City Council Meeting Minutes
December 9, 2010 - 7:00 PM
The Corcoran City Council met on December 9, 2010, at City Hall in Corcoran, Minnesota. Present were, Mayor
Guenthner, Councilor Gmach, Councilor Hudok, Councilor Milbrandt, and Councilor Thomas. Also present were City
Administrator Donahue, Engineer Torve, Public Works Superintendent Meister, Public Safety Director Gormley, Corporal
Hamilton, and Deputy Clerk Heinecke. Mayor Guenthner called the meeting to order at 7:00 pm.

MOTION: made by Milbrandt, seconded by Thomas to approve the agenda as presented.
Voting Aye: Guenthner, Hudok, Gmach, Milbrandt, and Thomas. (Motion carried 5:0).

8. Public Hearing
a. Mayor Guenthner opened the Budget Public hearing at 7:05 pm
Administrator Donahue presented a report on the budget process and property tax valuation.
Mike Schommer -19220 County Rd 10 — Spoke on behalf of Clarence Schommer regarding increase in property tax.
Chad Robrahn -19805 Olde Sturbridge Rd — Encouraged council to budget funds for support of 2011 Corcoran
Country Daze.
Dennis Stieg -19320 Stieg Rd- Inquired about the financial impact of delinquent property taxes on the budget.
MOTION: made by Hudok, seconded by Thomas to close the public hearing at 7:38 pm.
Voting Aye: Guenthner, Hudok, Gmach, Milbrandt, and Thomas. (Motion carried 5:0).
b. Council to approve final budget and levy amount at the December 20, 2010 council meeting.
9. Consent Agenda
a. Draft Minutes of 11/22/10 Council Meeting
b. Abdo, Eick & Meyers 2010 Audit Engagement Letter
c. KDV 2011 Engagement Letter
d. Authorizing Re- Application of the Municipal Separate Storm Sewer System (MS4) Permit

MOTION: made by Gmach, seconded by Thomas to approve the consent agenda as presented.
Voting Aye: Guenthner, Hudok, Gmach, Milbrandt, and Thomas. (Motion carried 5:0).
10. Staff Reports / Memos /Commissions
a. Council acknowledged receipt of Draft Minutes of the Parks and Trails Commission Meeting of 11 -23 -10
11. Unfinished Business
a. Public Works Facility Update available in the council packet. Council to meet in closed session after the first of
the year to bring new council members up to date on status of the public works facility.
b. Council asked staff to combine council edits of the 2030 Comp Plan into a final draft.
c. Short Term Disability Insurance discussed — no action taken

a. Administrator Donahue presented a proposed three year Waste Management Recycling Contract. Council did
not approve the three year contract. Administrator Donahue to meet with Waste Management to discuss other
options.
MOTION: made by Gmach, seconded by Hudok to approve a one year agreement with Waste Management, striking
paragraph 7 (CPI reference) of the current agreement.
Voting Aye: Guenthner, Hudok, Gmach, Milbrandt, and Thomas. (Motion carried 5:0).
b. 2011 Hennepin County Recycling Grant Agreement
MOTION: made by Milbrandt, seconded by Gmach to approve Amendment 1 of the Hennepin County Recycling Grant
Agreement as presented.
Voting Aye: Guenthner, Hudok, Gmach, Milbrandt, and Thomas. (Motion carried 5:0).

b. Building Inspections Claims
MOTION: made by Thomas, seconded by Hudok to approve the building inspection claims as presented.
Voting Aye: Guenthner, Hudok, Gmach, Milbrandt, and Thomas. (Motion carried 5:0).
c. All Other Claims As Presented
MOTION: made by Milbrandt, seconded by Hudok to approve all other claims as presented.
Voting Aye: Guenthner, Hudok, Gmach, Milbrandt, and Thomas. (Motion carried 5:0).
