Present were Commissioners Anderson, Friedrich, Meister, Nybo, Strehler, and Wyffels. Absent was Commissioner Christenson. Also present were Mayor McKee, Councilmember Vehrenkamp, and Recreation Supervisor Christensen Buck. Present virtually was Councilmember Nichols. 1. Call to Order / Roll Call Chairperson Anderson called the meeting to order at 7:00 pm. 2. Pledge of Allegiance Chairperson Anderson invited all in attendance to rise and join in the Pledge of Allegiance. Following the Pledge of Allegiance, Chair Anderson invited Commissioner Wyffel and Commissioner Friedrich to introduce themselves. Commissioner Wyffel informed the Commission that she joined the Commission because she has young children and wanted be part of the upcoming changes to the City in a positive way. Commissioner Friedrich informed the Commission that she has lived in the City for 21 years and wanted to be involved in trail planning. 3. Agenda Approval Motion: Made by Nybo, seconded by Meister, to approve the agenda as presented. Voting Aye: Anderson, Friedrich, Meister, Nybo, Strehler, and Wyffels. (Motion carried 6:0) 4. Minutes a. Minutes – February 17, 2022, Meeting Minutes Motion: Made by Meister, seconded by Anderson, to approve the minutes as presented. Voting Aye: Anderson, Friedrich, Meister, Nybo, Strehler, and Wyffels. (Motion carried 6:0) 5. Open Forum Councilmember Vehrenkamp thanked the Parks and Trails Commission for their time spent on the Commission as well as congratulated Commissioners Friedrich and Wyffels for their appointments. Dean Vehrenkamp, 9310 Bechtold Road, spoke to the Commission about his concerns regarding effective signage that prevents private drives being used as turnarounds. 6. Presentations – None 7. Unfinished Business – None 8. New Business a. Preliminary Plat Application for Kariniemi Meadows Recreation Supervisor Christensen Buck provided an overview of the preliminary plat application, including the Parks and Trails map identifying a proposed on-road trail, proposed off-road trail, and a potential Community Park. Recreation Supervisor Christensen Buck reminded Commissioners of a discussion they had at a previous meeting where they recommended the trail be put in behind the houses instead of along the cul-de-sac. Recreation Supervisor Christensen Buck informed the Commission the trail is located almost entirely within the floodplain boundary, but must be outside of the floodway, with the applicant having to provide a cross section to prove the trail is buildable. Recreation Supervisor Christensen Buck informed the Commissioners that the staff recommendation being a woodchip, gravel, or mown trail that can flood, with an extension of the trail CITY OF CORCORAN out to County Road 19 on the southern part of the plat. Recreation Supervisor Christensen Buck provided the Commission with Commissioner Christenson’s emailed feedback which included his preference towards an off-road, woodchip trail and noted that while it might not be as accessible, there will be many accessible trails. Commissioner Meister requested more information regarding the difference between the two trail options show in the map exhibits. Commissioner Nybo asked what outlot 10 was zoned as, to which Mayor McKee informed Commissioners that the applicant was previously looking to put in 3-5 commercial lots but would likely have to be rezoned from residential. Councilmember Vehrenkamp informed the Commission that there would be a lot of trail meandering due to elevation changes. Commissioner Friedrich asked what the concerns were with the trail being closer to Public Works, to which Recreation Supervisor Christensen Buck informed the Commission that it was not as aesthetically appealing. Vice-Chair Meister asked Councilmember Vehrenkamp what quality the creek is in, to which Councilmember Vehrenkamp said it dries up in the summertime. Commissioners looked at a map from Hennepin County GIS that showed what the property looked like in 2000. Commissioner Strehler expressed interest in taking the cash-in-lieu of land. Vice-Chair Meister inquired about who would be responsible for building the trail, to which Recreation Supervisor Christensen Buck informed the Commission that the developer would grade the land, but the City would be responsible for building the trail. Commissioner Wyffels requested more information about the proposed road that was shown in the ghost plat exhibit in the packet and how that would impact the trail. Commissioners discussed that if the road was in future plans, the trail would be to the side of the road. Vice-Chair Meister and Commissioner Wyffels expressed their interest in having the connection to County Road 19 from the proposed trail. Chair Anderson expressed his interest in having the natural trail as close to the creek as possible. Councilmember Vehrenkamp circled back to the Commissions conversation about creating a trail loop, to which Councilmember Nichols suggested adding an additional trail leg connecting off the main trail and going north of the City’s Public Works property, connecting to County Road 19 to create that loop. Motion: Made by Strehler, seconded by Nybo, to recommend a natural, mown trail with wood chips in lower areas. Voting Aye: Anderson, Meister, Nybo, Strehler, and Wyffels. Voting Nay: Friedrich. (Motion carried 5:1) Motion: Made by Meister, seconded by Friedrich, to recommend the trail extension on the south side connecting the trail to County Road 19. Voting Aye: Anderson, Friedrich, Meister, Nybo, Strehler, and