Wayfinding and rules signage o Appropriate lighting (i.e., street lighting, field lights, etc.) o Waste receptacles/dog waste management (consideration for enclosures) o Restrooms (consideration for enclosures) • Unique Considerations Consideration of unique recreational amenities, features, and/or trends. o Distinct forms of transportation (i.e., horseback riding, snowmobiling, golf carts, etc.) o Theme-based projects (i.e., agricultural history, natural aspects, etc.) o Playgrounds, or unique features, themed to the specific location or park  Unique amenity to the park (i.e., challenge course playground) Neighborhood Parks • Overall size of 5-20 acres.1 • Designed to meet the needs of the local population (see general notes), while flexible to repurpose as preferences,needs , and trends change. • A line connecting any two points in a park should be entirely inside the park boundaries • The topography should be generally flat, with steep hills and gullies avoided.2 • Adequate parking must be provided for those visiting outside the neighborhood (on-street parking near the park is acceptable).2 • Buffering in the form of wetlands, substantial tree lines, etc. should provide a clear distinction between parks and homes, and to allow activities to take place with limited disruption to neighbors.2 • To include interactive features promoting social interaction and recreation (i.e., playgrounds, picnic areas, gathering spaces). Open Space Parks • Overall size of 20-100 acres.1 • Focus on conservation and sustainability of the natural habitats, scenic landscapes, and native ecosystems. • Educational opportunities through interpretive signage, nature trails, or other engaging features. 1. 2040 Comprehensive Plan 2. Previous Park Standards Document Updated 4/18/2024 • Infrastructure with minimal environmental impact. Community Playfields: • Playfields should support active game play suitable for many age ranges • Variety of sports fields and courts for different activities o Appropriate amenities to support usage (i.e., restrooms, seating, etc.). Linear Parks/Trails • Accommodation of a variety of user abilities and modes including walking, jogging, and biking. • Necessary parking and trailheads for visitors accessing the park by vehicle. • Mixed use areas when applicable along corridors for additional recreation opportunities (i.e., hammocking, picnics, etc.). • Trails must meet City standards; Minimum 8’ wide trail and 20’ easement. General Notes • Low Density Residential: Park size based on projection of population within ½ mile of the park. • High Density Residential & Mixed Use: Park size based on projection within ¼ mile of the park. As part of the NRPA 2023 Agency Performance Review, reporting cities under 20,000 in population findings were: • Median of 1,225 residents per park • Median 13 acres of parkland per 1,000 residents • Median 4 miles of trail Corcoran Parks – Details Neighborhood Park (from the Comp Plan) Neighborhood Parks are the most local unit of the park system, providing area for recreational activities such as field games, court games, playground, skating, and neighborhood centers. These parks prioritize user groups living in the neighborhood. They are identified as NP – Neighborhood Park on the system map. Neighborhood Park sites should be in proximity to residential neighborhoods. Their design may be as simple as a playground or as intense as a public square. Siting neighborhood parks adjacent to community parks and local linear parks, corridors and parkways will expand the function of all types of open space. It will also entice residents from throughout the community to visit the park ensuring new parks do not function as private facilities for new developments. Neighborhood Park development criteria generally includes: •An overall size of 5-20 acres. •A service area of 1/4 to 1/2 mile. •A physical geography suited for intense development. •A frequency of 1 neighborhood park per 5,000 residents Expectations for individual Parks: •If zoned Low Density Residential (3-5 units/acre) Parks shall be sized based on a projection of the number of people who will live within ½ mile of the park. If zoned High Density Residential (10-30 units/acre) or Mixed Use (8-30 units/acre) the radius should be ¼ mile. •Parks shall be designed to meet the needs of the local population while remaining flexible to be repurposed as the needs of the population and preferred recreational activities change. •Parks shall be easy to locate. They should be on or near main access roads. •Parks will be in compact. A line connecting any two points in a park should be entirely inside the park boundaries. (The geometry term is convex) •Playfields: to provide adequate size for all field games a playfield should be 75X120 yards (225X360 feet) (the size of a regulation soccer field) •The topography of a neighborhood park should be generally flat or nearly so. Steep hills and gullies are not generally appropriate for neighborhood parks. •Parking. Most of the people using a neighborhood park will live in the neighborhood but adequate parking must be provided. On-street parking is acceptable as are easily access parking lots within the park. •The distinction between parklands and neighbors lots should be clear to both the nearby homeowner and patrons of a park. Roads, trails, walls, water features all help Agenda Attachment Item: 2aii. define the border of a park. A Neighborhood Park which is largely ringed by homes without buffering is not acceptable. Buffering might be