Re: City Code Updates – Residential District Standards

In January the City outlined goals for the 2022 including working on City Code updates.
In February of 2022, Council provided feedback on the priorities and in March 2022,
staff outlined a proposed workplan. As part of the work plan staff identified some key
topics that needed more discussion to understand the code update to assist staff in
effectively drafting ordinance language.
Below are the proposed code update goals, staff inquiry, key questions to assist in the
discussion, and additional considerations that may impact the code update. Staff would
like to have a discussion on each goal and then staff can propose different updates to
code.
Goal: Consider Setback Changes in Residential Subdivisions
Staff would like to understand what changes are being considered for setback changes
from Council as we draft proposed code updates.
Key questions:
Are we looking at all residential zoning districts?
Are there particular changes to one district?
Are we looking to change all setbacks?
Rear?
Front?
Side?
All?
Is this part of the buffer?

Any suggested size changes?
Is this related to PUDs?
Is this related to non PUDs?
Additional Considerations: Setbacks impact density. Significant setbacks can be
considered a taking and may have legal ramifications.
Goal: Review development densities in non-MUSA areas
Staff would like to understand what changes we should consider as we draft proposed
code updates.
Key questions:
What are the development densities we are speaking about?
What types of concerns do we have with the current densities?
Additional Considerations: Changes to densities may require a Comprehensive Plan
Amendment.
