APPROVING FINAL PLAT AND DEVELOPMENT CONTRACT FOR "KARINIEMI
MEADOWS" AT 23185 COUNTY ROAD 10 (PID 18-119-23-11-0002) (CITY FILE NO. 22=059)
WHEREAS, Nate Kariniemi ("the applicant") has requested approval of a final plat for "Kariniemi
Meadows" a rural residential plat on property legally described as follows:
Outlot A, Roehlke Addition, Hennepin County, Minnesota, according to the recorded plat
thereof.
FURTHER, that the development contract for said plat shall be completed by City staff and the
Mayor and City Administrator be authorized to execute the development contract on behalf of the
City, and
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORCORAN, MINNESOTA, that the Corcoran City Council approves the request for a final plat,
subject to the following conditions.

2. Development is subject to all the conditions of the Kariniemi Meadows preliminary plat
approval (Resolution 2022-62).
3. A development right will be applied to each platted lot. Outlot A shall contain the
remaining 4 development rights.
4. The applicant shall comply with all requirements of the City Engineer's memo, dated
October 17, 2022.
5. The applicant must comply with all requirements of Hennepin County
6. The applicant must provide cost estimates for the development contract for landscaping
and wetland buffer installation.
FURTHER, prior to release of the final plat for recording:
7. The development contract must be executed by the developer and the City and must be
filed with the final plat.
8. The financial guarantee and fees required by the development contract must be paid.
9. Park dedication is due and shall be cash -in -lieu of land and an off -road trail.

10. All permanent wetland buffer signs must be erected along the wetland buffer line as
required by Section 1050.010, Subd. 7 of the Zoning Ordinance.
a. The final locations must be approved by City staff.
b. Wetland signs must be purchased from the City.
c. Monuments and signs shall be installed prior to approval of building permits.
d. The installation of the wetland monument buffer signs according to the approved
plan must be certified by a registered land surveyor.
e. Wetland buffer planting shall be seeded with MnDOT 43-261 or 35-241 seed mix.
f. Where buffer areas are not vegetated or have been disturbed within the last 10
years, such buffer areas shall be replanted and maintained according to the
standards in Section 1050.010 Subd. 8(c) of the Zoning Ordinance.
11. The applicant must file the final plat at
approval or the approval shall expire.

15. Any request for the City to inspect the required landscaping in order to reduce financial
guarantees must be accompanied by recertification/verification of field inspection by the
project Landscape Architect. A letter signed by the project Landscape Architect verifying
plantings (including wetland and pond buffers) have been correctly installed in
compliance with the plans and specifications will suffice.
