Annually the Parks and Trails Commission must elect a Chairperson and Vice-
Chairperson from among its appointed members to run its meetings. Both of these
positions are for a term of one year. The 2021 Chairperson was Sharon Meister and the
Vice-Chairperson was Phillip Christenson .
Although the City Code states that the commission shall "elect" a chairperson, it does
not define how that process happens. Staff recommends the Parks and Trails
Commission use the motion, second, and vote process to select both the Chairperson
and Vice-Chairperson.

Corcoran Parks and Trails Meeting Minutes
October 21, 2021 - 7:00 pm
The Corcoran Parks and Trails Commission met on October 21, 2021, in Corcoran, MN.
Present were Commissioners – Anderson, Meister, Nybo, and Strehler.
Absent were Commissioner Christenson, Dugan, and Hoffmann.
Also present were Mayor McKee, City Administrator Martens, and Recreation Coordinator Christensen
Buck.
1. Call to Order / Roll Call
Chairperson Meister called the meeting to order at 7:02 pm.
2. Pledge of Allegiance
Chairperson Meister invited all in attendance to rise and join in the Pledge of Allegiance.
3. Agenda Approval
Commissioner Nybo requested that an agenda item get added regarding the trees at Wildflower
Park, to which Chair Meister added the item to 9c.
Motion: Made by Strehler, seconded by Anderson, to approve the agenda as presented.
Voting Aye: Anderson, Meister, Nybo, and Strehler. (Motion carried 4:0)
4. Minutes
a. Minutes –July 15, 2021 Meeting Minutes
Recreation Coordinator Christensen Buck informed the Commissioners that there was a typo in the
minutes which was adjusted after the packet was printed.
Motion: Made by Nybo, seconded by Anderson, to approve the minutes with the adjustment
mentioned by Recreation Coordinator Christensen Buck.
Voting Aye: Anderson, Meister, Nybo, and Strehler. (Motion carried 4:0)
5. Open Forum
Recreation Coordinator Christensen Buck informed the Commission there were no individuals
interested in speaking.

7. Unfinished Business
a. City Park Project Public Input Discussion
Commissioner Nybo inquired about the reasoning behind staff suggesting obtaining additional public
input following the master plan preliminary design being created. Recreation Coordinator
Christensen Buck informed the Commissioners that following a conversation during the July 22,
2021, City Council meeting regarding the Diamond Lake Regional Trail planning process, staff
wanted to ensure enough planning went into the City Park Remaster. City Administrator Martens
updated the Commission that with additional projects and limited funding, the project would be
paused until more funds are acquired. Recreation Coordinator Christensen Buck informed the
Commissioners of options she would like to utilize for acquiring public input including online surveys
and in-person events. Commissioners recommended proceeding with feedback from residents.
b. Park Rules Adjustment Update
Recreation Coordinator Christensen Buck provided background information and an overview of the
rules that would be added and adjusted. Commissioner Anderson inquired about the ordinance
banning glass containers, to which City Administrator Martens informed Commissioners that many of
the ordinances would be educational opportunities rather than active citations.

presented.

8. New Business
a. Fee Schedule Exemption Groups
Recreation Coordinator Christensen Buck provided an overview of the organizations that were
previously listed as fee exemption groups and informed the Commissioners of the adjustments and
additions suggested by staff. Commissioners discussed St. John’s Lutheran School being listed as a
fee exemption group, to which Recreation Coordinator Christensen Buck informed them that they do
not have their own space to host a track meet and have not had issues when renting the park
previously.
Motion: Made by Anderson seconded by Nybo to recommend Council approval of the fee
exemption groups suggested by staff.
Voting Aye: Anderson, Meister, Nybo, and Strehler. (Motion carried 4:0)
b. Preliminary Plat and Variance Application for Skies Limit LLC “Bechtold Farm”
Recreation Coordinator Christensen Buck gave an overview of the proposed development and the
staff recommendation for park dedication on the property. Commissioner Anderson referenced
Three Rivers Park District’s planning process and reflected that he would like to take on similar
tactics for City trail planning. Commissioners agreed that the cul-de-sac easement is the best means
for the neighborhood to access the trail easement on the west side of the development.
Motion: Made by Anderson, seconded by Nybo, to recommend Council accept the two proposed
trail easements as recommended by staff and take the remainder as cash-in-lieu of land.