wetlands, substantial tree lines, or undeveloped areas maintained by a homeowner’s association. • Neighborhood Parks should be inviting to residents and visitors and parks should be sited so that outdoor activities by groups of children and adults can take place without disturbing neighbors. • Access to nearby trails should be incorporated in a park design. • Large trees which were on the site prior to development should be retained and incorporated in the park design. This document is intended to assist with aligning funding sources with project expenses, ensuring transparent and efficient use of resources. These documents serve as references for understanding the park dedication contribution and allocations associated with upcoming park projects. The costs outlined in the Funding Sources/Uses Spreadsheet are estimates. These estimates are subject to change as projects progress through design phases and incorporate various amenities into the plans. The Funding Sources/Uses Spreadsheet shows possible usages of funds across different park projects, providing an overview of where financial resources are coming from and proposed to go towards. This strategy helps with distribution of funds to address diverse needs and priorities across multiple park developments. MEMO Meeting Date: April 25, 2024 To: City Council and Parks and Trails Commission From: Jessica Christensen Buck, Recreation Supervisor Re: City Park Concept Plans ______________________________________________________________________ HKGi and City staff worked closely completing a comprehensive site analysis of City Park to gain deeper insights into the current operations, previous planning efforts, and evaluation of areas of the park in both good and poor condition. Following the analysis, staff collaborated with HKGi on the development of three concept plans for the Parks and Trails to review on March 21, 2024, where Gabrielle Grinde, HKGi Principal, was in attendance to present, answer questions, and receive feedback on the concepts. As part of the conversations, the following were some of the takeaways noted by City and HKGi staff: •Interest in the playground closer to the t-ball fields and further from the road. •Dual lining the hockey rink to allow for dual use through lining the rink with basketball or pickleball. •Hockey rinks, skating, and warming house to the southeast corner of the park. Included as an attachment are the preferred concept plans, reflecting the Parks and Trails Commission’s March 21, 2024, meeting feedback. As part of the preferred concept plan, there are 3 paved parking lots shown in the locations of the current gravel parking lots. One of the parking lots to the south is located just south of Diamond Lake Regional Trailhead, with further conversations necessary with Three Rivers Park District to discuss trail alignment details. Hennepin County will also be included in future discussions to determine access points for parking lots. The concept plan shows entrance points in their current locations being carried forward into the remaster. Fields 1-3 in the ballfield clover, existing shelter, and Snyder Field would remain in their current locations. Lions Field would become an open field/event space for gathering, events, general play, etc. The amphitheater is also shown as a new amenity, located between the creek and the existing shelter. Agenda Item: 4. One building shown is the warming house/maintenance building in the southeast, to be considerate of costs when pulling from existing utility infrastructure. Next to the warming house/maintenance building are a free skate area, hockey rink, and a small hockey rink like what is currently at the park. Inside of the hockey rink, a basketball court is shown, intended to activate the space during the warmer months. The second building shown is the building/pavilion, which is also intended to have restrooms, changing rooms, and splash pad water management system. Discussions occurred at a staff level about attachment 4c. showing examples of open-air spaces with playgrounds underneath and 4b. of the previously shown example of a pavilion/building combination at Lions Park in Rogers. Feedback on this idea is requested from the Parks and Trails Commission and City Council. Located near the building/pavilion are the splashpad and playground. Alternative concept plans showed the playground south of the building/pavilion, to which the Commission preferred the two amenities to be further from the road. If the open-air shelter with playground option were incorporated (4c.), a larger building would be required and would likely readjust amenities. The final two amenities shown are 6 pickleball courts and 2 tennis courts. These are shown separately rather than dual-lined due to previous experience from City and HKGi staff where having them separate mitigates some problems, such as overcrowding. In addition to amenities, the Diamond Lake Regional Trail is shown in charcoal on the map, with the trailhead shown to the south near the eastern parking lot. Alignment for the trail needs to be further discussed with Three Rivers Park District, but HKGi staff worked to meet the standards set by Three Rivers Park District. Locations for the regional trail connections reflect the work done on the Cooperative Agreement with Three Rivers Park District, the plans for Rush Creek Reserve, and the plans for Corcoran Farms Business Park. Staff is requesting the City Council and Parks and Trails discuss the concepts and provide feedback on the preferred concept.
