HomeMy WebLinkAbout2022-08-11 Council Work Session MinutesCITY OF CORCORAN City Council Work Session Minutes August 11, 2022 — 5:30 pm The Corcoran City Council met on August 11, 20227 in Corcoran, Minnesota. The City Council work session meeting was held in person and the public was present in person and remotely through electronic means using the audio and video conferencing platform Zoom. Mayor McKee, Councilor Bottema, Councilor Nichols, Councilor Schultz, and Councilor Vehrenkamp were present. City Administrator Beise, Finance Manager Ung, Planner Davis McKeown, Public Works Director Mattson, and Director of Public Safety Gottschalk were present. 1. Call to Order! Roll Call Mayor McKee called the work session to order at 5:30 pm. 2. 2023 Draft Budget Finance Manager Una presented the 2023 preliminary budget, reviewed timelines and noted a possible work session on August 25 for further budget discussions, with adoption of final levies and the 2023 budget by December 28, 2022. Council and staff discussed significant increases in property valuations within Hennepin County and the impact and increase in property taxes even if the City's tax rate remains the same or is lowered. Council and staff discussed budget items regarding staffing for 2023, work comp increases, utilizing internal staffing versus contracted services, professional service budgeted fees, budget amounts and actual costs, and fire service fee increases due to property market valuations rather than calls for service. Council and staff discussed finding ways to reduce the tax levy, to reduce the overall tax rate, and including additional comments on individual line items within budget for further clarification and transparency. City Administrator Beise noted allocation of funding for future stormwater and facilities to allow for capital should the City decide to proceed with potential studies or land purchases. Council and staff discussed developments and tax capacity timelines for recognized property tax revenue, and noted homes built in 2020 are fully recognized with property market valuations two years later in 2022. Council and staff discussed platted acres, revenue for platted acreage, and length of time the revenue would carry the City for servicing of bond payments and incorporating the relevant information into the City's five-year financial plan. 3. Unscheduled Items No unscheduled business was heard. 4. Adjournment MOTION: made by Vehrekamp, seconded by Schultz to adjourn.