c. Trees at Wildflower Park
Commissioner Nybo informed the Commission that the trees at Wildflower Park were dying. City
Administrator Martens updated the Commission that he was told the trees would be replaced weeks
ago, but staff was not aware of that happening yet. Recreation Coordinator Christensen Buck told
the Commission that she would report back to the Commission upon further examination.
9. Reports/Information
a. Active Planning Applications – Informational only
Commissioner Nybo requested more information on the sign ordinances, to which Mayor McKee
informed the Commission that it would be on the October 28, 2021 City Council meeting. City
Administrator Martens informed the Commission of the construction signs discussion and an
upcoming discussion on campaign signs.
b. Recreation Coordinator Update
Recreation Coordinator Christensen Buck informed the Commission of items that she had been
working on including baseball and soccer coordination, putting together the Parks and Trails
packets, creating social media posts for the City, and organizing Night to Unite with Sergeant
Ekenberg.
10. Subcommittee & Miscellaneous Reports
a. City Council Report
Mayor McKee updated the Commission on City Council meeting topics that were discussed since
the last Parks and Trails meeting. These topics included rezoning, preliminary plat, planned unit
development application for “Amberly and Bellwether”, the Diamond Lake Regional Trail alignment,
NTIA broadband partnership grant application, City Council appointment of Dean Vehrenkamp, and
the Planning Commission appointment of Corinne Brummond. Commissioner Anderson inquired

about Corcoran wells and municipal water, to which City Administrator Martens informed the
Commission of an upcoming City Council work session on the topic.
b. Garden Club Report
Tom Anderson informed the Commissioners of Yolanda Tillman taking over as the new Garden Club
chair and the club’s plans to reach out to Bellwether, Ravinia, and homes with smaller lots to get
new, active members. Chair Meister inquired about the Memorial Garden permit requirement from
agenda item 8a., to which Recreation Coordinator Christensen Buck informed the Commissioners
that the item has since been removed from the fee schedule and is no longer applicable.
c. Park Dedication Fund
Recreation Coordinator Christensen Buck informed the Commission of the M/I Homes and Tavera
park dedication line items that had been added since the last meeting.
11. Other Business/Announcements
Recreation Coordinator Christensen Buck informed the Commissioners that there were no planning
items set on the November agenda and the Commissioners agreed to cancel the November Parks
and Trails Commission meeting.
City Administrator Martens informed the Commission that this was his last meeting that he would be
attending as he accepted a job in the City of Shoreview as their City Manager. Commissioners
thanked City Administrator Martens for his work over the years.

January 20, 202 2 marks the first Parks and Trails Commission meeting of the year.
Staff looked back at the progress the Commission made this past year and opens
discussion to the priorities for 2022. The following are some of the activities completed
in 2021:
• Reviewed Parks and Trails Commission meeting minutes from prior meetings.
• Worked on the City Park Master Plan.
• Received a presentation from the Police Department.
• Received a presentation from the Public Works Department.
• Discussed 2021-2022 winter trail maintenance expectations.
• Received multiple updates regarding Cook Lake Highlands and provided
recommendations to C ouncil for park dedication on the project.
• Discussed the memorial bench program.
• Received an update on Franzen Estates and provided a recommendation to
Council for park dedication on the project.
• Received an update on Amberley and Bellwether and provided a
recommendation to Council for park dedication on the project.
• Received regular Active Planning Applications.
• Received regular Recreation Coordinator updates.
• Received regular City Council updates.
• Received regular Garden Club updates.