Wyffels. (Motion carried 6:0) Motion: Made by Friedrich, seconded by Meister, to recommend the trail be located as far east as possible without being in the floodway, with an additional connection north of the City’s Public Work Facility property. Voting Aye: Anderson, Friedrich, Meister, Nybo, Strehler, and Wyffels. (Motion carried 6:0) a. Park Signs Discussion Recreation Supervisor Christensen Buck informed the Commission that the reason for the discussion was to get input regarding park entrance signs and rule signs. Recreation Supervisor Christensen Buck informed the Commission that there could be one entrance sign per parcel of land and no stated limit to the number of park rules signs. Commissioner Friedrich expressed her interest in having the City logo on the sign to signify that it is a City owned park. Commissioner Nybo and Chair Anderson expressed their interest in having the address listed on the entrance sign. CITY OF CORCORAN Commissioners discussed including the name of the park, address of the park, and full city lo go with “City of Corcoran” listed. Commissioners discussed having simplified entrance signs at neighborhood parks as compared to community parks. Commissioner Friedrich discussed her concern with unauthorized vehicles in the parks. Chair Anderson and Commissioner Wyffels expressed their appreciation for other cities having a phone number on the rules sign. Chair Anderson suggested having a QR code on the sign that could link to a website with all the rules. Commissioners discussed the current park rules and concluded the City phone number, park hours, noise ordinance, restriction on hard liquor and glass, picking up after and having dogs on leashes, prohibited tobacco use, and no golfing be included on the rules signs. 9. Reports/Information a. Active Planning Applications – Informational only No discussion took place regarding this agenda item. b. Recreation Supervisor Update Recreation Supervisor Christensen Buck provided an overview of the items she has been working on since the last Parks and Trails Commission meeting including baseball registration and oversight, hiring of the Program Coordinator position, City social media postings, field and pavilion reservations, ice rink attendant supervising, and soccer program preparations. 10. Subcommittee & Miscellaneous Reports a. City Council Report Councilmember Nichols thanked the Commissioners that attended the goal setting session and informed the Commissioners that they planned on having future work sessions to continue working towards those goals. Councilmember Nichols noted that final plats had been coming in for developments and therefore additional park dedication was anticipated as well. Councilmember Nichols updated the Commission on the water tower location search. Councilmember Nichols welcomed Commissioners Wyffels and Friedrich to the Parks and Trails Commiss ion. Commissioner Nybo requested additional information on the MS4 ordinance amendment and the Housing Authority items, to which Mayor McKee informed the Commission that MS4 was regarding stormwater and the Housing Authority was regarding a bill going through the legislature that would impact developments. b. Garden Club Report Tom Anderson updated the Commission on a minimal number of trees remaining in the program. Anderson updated the Commission on the meeting between him and Recreation Supervisor Christensen Buck where they discussed more efficient ways of running the tree giveaway that they may begin implementing for the 2023 tree giveaway. Recreation Supervisor Christensen Buck thanked the Northwest Area Jaycees for their donation towards the 2022 tree giveaway. Commissioner Friedrich inquired about increasing the number of trees due to the growth in population, to which Anderson responded that it would be determinate upon the funding from the Northwest Area Jaycees and Vice-Chair Meister noted many new lot sizes are smaller in size and may not have room. Chair Anderson informed the Commission that wildflower plugs were ordered for the Memorial Garden. Recreation Supervisor Christensen Buck informed the Commission of the upcoming City Council agenda item regarding purchases made from the Memorial Garden Fund stating that purchases less than $5,000 would be able to be purchased with Parks and Trails Commission approval without Council pre-approval, but greater than $5,000 would require pre- approval from Council. c. Park Dedication Fund CITY OF CORCORAN Recreation Supervisor Christensen Buck informed the Commission that future packets would include a separate sheet that shows allocated funds for future park projects. 11. (Motion carried 6:0) Submitted by Jessica Christensen Buck, Recreation Supervisor 7a. 8200 County Road 116  Corcoran, MN 55340 763-420-2288  www.corcoranmn.gov MEMO Meeting Date: April 21, 2022 To: Parks and Trails Commission From: Jessica Christensen Buck, Recreation Supervisor Re: Memorial Bench Program Update _______________________________________________________ During the April 15, 2021 Parks and Trails Commission meeting, staff brought a request to the Commission from an individual to donate a bench for the Memorial Garden. The discussion that took place among the Commissioners was to determine if additional benches should be added to the Memorial Garden as there were already 6 on-site between the Memorial Garden and City Hall. Following the discussion, Commissioners determined that there was not an additional need for benches at the