HomeMy WebLinkAbout2022-05-26 Council Work Session Minutes CITY OF CORCORAN 1 City Council Work Session Minutes May 26, 2022 – 5:30 pm The Corcoran City Council met on May 26, 2022, in Corcoran, Minnesota. The City Council work session meeting was held in person and the public was present in person and remotely through electronic means using the audio and video conferencing platform Zoom. Mayor McKee, Councilor Schultz, Councilor Vehrenkamp, and Councilor Nichols were present. Councilor Bottema was excused. City Administrator Beise, Deputy Clerk Friedrich, Planner Davis-McKeown, and City Planner Lindahl were present. 1. Call to Order / Roll Call Mayor McKee called the work session to order at 5:30 pm. 2. Code Updates -- Residential Design Standards City Administrator Beise outlined previous code update discussions and noted work session agenda focus include consideration of residential setback standards in residential zoning districts, particular changes within districts, suggested size changes, PUDs and residential zoning code. City Administrator Beise noted mindful consideration of legal setbacks and density requirements. Council and staff discussed current difficulties within the current RSF district standards, density targets, mixing land uses and adhering to current zoning ordinance. Council and staff discussed reducing current lot size requirements to meet MUSA density requirements, noting wetlands increase difficulty in meeting density requirements. Council and staff noted PUD’s allow flexibility in meeting zoning ordinance standards and density requirements. Council reviewed side setbacks and noted a focus on specific single-family home setbacks within the 7.5-10 ft setback range. Council noted surrounding community setbacks and referenced the City of Dayton single- family low-density setbacks consist of under 60-foot width, a 7.5 ft is allowed, over 60-foot would require a 10 ft setback, with a percent standard for wider setbacks within neighborhoods. Planner Davis-McKeown noted impervious surface limits may help assist in size of homes on individual lots. Council discussed extra landscaping and setbacks, smaller lot sizes, homes located on County Roads, and noted a 100-foot setback affects both types of properties very differently. Council and staff discussed front and rear yard setbacks, and recent zoning amendment regarding RV unit storage. Council discussed buffer zones, right- of-way, and setback parcel examples. Council discussed impacts of re-guiding low-density residential building types and parcel aspect possibilities and limitations. Council and staff discussed timelines, priorities, and noted setback changes are not an immediate need. Council noted rear yard setbacks, the recent rear yard setback variance in the Ravinia neighborhood, and wetland encroachment setbacks regarding attached structures. 3.
