CITY OF CORCORAN Charter Commission Minutes Thursday, November 25, 2019 – 6:00pm 1 The Corcoran Charter Commission met on November 25, 2019, at City Hall in Corcoran, Minnesota. Present were Commissioners Asleson, Christensen, Gmach, Guenthner, Lother, Theis, and Tilbury. Also present were City Administrator Martens and Administrative Services Director Beise. 1.Call to Order Commission Chair Lother called the meeting to order at 6:17 pm. 2.Pledge of Allegiance Commission Chair Lother invited all in attendance to rise and join in the Pledge of Allegiance. 3.Approval of Agenda MOTION: made by Gmach, seconded by Theis to approve the agenda as presented. Voting Aye: Asleson, Christensen, Gmach, Guenthner, Lother, Theis, and Tilbury (Motion carried 7:0) 4.Open Forum No persons were present for Open Forum. 5.Approval of Minutes a.Draft Minutes of March 28, 2019 meeting MOTION: made by Asleson, seconded by Theis to approve the November 9, 2017 Draft Minutes as presented. Voting Aye: Asleson, Christenson, Gmach, Guenthner, Lother, Theis, and Tilbury (Motion carried 7:0) 6.Unfinished Business No unfinished business was heard. 7.New Business a.Review of Correspondence No correspondence was received. b.Commissioner Term Update The Commission reviewed the terms of the commissioners. The commission discussed terms and recruitment of members. c.Annual Report to District Court Judge MOTION: made by Gmach, seconded by Christenson to approve the annual report to the chief judge of the district. Voting Aye: Asleson, Lother, Theis, and Tilbury (Motion carried 4:0) d.2020 Charter Commission Annual Meeting Date Council reviewed the date and noted on calendars the proposed date. e.Resignation Notice Commissioner Asleson noted his upcoming move and intention to resign. The Commission thanked Commissioner Asleson for this service. 8.Adjournment MOTION: made by Asleson, seconded by Theis to adjourn. Voting Aye: Asleson, Lother, Theis, and Tilbury (Motion carried 4:0) Meeting adjourned at 6:25 pm. ________________________________ Jessica Beise – Administrative Services Director Agenda Item 5a. 1 CITY OF CORCORAN Charter Commission and City Council Joint Work Session Minutes Thursday, November 12, 2020 – 5:30pm The Corcoran Charter Commission and City Council met on November 12, 2020, in Corcoran, Minnesota. Pursuant to Minnesota Statute Section 13D.021 and due to the COVID-19 pandemic, the work session was held remotely through electronic means using the audio and video conferencing platform Zoom. Present for the Charter Commission via telephonic or other electronic means were Chair Lother, Commissioner Gmach, Commissioner Guenthner, Commissioner Tilbury, and Commissioner Thomas. Absent were Commissioners Christenson and Theis. Present for the City Council were Mayor Thomas at City Hall and present via telephonic or other electronic means were Councilor Anderson, Councilor Bottema, Councilor Lother, and Councilor Schultz. Also present were City Administrator Martens and Administrative Services Director Beise. 1.Call to Order Commission Chair Lother called the meeting to order at 5:35 pm. 2.Pledge of Allegiance Commission Chair Lother invited all in attendance to rise and join in the Pledge of Allegiance. 3.Discussion on Implementing A Ward System Commission Chair Lother introduced the topic and provided an overview for the discussion. Charter Commission members and City Council discussed the pros and cons of implementing a ward system in Corcoran. Staff was directed to place the item for continued discussion on the November 19, 2020 Charter Commission meeting. 4.Adjournment MOTION: made by Gmach, seconded by Guenthner to adjourn. Voting Aye: Lother, Gmach, Guenther, Tilbury, and Thomas. The Council authorized staff to advertise the vacancy. The Commission meet in work session on November 12, 2020 to discuss a ward system for elections. The Commission’s annual meeting was held on November 19, 2020. The general consensus was that the Charter Commission should continue looking into this item. Staff would like to understand the specific direction from the Charter Commission following that meeting: 1. Do nothing 2. Provide more information 3. Draft an ordinance amendment 4.
