Present were Commissioners Anderson, Friedrich, Meister, Nybo, and Strehler. Commissioner Christenson joined at 7:01 pm. Absent was Commissioner Wyffels. Also present were Mayor McKee, Councilmember Nichols, Recreation Supervisor Christensen Buck, and Program Coordinator Torvik. 1.Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2.Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. 3.Agenda Approval Motion: Made by Nybo, seconded by Strehler, to approve the agenda as presented. Voting Aye: Anderson, Friedrich, Meister, Nybo, and Strehler. (Motion carried 5:0) 4. Minutes a. Minutes – April 21, 2022, Meeting Minutes Motion: Made by Nybo, seconded by Friedrich, to approve the minutes as presented. Voting Aye: Anderson, Friedrich, Meister, Nybo, and Strehler. Abstain: Christenson (Motion carried 5:0) 5.Open Forum 6. Presentations a. Diamond Lake Regional Trail Master Plan Kelly Grissman, Director of Planning for Three Rivers Park District, provided an overview of the Diamond Lake Regional Trail master plan. Grissman informed the Commission that the planned trail includes connections to other regional and local trails and has increased in size since previous presentations. Grissman informed the Commission that they hope to have Met Council approval and Board adoption of the plan by fall 2022. Chairperson Anderson expressed concerns regarding busy road crossings throughout the plans, to which Grissman informed the Commission that there are grade separated crossings proposed in the plan, but other crossings could be adjusted in the future as they get busier. Vice-chairperson Meister inquired about if the trail meanders in Corcoran to avoid wetlands, to which Grissman stated the route was proposed this way as it had the most support, design feasibility, and could better utilize development and natural resources. Commissioners inquired about a collaborative agreement Three Rivers Park District, to which Grissman informed the Commission that Three Rivers Park District wants to be able to reimburse the City for land purchased on their behalf. Commissioner Christenson asked if the risk of purchasing land on Three Rivers Park District’s behalf would currently be solely on the City. Grissman informed the Commission that while land is beneficial for both parties, previous acquiring of land would have been secured for City use. Councilmember Nichols asked if Three Rivers Park District had any recommendations on how to best assist in the planning of the Diamond Lake Regional Trail. Grissman informed the Commission that acquiring the sections in the sizes shown on the map and frequent communication between parties can be beneficial. Grissman informed the City that Three 4a. CITY OF CORCORAN Rivers Park District would reimburse the City for acquiring land on behalf of their agency at an appraised rate. Councilmember Nichols inquired about if Three Rivers Park District had been involved in land discussions regarding the City’s industrial area. Grissman informed the Commission that Stephen Shurson, Diamond Lake Regional Trail Project Manager, had been doing the initial planning on the project and was aware of the area. Councilmember Nichols informed Grissman that development is shown in the phasing plan by 2025 near the area of the proposed Weaver Lake Regional Trail. Motion: Made by Friedrich, seconded by Meister, to recommend approval of the Diamond Lake Regional Trail master plan to Council. Active Planning Applications – Informational only Commissioners had no points of discussion. b. Recreation Supervisor Update Recreation Supervisor Christensen Buck provided an overview of the items she had been working on since the last Parks and Trails Commission meeting including the youth baseball program, Night to Unite meetings, training Program Coordinator Torvik, registration opening for the youth soccer program, and tree giveaway requests. c. Program Coordinator Update Program Coordinator Torvik introduced himself to the Commission and informed them of his education as a University of Minnesota Duluth graduate, as well as his experience in many outdoor education and programming positions. Program Coordinator Torvik updated the Commission of items he had been working on including preparing and coordinating the youth athletics. 10. Subcommittee & Miscellaneous Reports a. City Council Report Councilmember Nichols updated the Commission of items during City Council meetings since the April 21, 2022 Parks and Trails Commission. Topics included Wright Hennepin’s substation request, St. Therese final plat, and city code updates. Commissioners discussed the incentive for preserving natural resources from a developer perspective. b. Garden Club Report Tom Anderson informed the Commission that no additional trees remained from the 2022 tree giveaway. Anderson also informed the Commission that Yolanda Tillmans was taking on many responsibilities for the Garden Club. Vice-chair Meister noted that they could try to get more members from the 55+ communities that may missing their gardens. c. Park Dedication Fund Recreation Supervisor Christensen Buck noted the donations from the Northwest Area Jaycees of $100,000 and Hanover Athletic Association $50,000. 