RESOLUTION DECLARING A FINDING OF "NO NEED" FOR AN ENVIRONMENTAL
IMPACT STATEMENT (EIS) BASED UPON THE REVIEW OF THE ENVIRONMNETAL
ASSESSMENT WORKSHEET (EAW) FOR "HOPE COMMUNITY" PROPOSED BY HOPE
COMMUNITY CHURCH AT THE NORTHWEST CORNER OF COUNTY ROAD 30 AND
COUNTY ROAD 116 (PIDS 11-119-23A 4-0005; 11 A 19-23-14-0003; 11 A 19-23A 4-0004; and
11 A 19-23A 1-0012) (CITY FILE 22-074)
WHEREAS, the City Council reviewed the Environmental Assessment Worksheet (EAW) for a
mixed -use development on July 27, 2023; and
WHEREAS, pursuant to Minnesota Environmental Review Program Rules 4410.4300, Subpart
14, the City of Corcoran, as the responsible governmental unit (RGU) submitted an EAW for the
proposed project on May 30, 20230 and
WHEREAS, the EAW was published on June 6, 2023, edition of the EQB Monitor, which
commenced the required 30-day public comment period that ended on July 6, 2023; and
WHEREAS, the RGU received seven comment letters that are incorporated by reference in the
Record of Decision and all comments and recommendations received from reviewing agencies
and other interested parties have been considered; and
WHEREAS, responses were prepared for comment letters received and the response to
comments are provided in the Record of Decision; and
WHEREAS, it has been determined that the proposed project does not present a potential for
environmental impacts of such significance that an EIS would be required; and
WHEREAS, pursuant to the Minnesota Rules, Section 4410.1700, the RGU shall base its decision
regarding the need for an EIS on the information gathered during the EAW process, the
commenced received on the EAW, and the criteria established by the EQB to determine whether
a project has the potential for significant environmental effects as provided in the Record of
Decision, and
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORCORAN, MINNESOTA, that it should and hereby does make the Negative Declaration on
the need for an EIS for the proposed mixed -use development, based on the Record of Decision,
which is hereby approved, adopted, and incorporated herein.