Memorial Garden. Commissioners agreed that benches along trails and at the parks would be an alternative option and that staff should begin exploring that as a possibility. The consensus was to have the benches in the parks be consistent in color, but have a variety of bench options (i.e., benches with no back, benches with a back, and benches with a back and armrests). Staff has since inquired into additional options to determine a general pricing, what options are available, and programs that other communities offer that would be similar. In addition to the research, staff has had some internal discussion with questions such as locations, maintenance, installation, vendors, contracts, and management of the program. Staff is working to determine a more solified plan between the Parks and Recreation department, Public Works department, and Administration department to determine the requirements, expectations, and most efficient means to run the program. Currently, the plan is for staff to answer the operational level concerns prior to bringing additional information to the Parks and Trails Commission but would anticipate a plan returning for review sometime this summer. Included in the plan would be bench options for Parks and Trails Commission review, an overview of the program and operations, as well as a mockup of the form(s) required by donors to participate in the program. Attachments: None 7b. 8200 County Road 116  Corcoran, MN 55340 763-420-2288  www.corcoranmn.gov MEMO Meeting Date: April 21, 2022 To: Parks and Trails Commission From: Jessica Christensen Buck, Recreation Supervisor Re: City Park Remaster Update _______________________________________________________ During the meeting on October 21, 2021, staff brought the Parks and Trails a discussion topic on getting additional public input about the City Park remaster project. The request from staff was a recommendation to City Council to go out for additional feedback through a survey, via the newsletter, and in-person community engagement opportunities. Community engagement opportunities were originally planned to take place at a variety of locations in coordination with homeowners associations in developments, but upon further internal discussion, staff is suggesting an open house style event at City Hall on May 19, 2022 at 5:30 pm. The Parks and Trails Commission is encouraged to attend to engage stakeholders during this event. Recreation Supervisor Christensen Buck and City Administrator Beise also plan on being in attendance. The event would consist of current phase 1 maps being shown and stakeholders being invited to attend and share feedback either by survey or by expressing them verbally. At the time of this packet being printed, there are 15 responses to the online survey and staff’s plan would be to advertise the survey more in addition to advertising for the upcoming public engagement opportunity. The timeline for the City Park project is remaining consistent at this time as below: • May 19, 2022: Public Engagement Opportunity • July 2022: Feedback phase completed; survey closes • August 2022: Stantec to review and update plans/budget • September 15, 2022: Parks and Trails Commission review and recommendation • September 22, 2022: City Council review and approval • Fall 2022: Submit final plans for Hennepin County Youth Sports Grant ($300,000) 7b. _______________________________________________________ During a discussion regarding street improvements on 79th Place and turn lane improvements on County Road 116, water quality treatment and flow rate attenuation are required to meet watershed organization requirements. Current designs show a rain garden just north of the intersection at 79th Place and County Road 116 with water being retained and filtered through a sand layer with draintile. Stantec, the City’s engineer firm, provided a couple options and are requesting Parks and Trails Commission’s feedback as this would be in the linear park. Stantec has provided a layout of the rain garden option and photos of an existing “linear” treatment along Lake Independence Regional Trail in Medina. The City has not finalized the design of the linear park or trail through this corridor to date. Staff would like to get the feedback from the Parks and Trails Commission regarding what type of treatment best aligns with the vision for the trail through the linear park. Attachment 8a1. shows an option of a rain garden approximately 250’ in size. This option would not allow for much meandering of the trail, however, would be shorter in length along the linear park. Attachments 8a2. and 8a3. are examples of ditch treatment options that could potentially allow more flexibility for the trail but would extend further along the linear park. Attachment 8a4. shows a portion of the City Council packet from April 25, 2019 during the Southeast District Planning process which included discussions regarding the Linear Park. 8a. The residential development includes 85 townhomes and 44 single family units. Development plans show the development of the project in a single phase. 2. Background On November 22, 2021 Council reviewed a concept plan for the project and provided feedback to the applicant. 