11. TO: Corcoran Parks and Trails Commission FROM: Nicholas Ouellette through Kendra Lindahl, Landform DATE: June 8, 2022 for the June 16, 2022 Parks and Trails Commission Meeting RE: Final Plat and Final PUD Plan for “Tavera 4th Addition” (PID’s 35-119-23-12-0003 and 35-119- 23-11-0002) (city file no. 22-028) REVIEW DEADLINE: August 2, 2022 1.Description of Request The applicant, Lennar, has requested approval of the final plat and final PUD plan for Tavera 4th Addition. This phase plats Outlot C from Tavera 1st Addition and the former Wessel property. This phase of the development includes 80 single family homes, 42 twinhomes and dedicated park land on 128.2 acres. 2. Background On June 25, 2020, Council approved a comprehensive plan amendment, rezoning, preliminary plat and preliminary PUD plan for Tavera, a 549-unit development with a mix of single family, villa, twinhome and townhome units. On January 25, 2021, Hennepin County approved a lot division for the Wessel property. The lot split did not require City Council approval because lot splits creating parcels a minimum of 20-acres in size with 500 ft. of frontage on a public street are exempt from subdivision by Minnesota Statute. The split created two parcels. On April 8, 2021, Council approved phase 1 of the development for 33 single family units and three outlots. Access to the development from County Road 116 was constructed with this initial phase. On July 22, 2021, Council approved a PUD amendment to allow 551 units to be developed and allow a modification to the temporary real estate time period. On September 23, 2021, Council approved phase 2 of the development for 46 single family units and five outlots. On November 11, 2021, Council approved a PUD amendment to allow four additional stockpiles of grading material to be stored on site. The three stockpiles located near Hackamore Road will be used to grade the Mckown property in a future phase. Tavera 4th Addition (22-028) 2 June 16, 2022 On January 6, 2022, the applicant requested a 30-day extension to further review Hackamore Road improvement requirements and driveway apron standards for the townhome private drives. On January 26, 2022, the applicant requested a 30-day extension to allow for a review of their request to amend preliminary resolution 2020-50. On February 10, 2022, Council approved phase 3 of the development for nine single family units, 134 townhome units and 35 outlots. Council did not approve an amendment to preliminary resolution 2020- 50 allowing modifications to the driveway apron standards for the townhome private drives. 3. Analysis The preliminary approvals required the applicant to dedicate Outlots J and K plat to the City, with park dedication credit provided for the net area of Outlot J as park land. Outlot K provides access to the park and could be a public street in the future if the property to the west develops. Outlots J and K on the preliminary plat correspond with Outlots F and E in the 4th Addition plat, respectively. The developer is also required to provide a 6-8 stall parking area with driveway access through Outlot K, wind the trail through the park and grade/seed the entire park site. The applicant has provided an exhibit showing the proposed parking lot in the eastern portion of the park, with driveway access provided through the future right-of-way in Outlot E. The applicant has dimensioned a 20.4 ft. parking lot setback from the future right-of-way. Section 1060.060, Subd. 4.A regulates that the minimum parking setback shall be the same as the minimum front setback for principal structures in the zoning district which is 20 ft. in the RSF-3 district. The parking lot complies with the required setback. The Parks and Trails Commission should consider the location of the parking lot and confirm whether to locate the parking lot in the west or east portion of the park. The applicant has also provided a trail that winds through the park rather than along the property line with Outlot E. The Parks and Trails Commission should provide input on the general location of the trail, and whether it’s location should be shifted north or south, rather than run through the middle of the park. The recommendation of the Parks and Trails Commission will impact the design and grading of the park space. 4. Recommendation The Parks and Trails Commission should provide a recommendation on the location of the parking area and trail within the proposed park. Upon review, staff feels that the fees currently being charged are in line with the nearby communities and cover the costs associated with running programs. With that, staff would like to keep fees from 2022 consistent moving into 2023. The following are the registration fees currently being charged, as well as being suggested for 2023: Spring Baseball o T-Ball – Resident: $65, Non-Resident: $75 o Coach Pitch – Resident: $70, Non-Resident: $80 o Machine Pitch – Resident: $80, Non-Resident: $90 o Late registration fee: additional $5 Fall Baseball o T-Ball – Resident: $40, Non-Resident: $45 o Coach Pitch – Resident: $40, Non-Resident: $45 o Machine Pitch – Resident $50, Non-Resident: $55 o Late registration fee: additional $5 Summer Soccer o Resident: $75 o Non-Resident: $85 o Late registration fee: additional $5 In addition to the above registration fees, staff is proposing that the park reservation fees remain the same for 2023. The City Council reviewed a concept plan on November 22, 2021 and indicated support. Staff has been preparing an EAW for the site. The City Council reviewed and provided comment on a second concept on February 24th. The City Council will review the EAW and make a notice of decision at the May 26th meeting. 