HomeMy WebLinkAbout2022-08-25 Council Work Session MinutesCITY OF CORCORAN City Council Work Session Minutes August 25, 2022 — 5:30 pm The Corcoran City Council met on August 251 2022, in Corcoran, Minnesota. The City Council work session meeting was held in person and the public was present in person and remotely through electronic means using the audio and video conferencing platform Zoom. Acting Mayor Bottema, Councilor Nichols, Councilor Schultz, and Councilor Vehrenkamp were present. Mayor McKee was excused. City Administrator Beise, Finance Manager Ung, Public Works Director Mattson, and Director of Public Safety Gottschalk were present. 1. Call to Order /Roll Ca10 Acting Mayor Bottema called the work session t 2. 2023 Draft Budget 0 order at 5:30 pm. Finance Manager Ung reviewed the 2023 preliminary budget discussion from the August 11 work session noting Council request to reduce the tax levy and overall tax rate, and the request to provide more detailed notes on each budget line item. Finance Manager Ung reviewed the revised 2023 Draft Budget noting the estimated 2023 adjusted net tax capacity $15,705,284 and reviewed the total tax levy of $1,375,874 would be necessary to maintain the existing 2022 tax rate of 43.192%. Finance Manager Ung noted with refined budget cuts by staff an estimated tax rate of 43.32% was achieved. Finance Manager Ung outlined differences between the initial 2023 draft budget, compared to the revised 2023 draft budget and noted the revised 2023 budget incorporates a cost of living and market adjustment which is consistent with the tentative labor agreement. Finance Manager Ung noted rental license revenue increase, decreases to the staffing plan within each department, decreasing expenses for contracted services, and parks improvements and maintenance estimated expenses, and non. staffing fees and expenditures. Finance Manager Ung reviewed the September 30 timeline for adopting the preliminary levy, a proposed work session for the preliminary budget on September 8, and final levies and budget adoption by December 28, 2022. Acting Mayor Bottema called for a recess at 5:46 pm. Council reconvened at 5:55 pm. Finance Manager Ung reviewed effects of the 2023 tax levy and budget on residential properties at a tax rate of 43.32%. Council and staff discussed tax rate and general fund budget increases with population growth. Council and staff reviewed anticipated fire service and medical response calls within new developments in 2024. Council noted review of utilizing our current contracted fire services administrative positions and fund externally needed City services through our contracted fire services agreements until the City is able to bring fire services in as a City -staffed service. Council and staff discussed potentially overburdening our existing contracted fire services. Council and staff discussed utilizing software to streamline staff duties and functions, the police department automobile fleet rotation, and public works recycling of old maintenance equipment. City Administrator Beise noted the five-year financial management plan discussion is scheduled for October 13 with Tammy Omdal from Northland Securities to review planning for maintaining or decreasing the City's tax rate. 3.
