Present were Chairperson Anderson, Commissioners Christenson, Nybo, Strehler, and Wyffels. Absent was Vice-Chairperson Meister and Commissioner Friedrich Also present were Recreation Supervisor Christensen Buck and Program Coordinator Present virtually were Mayor McKee, Councilmember Nichols, and City Administrator Beise. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3. Agenda Approval Motion: Made by Nybo, seconded by Christenson to approve the agenda as presented. Voting Aye: Anderson, Christenson, Nybo, Strehler, and Wyffels. (Motion carried 5:0) 4. Minutes a. (Motion carried 5:0) 5. Open Forum 6. Presentations – None 7. Unfinished Business a. City Park Remaster Recreation Supervisor Christensen Buck provided an overview of the updates since the August 18, 2022, Parks and Trails Commission meeting including the addition of the volleyball, basketball, and tennis courts. Recreation Supervisor Christensen Buck also provided answers to questions from the previous meeting, including the necessity for the turn lane on County Road 50, adjusting the trail between the splashpad and playground, more organic trails, and quotes for specific amenities. Commissioner Wyffels expressed that the playgrounds being separated may be difficult for some families having differing ages of children. Recreation Supervisor Christensen Buck provided an outline of the next steps for the project which included bringing it to City Council at the next meeting on September 22, 2022, a discussion about bonding options during the October 13, 2022, City Council meeting, applying for the Hennepin County Youth Sports Facility Grant in the fall, and then bidding the project in spring of 2023. Commissioners discussed their desire to keep the pavilion, if possible, by adjusting the trail. Commissioners expressed interest in adding the volleyball, basketball, and tennis courts. Chair Anderson addressed his concern of having enough parking, to which Commissioners agreed keeping the 31-spot parking was preferred. Commissioner Christenson asked how many miles of trails were included in the plans, to which Recreation Supervisor Christensen Buck stated that approximately 2,400 linear feet of sidewalk and 11,000 linear feet of trails shown total for the entire park project for a combined total of 13,400 linear feet. Motion: Made by Christenson, seconded by Wyffels, to recommend the proposed phase one City Park Remaster plans to City Council. Voting Aye: Anderson, Christenson, Nybo, Strehler, and Wyffels. (Motion carried 5:0) CITY OF CORCORAN 8. New Business a. Corcoran Farms Industrial Park RZ, PP, PUD Recreation Supervisor Christensen Buck provided an overview of the 70.36-acre project, informing Commissioners that staff is looking for a recommendation on trail alignment noting that the Three Rivers Park District proposes Diamond Lake Regional Trail through the property. Recreation Supervisor Christensen Buck noted that the trail would be approximately 1.377 acres of trail, with 0.6 acres remaining as cash-in-lieu of land. Councilmember Nichols inquired about the cooperative agreement that staff has been working with Three Rivers Park District to create and if it would be applicable in this situation, to which Recreation Supervisor Christensen Buck informed the Commission that the agreement was not finalized but could be discussed with Three Rivers Park District. Jeff Minea of JMMK informed the Commission that making the buildings smaller would be difficult and the staff proposed trail between buildings seems most viable. Commissioners discussed if there would be enough space between the buildings with trucks and trailers being moved as well, to which Jeff Minea stated there would be a 60-foot easement, but 120 feet between the buildings. Commissioners inquired about the private trail and park, to which the engineer on the project stated that it likely would not be used by the public as it leads to a dead end. Commissioners discussed the businesses that might utilize the spaces, to which Jeff Minea informed the Commission that it would be light industrial manufacturers that would not likely require outdoor storage. Commissioner Anderson expressed concerns about where the trail would cross County Road 50, to which Commissioners discussed the possibility of using the emergency access road in the northwest portion of the property. Jeff Minea informed the Commission that utilizing the emergency road would not be preferred for the developer as it would be an added expense due to traversing the wetlands. Commissioners discussed aligning the trail all the way to the west of the property, but established that leaving the trail aligned as presented with a crossing in the northeast portion of the property into a connecting property would be preferred due to grading, setbacks, and building needs. Motion: Made by Christenson, seconded by Wyffels, to recommend staff recommendation of aligning the trail between the southeastern two buildings, perpendicular to Larkin Road, and aligning the northern connection along County Road 50 as presented along the Northeast border of the property. Voting Aye: Anderson, Christenson, Nybo, Strehler, and Wyffels. (Motion carried 5:0) 9. Reports/Information a. Active Planning Applications – Informational Only No discussion occurred. b. Recreation Supervisor Update Recreation Supervisor Christensen Buck provided an overview of the items she had been working on since the last Parks and Trails Commission meeting including Night to Unite wrap up, soccer and fall baseball season end finalizations, and Parks and Trails Commission agenda items. c. Program Coordinator Update Program Coordinator Torvik provided an overview of the items he has been working on since the last Parks and Trails Commission meeting including running the soccer and fall baseball programs, updating youth athletic contact lists, and determining equipment needs for youth athletic programs. 