CITY OF CORCORAN Charter Commission Minutes Thursday, November 19, 2020 – 5:30 pm 1 The Corcoran Charter Commission met on November 19, 2020, at City Hall in Corcoran, Minnesota. Pursuant to Minnesota Statute Section 13D.021 and due to the COVID-19 pandemic, the work session was held remotely through electronic means using the audio and video conferencing platform Zoom. Present for the Charter Commission via telephonic or other electronic means were Chair Lother, Commissioner Gmach, Commissioner Guenthner, and Commissioner Tilbury. Commissioner Christenson arrived at 5:32 pm and Commissioner Thomas arrived at 5:36 pm. Also present were City Administrator Martens and Administrative Services Director Beise. 1.Call to Order Commission Chair Lother called the meeting to order at 5:30 pm. 2.Pledge of Allegiance Commission Chair Lother invited all in attendance to rise and join in the Pledge of Allegiance. 3.Approval of Agenda MOTION: made by Gmach, seconded by Guenthner to approve the agenda as presented. Voting Aye: Lother, Christenson, Gmach, Guenthner, Tilbury (Motion carried 5:0) 4.Open Forum No persons were present for Open Forum. 5.Approval of Minutes a.Draft Minutes of November 25, 2019 Meeting b.Draft Minutes of November 12, 2020 Joint Work Session Meeting The Commission discussed clerical changes to the Minutes for commissioner names and an error in the attendance motions on the Minutes from November 25, 2019. MOTION: made by Gmach, seconded by Tilbury to approve the November 25, 2019 with clerical changes. Voting Aye: Lother, Christenson, Gmach, Guenthner, Thomas and Tilbury (Motion carried 6:0) MOTION: made by Gmach, seconded by Tilbury to approve the November 12, 2020 as presented. Voting Aye: Lother, Gmach, Guenthner, Thomas and Tilbury Abstain: Christenson (Motion carried 5:0:1) 6.Unfinished Business No unfinished business was heard. 7.New Business a.Review of Correspondence No correspondence was received. b.Commissioner Term Update The Commission reviewed the terms of the commissioners. The Commission discussed terms and recruitment of members. Council noted the resignation of Commissioner Theis was received. The Council asked to seek applicants to serve on the Commission. c.Annual Report to District Court Judge MOTION: made by Gmach, seconded by Christenson to approve the annual report to the chief judge of the district. Voting Aye: Lother, Christenson, Gmach, Guenthner, Thomas, and Tilbury (Motion carried 6:0) Agenda Item: 5a. CITY OF CORCORAN Charter Commission Minutes Thursday, November 19, 2020 – 5:30 pm 2 d. 2021 Charter Commission Annual Meeting Date The Commission reviewed the date and discussed Charter Commission meetings. MOTION: made by Guenthner, seconded by Thomas to approve the annual Charter Commission meeting date for October 14, 2021. Voting Aye: Lother, Christenson, Gmach, Guenthner, Thomas, and Tilbury (Motion carried 6:0) e. Discussion of Implementing Wards The Commission discussed implementing wards and requested census information be provided. 8. Adjournment MOTION: made by Gmach, seconded by Thomas to adjourn. The Charter Commission continued the discussion on November 19, 2020, at the annual Charter Commission Meeting. The Charter Commission can discuss dual representation and recommend changes. The Corcoran Charter does not currently have a requirement. Minnesota Statutes outlines a Commission must be between 7 and 15 members and authorizes each commission to set its own size. The Charter Commission can discuss and recommend changes. Attachment: None
