City Council Work Session Minutes
November 10, 2022 — 5:30 pm
The Corcoran City Council met on November 10, 2022, in Corcoran, Minnesota. The City Council work
session meeting was held in person and the public was present in person and remotely through electronic
means using the audio and video conferencing platform Zoom.
Mayor McKee, Councilor Nichols, Councilor Schultz, and Councilor Vehrenkamp were present. Councilor
Bottema was excused.
City Administrator Beise and Public Works Director Mattson were present.
1. Call to Order /Roll Call
Mayor McKee called the work session to order at 5030 pm.
2. Stormwater Area Charge
Kent Torve, Stantec Engineer, presented Council with stormwater area charges and the different ways
City's fund for stormwater area charges. Engineer Torve noted the requirements a developer must
follow regarding development and include water quality standards set by the State, the watershed, and
the City. Engineer Torve noted flow rate standards, volume, and impacts of volume regarding typical
water flow related to developments. Engineer Torve reviewed City policy development, ordinance,
utility monthly bill fees, and permit options regarding stormwater area charges, and long-term
maintenance of stormwater areas. Council discussed projected estimates reflecting total costs within
the different sub watersheds, volume in acres, and future MUSA development. City Administrator
Beise noted a Stormwater Fund has been started. Council requested clarification on implications to
existing landowners when they sell their property. Council discussed development rights in relation to
stormwater area charges. Council discussed limiting the stormwater area charges to specific areas
with problems of excess water.