In 20 22, the Parks and Trails Commission have the following priorities:
• Diamond Lake Regional Trail: Request an update from Three Rivers Park District
on progress that has been made on the trail and what additional steps are
needed from City staff, Commissioners, and City Council in 2022.
• Bellwether Open Space Park: City staff to provide updates to the Commission as
progress is made, including boardwalk design options as they become available ,
followed by a decision on boardwalk design.
• City Park remaster: Continue to find additional funding for the project, accept
additional feedback from the public through an online survey and in-person
opportunities, make a recommendation to City Council on the project, and apply
for the Hennepin County Youth Spor ts fall 2022 facility grant.
• Park Dedication Fund allocations: Acknowledge upcoming projects, project
upcoming park dedication funds, and begin allocating funds for upcoming
projects.
• Park signage: Determine the materials, locations, number of signs per park, and
aesthetics of park signs; create a finalized plan applicable to current and future
parks.
• Memorial Bench Program: Determine if more benches are necessary at the
Memorial Garden , acquire pricing for benches moving forward, and establish an
application process for the program.
• Education signs at Wildflower Park: Design, determine amount, and placement of
signage educating people of the types of flowers located at Wildflower Park.
• Development/Park Standards update: Create, submit to Council, and update the
park standards to be submitted by developers for park dedication land (including
pre-approved tree list with planting guidance).

1. Background
The Northeast District is bounded by the Corcoran border
to the north and east, the north side of Schutte Rd to the
south, and the Metropolitan Urban Service Area (MUSA)
boundary to the west. The existing Northeast District
Design Guidelines were originally adopted in 2004 as part
of the Zoning Ordinance (Appendix A) to provide direction
for how the City expects development to occur in this area.
The current district plan is attached to this report.
At this time, the plan provides minimal guidance,
particularly when compared to the Southeast District Plan.
Additionally, there are inconsistences with the 2040
Comprehensive Plan. Updating the district plan was
identified as a priority in 2021, and a development
moratorium in the NE district was enacted to allow for a
comprehensive update of the plan in addition to necessary
water infrastructure planning. In the latter half of 2021, the
City received a significant grant from Hennepin County to enable staff to move forward
with the planning process. Staff aims to identify and implement new development
standards that can be adopted in City Code prior to the expiration of the development
moratorium on June 10, 2022. These standards can then be communicated as the
City’s vision to developers, residents, and businesses as new housing and commercial
activity is brought into the area.
Staff kicked off the corridor planning process internally in November 2021 after the grant
with Hennepin County was finalized. In December, staff prepared a webpage on the
City’s website for residents to enable ongoing remote participation in the process. This
webpage (www.tinyurl.com/NortheastDistrict) provides a centralized hub of project
information that will be updated as more information becomes available as well as the
anticipated timeline for the project (including community events).
An online survey was made available to the public in the middle of December through
January 14, 2022. As of January 13, 2022, over 130 responses were received from

community members and businesses. Staff will provide a summary of the survey results
at the meeting on 1/20/2022.
A Landowners Open House was held at Hope Community Church on January 11, 2022.
All property owners within the NE district were invited to attend as an opportunity for
City Staff to collect feedback from identified “key stakeholders” within the district. It can
be difficult to gage as well as engage public interest in planning processes, so staff
would have been pleased with 30 property owners in attendance at the event. However,
the turn-out far exceeded this number before the open house officially started at 7 PM.
Staff estimates at least 100 people attended the event with many participating in a “dot-
mocracy” on various visual preference boards that covered the following topics:
sustainability/resilience strategies, parking lot & street design, commercial uses,
industrial uses, and architectural styles.
The results confirm that landowners in the Northeast District have a strong preference
for open space nature preserves, off-road trails for pedestrians and bicyclists,
residential development with a conservation component, parking lots with significant
landscaping, and high amenity street design. Scanned copies of the sustainability and
parking lot & street design boards are attached to this report.
A copy of the larger 2040 Comprehensive Plan Parks
and Trails Map is included as an attachment for
reference. In line with the feedback provided at the
open house, the 2040 Comprehensive Plan identifies
an open space park that will be acquired (along with the
neighborhood park also indicated) as a part of
Bellwether. The prevalence of parks in the NE district is
based on the current population forecast for the area.
At this time, staff does not believe planning for
additional parks in the district is necessary. This will be
evaluated ongoingly as Corcoran’s growth continues.
Staff would like to hear from the Parks and Recreation
Commission on the following identified key issues to
help inform the plan as it moves forward. This provides
an opportunity to guide the details of the broad
framework already established by adding to the insight
gained by the community survey and open house, as
well as identify amenities believed to be missing.
2.Summary of Key Issues
Staff identified the following key issues for the Parks and Trails Commission to provide
feedback on:

