HomeMy WebLinkAbout2022-10-27 Council Work Session MinutesCITY OF CORCORAN City Council Work Session Minutes October 27, 2022 — 5:30 pm The Corcoran City Council met on October 27, 2022, in Corcoran, Minnesota. The City Council work session meeting was held in person and the public was present in person and remotely through electronic means using the audio and video conferencing platform Zoom. Mayor McKee, Councilor Bottema, Councilor Nichols, and Councilor Vehrenkamp were present. Councilor Schultz was excused. City Administrator Beise, City Clerk Friedrich, Planner McKeown, and City Planner Lindahl. 1. Call to Order/ Roll Call Acting Mayor Bottema called the work session to order at 5:30 pm. 2. Code Ordinance Drafts City Planner Lindahl noted the May 12 work session and outlined the four key buffer ordinance issues for discussion include buffer ownership by the landowner, joint ownership between the landowner and adjacent landowner, ownership through a third party such as a Homeowner's Association (HOA). City Planner Lindahl noted the comparable cities and ordinances included for discussion reference. Council and staff reviewed options regarding buffer ownership, HOA possibilities, commercial and urban reserve parcels, and impacts to future developments. Council and staff discussed buffer credits and application of existing vegetation towards buffer credit. Council and staff reviewed stormwater maintenance agreements and city mechanisms to enforce agreement regarding HOA ownership. Council and staff noted buffer ownership options 1 and 3 as preferred options, ownership by landowner or ownership through a third party such as an HOA. Council discussed different buffer sizes and setbacks within zoning districts, and within PUDs. City Planner Lindahl noted city examples of formulas used to determine how much landscaping buffering was necessary. Council discussed utilizing fencing as a part of buffering, berms, and shrubs. Council reviewed trail buffering around paved and unpaved trails, seating areas, active recreation spaces, and stormwater ponds. Council and staff discussed temporary structures within the buffer zone area. Council discussed the proposed points system regarding PUDs and discussed increasing the approval threshold from a majority to a supermajority. Council briefly discussed truancy and impacts to the proposed supermajority approval threshold. 3. Unscheduled Items No unscheduled business was heard. 4.