2.NE District Plan and Design Guidelines (City file 21-050). The City received a planning grant from Hennepin County. Staff held a two open houses for public information. The draft was reviewed by the Planning Commission at their April 7th meeting. The public hearing was held May 5th at the Planning Commission and is scheduled for City Council action on May 26th. The moratorium is set to expire on June 10, 2022. 3.PUD Sketch Plan and EAW for “Corcoran Farms Business Park” at 20130 Larkin Road (PID 26- 119-23-13-0006) (city file no. 22-006). The applicant has submitted a sketch plan for five industrial buildings totally 726,396 sq. ft. They are requesting a PUD to allow reduced setbacks. The City Council reviewed and provided comment on February 24th. Staff is drafting the EAW and the City Council is expected to order distribution of the draft EAW for review and comment at the May 26th Council meeting. 4.PUD Final Plan and Final Plat for Rush Creek Reserve 2nd Addition (city file no. 22-012). The applicant has submitted an application for 106 units (29 single family detached homes, 16 twin homes, 24 villa homes and 27 townhomes). The item was reviewed at the April 7th Planning Commission and City Council approved the application on April 28th. 5.Preliminary Plat and Variance for “Kariniemi Meadows” at 23185 CR 10 (PID 18-119-23-11- 0002) (city file no. 22-013). The applicant has submitted an application for approval of a 10 lot residential subdivision. The item was reviewed at the March 17th Parks and Trails Commission, a public hearing was held at the May 5th Planning Commission and City Council action is expected on May 26th. 6.Rezoning, Preliminary Plat and Preliminary Planned Unit Development for Pulte for “Walcott Glenn” (PIDs 36-119-23-44-0013, 36-119-23-44-0009, 36-119-23-44-0008, 36-119-23-44-0010, 36- 119-23-44-0014, 36-119-23-44-0031, 36-119-23-44-0024, 36-119-23-44-0033 and 36-119-23-44- 0030) (City file no. 22-015). The plans include 44 single family homes and 85 townhomes. The item was reviewed by the Parks and Trails Commission on April 21st, a public hearing was held at the May 5th Planning Commission and action is expected at the May 26th City Council meeting. Agenda Item 9a. MEMORANDUM 2 7. Final Plat for “Garages Too” (PID’s 35-119-23-44-0004 and 35-119-23-41-0002) (city file no. 22- 016). The final plat is scheduled for Council action on May 26th. 8. Conditional Use Permit (CUP) for Ditzer Garage at 9320 Cherry Lane (PID 12-119-23-43-0013) (city file 22-020). The application was reviewed at a public hearing at the May 5th Planning Commission and Council action is expected on May 26th. Additionally, the applicant has requested a setback variance for an existing structure and that item is tentatively scheduled for the June Planning Commission and Council meetings. 9. This item is scheduled for a public hearing at the June 2nd Planning Commission and City Council action is expected on June 23rd. 11. This item is being reviewed for completeness and then will be scheduled for a public hearing at the Planning Commission and City Council action. Final Plat and PUD Final Plan for “Tavera 4th Addition” (city file no. 22-028). The final plat is for 80 single family homes and 42 twinhomes located north of the main entrance at Horseshoe Trail. This item is being reviewed for completeness and then will be scheduled for a public hearing at the Planning Commission and City Council action. Wright Hennepin Electric Preliminary Plat, Site Plan and Administrative Permit at 7400 CR 116 (PID 25-119-23-23-0001) (city file 22-004). The applicant has submitted an application for a new electric substation. The application is scheduled for the February 17th Parks and Trails Commission, a public hearing at the March 3rd Planning Commission and the City reviewed on March 24th and sent it back to the Planning Commission to discuss screening. The item was brought back to the April 14th City Council meeting and tabled to April 28th. The Council approved the application on April 28th. 2. Final Plat and PUD Final Plan for “Bellwether 8th Addition” (PID 12-119-23-21-0001) (city file no. 22-007). Pulte has requested approval of 95 lots in the southwest corner of the project. This phase will also include dedication of public park. The item was reviewed at the April 7th Planning Commission and City Council approved the application on April 28th. 3. Final Plat and PUD Final Plan for “Amberly 2nd Addition” (PID 01-119-23-34-0002) (city file no. 22-008). Pulte has requested approval of 51 lots in the northwest corner to complete the Amberly subdivision.