3. Context Zoning and Land Use The properties are zoned Single Family Residential (RSF-2) district and Planned Unit Development (PUD) district. The project includes 9 parcels. The five largest existing lots have single family homes and the remaining lots are vacant. The site is guided Low Density Residential in the Comprehensive Plan. The site is located in the Metropolitan Urban Service Area (MUSA) and the 2020-2025 phase of the 2040 Staging Plan. Municipal services are available to serve the development. Surrounding Properties Properties to the north and west are located in the MUSA, guided Low Density Residential and zoned PUD district. The properties to the north and west are part of the Ravinia neighborhood development where the land use is single family residential. Walcott Glen (22-015) 2 April 21, 2022 The site is bordered by the cities of Medina to the south, Maple Grove to the east and Plymouth to the southeast. The adjacent land uses in these cities are residential. The site is north of Hackamore Road and west of County Road 101. Natural Characteristics of the Site The Natural Resources Inventory (NRI) map identifies wet prairie wetlands on the site. The wetland delineation provided by the applicant identifies four wetlands on the site. 4. Analysis Trails and Sidewalks The Parks and Trails map in the Comprehensive Plan shows on-road trails along County Road 101 and Hackamore Road. These trails can be accommodated within the additional right-of-way or within additional easements. Permanent trail easements may be required for the on-road trail; however, park dedication credit is only given for off-road trails as shown in the Comprehensive Plan. The plans show the on-road trail along the north side of Hackamore Road. The applicant has located the trail within the site boundary to provide variability along the path of the trail. Permanent trail easements shall be required for the portion of the trail located within the site boundary. However, the final alignment of the on-road trail along Hackamore Road will be determined during the design process for road improvements. This trail realignment may result in additional tree loss along the south property line. Sidewalks are shown along public streets and they connect to existing sidewalks within the Ravinia development to the west and north. The sidewalk along Goldenrod Trail connects with the on-road trail along Hackamore Road. No sidewalks are provided on the private drives. The on-road trail along County Road 101 is not shown on plans. The applicant shall be required to show the County Road 101 trail on plans. The alignment of this trail will likely be impacted by the presence of wetlands along the east property line. If the park remains on the plans, staff recommends a trail connection between the park and the future County Road 101 trail. This connection could cross the south of lots 97 and 98 between the pond and wetland on Outlot C. The trail is not shown on the Comprehensive Plan, so no credit would be given but the connection could be one benefit of the PUD. • The Parks Commission should discuss and make a recommendation on this potential connection. Park Dedication Calculation The Parks and Trails map in the Comprehensive Plan does not indicate any parks in the area; however, there was some discussion at the Council meeting about considering a park to serve this new neighborhood. However, the applicant is proposing to dedicate a 0.46 acre park in Outlot E to the City. Walcott Glen (22-015) 3 April 21, 2022 A small playground is shown in the park which is accessible via a sidewalk connection with Goldenrod Trail to the south. The Comprehensive Plan says that neighborhood park development criteria generally includes: • An overall size of 5-20 acres. • A service area of 1/4 to 1/2 mile. • A physical geography suited for intense development. • A frequency of 1 neighborhood park per 5,000 residents The park is not shown on the Comprehensive Plan and does not meet these size standards, but the City could choose to accept the park if it finds that it will serve a community need. If the City accepts the park as a City Park, we would provide park dedication credit. If the City does not want to accept the park as a City park, the applicant could maintain the park as a private amenity for the neighborhood as part of the PUD. • The Parks and Trails Commission should consider whether to accept and provide credit for the park land dedication. Park dedication credit may be given where private parks are provided in a proposed subdivision and such space is to be privately owned and maintained by future residents of the subdivision. However, as outlined in Section 955.020, Subd. 8 of the Subdivision Ordinance, such credit may be given only for park areas within the proposed subdivision that are designated on the Parks and Trails Plan map as Neighborhood Parks. No designation is shown within this subdivision on the map and as such, no credit may be given for a private park with this development. Under the current ordinance, park dedication is required at 15% of the net pre-development area for Low Density Residential land or equivalent market value in cash. The estimated net pre-development area for this project is 32.53 acres which would require approximately 4.88 net acres of park land dedication. Wetlands on the site will impact final park dedication area calculations (net and gross) which must be provided with the final plat application. The City Council reviewed a concept plan on November 22, 2021 and generally indicated support. Staff has been preparing an EAW for the site. The City Council is expected to order distribution of the draft EAW for review and comment at the March 24th Council meeting. 2.NE District Plan and Design Guidelines (City file 21-050).