10. Subcommittee & Miscellaneous Reports a. City Council Report Councilmember Nichols updated the Commission of items during the City Council meeting since August 18, 2022, including setting the preliminary levy, approval the final play for Walcott Glen, a CITY OF CORCORAN discussion on winter trail maintenance, and directing staff to look at updating the Park Dedication formula. b. Garden Club Report Tom Anderson informed the Commission that the Garden Club was planning to go wildflower seed picking on September 24, 2022, at Crow Hassen Park. c. Park Dedication Fund Commissioners discussed additional upcoming park development projects and how it impacts the Park Dedication Funds. Mayor McKee noted that staff was working to update the Park Dedication Fund formula to align better with more current costs. 11. Other Business/Announcements 12. (Motion carried 5:0) Submitted by Jessica Christensen Buck, Recreation Supervisor 7a. 8200 County Road 116  Corcoran, MN 55340 763-420-2288  www.corcoranmn.gov MEMO Meeting Date: October 20, 2022 To: Parks and Trails Commission From: Jessica Christensen Buck, Recreation Supervisor Re: City Park Remaster ______________________________________________________________________ During the September 15, 2022, Parks and Trails Commission meeting, Commissioners recommended approval of proposed phase one concept plans for City Park with the caveat of trying to save the pavilion and the addition of volleyball, basketball, and tennis courts. Following the Parks and Trails Commission meeting, the concept plans went to City Council on Thursday, September 22, 2022, where the City Council approved the concept plans for the project. During this meeting, the City Council also approved staff’s request to apply for the 2022 Hennepin County Youth Sports Facility Grant. Currently, $4.5 million has been presentenced as part of the 2023 bond schedule for the City Park remaster. Further discussion is anticipated at a future City Council meeting. The following are additional noteworthy dates being proposed by staff: • November 10, 2022: Request City Council authorize a proposal for documents to obtain 70% design. • November 18, 2022: Release Request for Quotes to external organizations. • January 4, 2023: Project quotes due from external organizations. • January 12, 2023: Quotes go to City Council for final approval of the organization that will put together full design specifications. • February 16, 2023: Full design plans go to Parks and Trails Commission for review. • March 9, 2023: Full design plans go to City Council for review and approval. Please note, these dates may change as new information becomes available or if additional adjustments to the plans are needed. The purpose of this memo is to keep the Parks and Trails Commission informed and no action is required at this time. Attachments: None 8a. 8200 County Road 116  Corcoran, MN 55340 763-420-2288  www.corcoranmn.gov MEMO Meeting Date: To: From: Re: October 20, 2022 Parks and Trails Commission Jessica Christensen Buck, Recreation Supervisor Garden Club - Purchase Request ______________________________________________________________________ The Garden Club has been working to beautify the Memorial Garden in the back of City Hall. In an effort to do so, they’re requesting four cubic yards of mulch and a large box of Preen. Due to the change earlier this year in processes, when purchasing items things through the Memorial Garden Fund, the Parks and Trails Commission has the authority to pre-approve purchases up to $5,000.00 prior to City Council approval. The approximate cost of the four cubic yards of mulch is approximately $400.00- $450.00 and the Preen would be approximately $70.00. The approximate combined total is $520.00, but due to everchanging costs, staff recommends approving $550.00 to allow for some area for discrepancy. Staff is looking for a motion from the Commission to approve or deny the request to purchase mulch and Preen. Attachments: 8a1. Memorial Garden Policy MEMORIAL GARDEN POLICY Purpose The purpose of this policy is to establish specific guidelines the City of Corcoran will follow with the funds related to the Memorial Garden. Background The Park Capital fund is a Capital Project fund and is restricted per MN State Statute 85.53. The Memorial Garden was segregated in the Park Capital fund back in 2010, when the park was developed. Responsibility The City Administrator is the responsible authority overseeing all city expenditures and the chief purchasing agent for the City. It is the responsibility of staff to review this policy periodically and bring forth amendments to City Council when needed. Staff will follow this guideline when making purchasing decisions regarding the Memorial Garden. Financial Requirements The Memorial Garden is tracked as a part of the Park Capital fund, which is a special revenue fund. The Memorial Garden’s cash is kept separately from the remainder of the City in its own savings account at the City’s main bank. The funds are committed to expenditures for the purpose of the Memorial Garden. If the park for any reason no longer exists, the funds will be lumped into the remaining Park Capital fund. Funding Funding may come from grants or donations. All funds received are presented to Parks and Trails Commission and the City Council. Making Purchases: For purchases under $5,000: All purchases under $5,000 will be brought forth to the Parks and Trails Commission for approval. If approved by the commission, purchases will subsequently be brought to the City Council for approval as part of the claims register. For purchases equal to or exceeding $5,000: If purchases are equal to or exceed $5,000, approval must be received from both the Parks and Trails Commission and City Council prior to purchase. Examples of past purchases includes the following: •Plants to beautify and maintain the Memorial Garden. •Memorial items such as engraved bricks/boulders and benches. 