Parks and trails will be provided in the NE District plan as shown in the Comprehensive
Plan to serve the residents of the district and the larger community. Consistent with the
feedback provided, a number of off-road trails are included in the NE District. Trail
connections are planned for County Road 116 and County Road 30. Trails and
sidewalks will connect neighborhood retail and public spaces to the adjacent residential
neighborhoods. The City of Corcoran already requires sidewalks on one side of the
street with new subdivisions. As a part of the internal work completed by staff to date,
some new street connections were identified. A plan-in-progress of the newly proposed
street layout is enclosed as an attachment.
With the potential new streets identified, does the Commission feel there are any streets
in particular that should have sidewalks and/or trails on both sides of the street? Staff
would like feedback regarding the location of on-road trails in particular.
Park Amenities
The neighborhood park dedicated as part of Bellwether will be planned in the
foreseeable future, possible within the next year. Does the Commission believe there
are certain park amenities to prioritize? This could be elements such as pavilions, shade
structures, benches, all-inclusive playgrounds, etc.
Sustainability and Resilience Guidelines
Community feedback to date has overwhelmingly indicated preservation of natural
resources as a top priority. While it will not be possible to develop without impact to
some natural resources, the City does have options to preserve as much as possible.
Rather than implement a preservation requirement, there has been some discussion on
incentivizing preservation of high value resources.
Do Commissioners have any thoughts on potential strategies/incentives staff should
consider implementing within the NE District?
Other sustainability and resiliency strategies being considered by staff include
development standards for more landscaping within parking lots to minimize impervious
surfaces, establishing parking standards for bicycles, and installation of electric vehicle
charging infrastructure in public spaces, public streets, and/or as a standard in
commercial/industrial parking lots.
Does the Commission have any thoughts on moving forward with these strategies?
What are the Commission’s thoughts on solar versus wind energy regulations? How
about guidelines that create architectural standards for water and energy efficiency
within buildings? Is there any desire to encourage the use of urban farms (aka
community gardens)? Are there any other strategies that the Commission would like
staff to consider?

process, particularly on the topics of sidewalks and trails, park amenities, and
sustainability/resiliency strategies. Staff looks forward to an open discussion on January

Descriptions and Recommendations for District Specific Design Standards
District Plan follows:
NORTHEAST DISTRICT DESIGN GUIDELINES
At one of the major entrances to the City of Corcoran, the Northeast District Plan
establishes a gateway to the community that reflects the City’s rural character. The plan
offers opportunities for expanded tax base, jobs and services by taking advantage of Maple
Grove’s nearby higher density development. The primary entry into the Northeast District
is County Road 30, where a mixed-use PUD (planned unit development) will combine a mix
of low and medium density residential with mixed-use commercial, including
neighborhood retail, service retail, commercial and office uses. The edge of the district
along County Road 101 is planned primarily for high quality business parks, with some
destination commercial or retail uses closer to the County Road 30 intersection.
General Site Development
x The commercial area along County Road 101 should be designed as high quality
business parks, with appropriate office, commercial and light industrial uses.
x Retail uses should be limited to the commercial area indicated near the County Road
101 and 30 intersection or included within the County Road 30 mixed-use PUD area.
x Within the PUD, residential development should provide for life-cycle housing for
empty nesters, retirees, and first-time home buyers with a range of housing types
(condominiums, townhouses, and single-family attached) and densities.
Streets, Trails, Parks and Public Amenities
x County Road 30 is a major entry point into the City of Corcoran, which warrants a
unique design treatment as it meets County Road 101; this intersection should be
developed as a “gateway” with significant landscaped open space and appropriate