8a1. Agenda Item: 9a. Staff received direction at the June 9th Council meeting on potential solutions for additional fence flexibility within front yards as well as identifying a primary front yard for lots with multiple frontages. The City Council reviewed a draft ordinance at the August 11th meeting and directed staff to limit the focus of the amendment to reduce the setback for fences to 25’. This item was identified as a Top 4 priority for staff to focus efforts in 2022 and was scheduled for a public hearing at the September 1st Planning Commission meeting. The Commission forwarded a recommendation to approve with some changes to the proposed amendment. The City Council is expected to make a final decision at the September 22nd meeting. 2.Transition/Buffer Zones ZOA (City File 22-034). At the July 14th City Council confirmed, this item was confirmed as a Top 4 priority for staff to focus efforts on in the remainder of 2022. Staff is working on preparing a draft based on feedback provided at the May 12th work session. The draft is tentatively scheduled to go back in front of City Council in October before being sent to the Planning Commission for a public hearing. 3.MS4 Update (City File 22-035). Public Works is working on a code update to incorporate new MS4 requirements. The proposed verbiage is tentatively scheduled for City Council review and action at the October 13th regular meeting. A public hearing is not required. 4.Walcott Glen Final Plat and PUD (PIDs 36-119-23-44-0013, 36-119-23-44-0009, 36-119-23- 44-0008, 36-119-23-44-0010, 36-119-23-44-0014, 36-119-23-44-0031, 36-119-23-44-0024, 36-119-23-44-0033, and 36-119-23-c44-0030) (City File No. 22-036). Pulte submitted an application for the final plat and PUD plan for Walcott Glen. The City Council approved the final plat and PUD plan at the August 25th meeting. 5.Vollrath Ag Shop CUP (PID 20-119-23-22-0003) (City File No. 22-038). Trent Vollrath submitted an application for a conditional use permit to allow an agricultural building as the primary structure on an otherwise vacant lot that is actively farmed. The application was deemed incomplete and is not currently scheduled for review by the Planning Commission or Page 2 of 3 City Council. 6. Pioneer Trail Industrial Park, Rezoning and Preliminary Plat and PUD (PID 32-119-23-34- 0013, 32-119-23-34-0007, 32-119-23-43-0005 and 32-119-23-43-0006) (City File No. 22- 039). An application was submitted to move forward with the preliminary approvals for the Pioneer Trail Industrial Park off Highway 55. The item is still incomplete as of this memo, but their expected to finalize their submittal by August 1st. This item is still incomplete and is not yet scheduled for a public hearing with the Planning Commission. 7. Wright Hennepin Energy Final Plat (PID 25-119-23-23-0001) (City File No. 22-041). WHE submitted their final plat application. Final approvals were granted at the August 11th Council meeting. 8. Corcoran Farms Business Park Rezoning and Preliminary Plat and PUD at 20130 Larkin Road (PID 26-119-23-13-0006) (City File No. 22-044). The City received a second industrial PUD application. This item is scheduled for a public hearing with the Planning Commission on October 6th. 9. PUD Standards ZOA (City File No. 22-045). At their July 14th meeting, the City Council identified updating the PUD ordinance as a Top 4 priority for staff to focus efforts on in the remainder of 2022. The Council held a work session on July 28th to establish further direction on the desired updates to the PUD ordinance. Staff will take this feedback to establish a first draft for further review by the Council at an upcoming meeting. Review of the first draft is tentatively scheduled for October 27th. 10. Rental Ordinance (City File No. 22-046). At their July 14th meeting, the City Council identified establishing a rental ordinance as a Top 4 priority for staff to focus efforts on in the remainder of 2022. Staff prepared a first draft of a rental ordinance to be discussed at the September 22nd work session. 11. Brown Riding Arena CUP (PID 05-119-23-13-0008) (City File No. 22-047). An application was submitted to allow a horse-riding arena on a ten-acre parcel as the structure, in conjunction with the necessary horse barn, will be in excess of the accessory structure footprint permitted by right. The public hearing was held by the Planning Commission on September 1st, and the Commission unanimously recommended approval of the CUP. Council is expected to take final action at the September 22nd meeting. 12. Pro-Tech Site Plan, CUP, and Variance (PID 26-119-23-11-0020) (City File No. 22-048). An application was submitted to move forward with the site plan, two CUPs, and three variances for an expansion of Pro-Tech Auto. The public hearing was held at the September 1st Planning Commission meeting, and all but one variance was recommended for approval. The Council is expected to make a final decision at the September 22nd meeting. 13. O’Brien Sketch Plan (PID 32-119-23-44-0003) (City File No. 22-049). A sketch plan application was submitted for corporate offices of Crystal Distribution Inc (CDI) spanning 15,000 square feet at 22320 Highway 55. The item was reviewed by Council at the August 25th Council meeting. 14. Water Treatment Plan Site Plan and Variances (PID 12-119-23-22-0010) (City File No. 22- 052). A site plan application was submitted by Stantec to move forward with the site for the City’s water treatment plant located at 10120 County Road 116 in the Northeast District. The submitted site plan would require three variances related to screening and an accessory structure within the front yard. The item was reviewed by the Planning Commission on September 1st with a recommendation to approve the application except for one of the proposed screening-related variances. The City Council is expected to take final action at the September 22nd meeting. Page 3 of 3 15. St. Therese Site Plan Amendment (PID 24-119-23-23-0001) (City File No. 22-053). St. Therese submitted a request to modify their building plan. These changes will allow for the Skilled Nursing portion of the project to be added as a future phase and will expand the Memory Care component from 17 units to 20 units. Additionally, the changes request allowance of a pitched roof. The change involves less than 10% of the total existing site area and qualifies as a minor change that will be approved administratively. Council will be provided the updated plans within an informational staff report anticipated for the October 27th meeting. 16. Slabaugh Variance (PID 10-119-23-21-0014) (City File No. 22-054). Gideon and Heather Slabaugh submitted a variance request to allow a covered porch to encroach within the front setback of their property at 9925 Ebert Road. This item is scheduled for Planning Commission review at the October 6th meeting and City Council review at the October 27th meeting. 17. Tharp Accessory Structure CUP (PID 11-119-23-31-0011) (City File No. 22-055). Shawn Tharp applied to allow for an accessory structure that will exceed a footprint of 3,969 square feet. The structure would be located at 20420 Duffney Circle which is over 10 acres in size, so the property owner can exceed the allowable footprint through a CUP. This item is scheduled for a public hearing at the October 6th Planning Commission meeting with a final decision expected at the October 27th Council meeting. 18. Bellwether Drainage and Utility Easement Vacations (City File No. 22-056). Pulte submitted a request to vacate several easements previously established over various outlots in Bellwether and Bellwether 6th. These outlots are being re-platted as a part of Amberly 2nd, Bellwether 8th, and Bellwether 9th. New easements are to be deeded with these new subdivisions. A public hearing was held at the September 8th City Council meeting, and the vacation requests were approved by Council. 19. Water Tower Preliminary Plat & Site Plan (PID 11-119-23-14-0004) (City File No. 22-057). An application to move forward with the water tower at 19951 Oswald Farm Road was submitted. Staff is reviewing the application, and it is likely a variance will be needed for the submitted plans. This item is scheduled for a public hearing at the October 6th Planning Commission meeting with Council review anticipated at the October 27th meeting. 20. Kariniemi Meadows Final Plat (PID 18-119-23-11-0002) (City File No. 22-059). An application for the final plat of Kariniemi Meadows was received by the City. The item is currently under review for completeness. If deemed complete, the earliest this item would be reviewed is the October 27th Council meeting. 9b. 8200 County Road 116  Corcoran, MN 55340 763-420-2288  www.corcoranmn.gov MEMO Meeting Date: October 20, 2022 To: Parks and Trails Commission From: Jessica Christensen Buck, Recreation Supervisor Re: Recreation Supervisor Update ______________________________________________________________________ The following is a summary of what Recreation Supervisor Christensen Buck has been overseeing since the last meeting. • City Park: Filed pavilion/field reservations for the 2022 season, updated 2 equipment sheds to more usable condition, put away equipment from the 2022 youth athletic seasons, and closed out pavilion reservations. • Fall Baseball: Wrapped up the 2022 fall baseball season, collected equipment bags from coaches, and refunded registrations for those that coached. • Ice Rinks: Sent information to update the City’s website, emailed schools the rink attendant position information, and began updating the paperwork and handbook for training. • Night to Unite: Coordinated some logistics for Night to Unite 2023. • Other: Worked on updating the park dedication formula, coordinated with Stantec staff regarding the City Park remaster project, put together Parks and Trails Commission packet materials, posted to the City Facebook and Twitter accounts, updated Parks and Recreation related website items, prepared online 2023 youth athletic registrations, created paper 2023 youth athletic registrations, and attended monthly Development Review Committee meetings. September 22, 2022, Work Session Meeting • Rental Ordinance o Discussed a proposed rental ordinance. October 13, 2022, Work Session Meeting • 2022 Financial Management Plan o Reviewed the draft and provided feedback to staff.