The following is a summary of project status for current, active projects:
1.Vacation of Cain Road Right-of-Way (ROW) (city file 21-022). The City Council voted to commence
the vacation process as requested by Michael Galbraith to remove an easement containing an
unimproved portion of Cain Road adjacent to his property at 20700 70th Avenue. The item was
reviewed at the August 12th meeting, but did not have a 4/5 vote and will be brought back to Council at
a future date when a full City Council is available.
2.Zoning Ordinance Amendment for Assembly Uses (city file 21-034). At the June 24th meeting, the
City Council discussed removing assembly uses in low residential zoning districts within the MUSA.
Staff was directed to proceed with a Public Hearing. The Planning Commission and City Council
reviewed options and provided direction to staff. A public hearing is scheduled for the December 2nd
Planning Commission meeting and Council action is expected on December 23rd.
3.Site Plan, Conditional Use Permit and Preliminary Plat for Saint Therese Communities on the
property located at 8200 Co Rd No 116 (PID 24-119-23-23-0001) (City File No. 21-042). St.
Therese is requesting approval for a preliminary plat of the city-owned property to create a parcel for
the new St. Therese campus with a mix of independent, assisted living, memory care and skilled
nursing units. The site plan and conditional use permit for the project will be reviewed with the plat.
The application was reviewed at a public hearing at the November 4th Planning Commission and
approved at the November 22nd City Council meeting. An extension to the purchase agreement is
scheduled for the December 23rd City Council meeting.
4.Final Plat and PUD Final Plan for “Tavera 3rd Addition” (PID 35-119-23-44-0004) (city file no. 21-
044). The final plat for phase 3 includes 134 townhomes. The application is scheduled for the
January 6th Planning Commission and January 27th City Council meetings.
5.Preliminary and Final Plat for “Magnan Acres at 9257 Trail Haven Road (PID 09-119-23-44-0017,
16-119-23-11-0001 and 16-119-23-11-0002) (City file no. 21-046). The applicant is requesting plat
approval to plat two existing lots and one unbuildable outlot into two lots. The final plat application is
incomplete. The preliminary plat is scheduled for the January 6th Planning Commission and January
27th City Council meetings.
6.Zewde Wetland Waiver (28-119-23-21-0001) (city file 21-049). The applicant has requested a
wetland delineation waiver for a future preliminary plat. The request is scheduled for City Council
action on December 23rd.
7.NE District Plan and Design Guidelines (City file 21-050). The City received a planning grant from
Hennepin County. Staff is developing a work plan to update these standards and hopes to kick-off the
Agenda Item 10a.

work plan this month and create a plan for adoption in May prior to expiration of the moratorium on
June 10, 2022.
8. Municipal Separate Storm Sewer System (MS4) Ordinance Amendments (city-initiated) (city file
21-051). Planning and Engineering staff have been working on ordinance updates required to comply
with State MS4 standards. The ordinance amendments are scheduled for a public hearing at the
Planning Commission on January 6th and City Council action on January 27th.
9. Minor Site Plan Amendment for Lithgow Automotive at 20055 75th Ave N (PID 26-119-23-11-
0037) (City File 21-055). The applicant has requested a site plan modification to modify the approved
landscaping/fence plan. This item is scheduled for City Council review on December 22nd.
10. Final Plat and Final PUD Development Plan for “Cook Lake Highlands” at 19220 CR 10 (PID 25-
119-23-14-0002) (City file 21-057). Trek Real Estate has submitted the application and staff is
currently reviewing for completeness. The item is tentatively scheduled for the February 3rd Planning
Commission and the February 24th City Council meeting.
The following projects were recently acted upon and will be closed out:
1. Preliminary Plat and Variance for “Bechtold Farm” at 10165 Bechtold Road (PID 05-119-23-44-
0001 and 0811923110007) (city file no. 21-030). Skies Limit LLC has requested approval of a
preliminary plat and variance to create 12 lots on 115.61 acres. The variance is to allow a lot with
frontage on an unimproved public right-of-way. The item was reviewed by the Parks and Trails
Commission on October 21st, by the Planning Commission at the November 4th public hearing and City
Council approved the request on November 22nd.
2. Kariniemi Sketch Plan for 23185 County Road 10 (PID 18-119-23-11-0002) (city file no. 21-033).
The applicant has requested Council feedback on a concept to reguide/rezone part of the property
from residential to commercial to create a mix of commercial and residential lots. This item was
reviewed by the Council at the August 26th meeting. The applicant submitted a different plan that was
reviewed at the September 23rd meeting. A third concept was reviewed by the City Council on
November 22nd.
3. Zoning Ordinance Amendment to update the Non-Conformities Section (city file no. 21-041).
This is a City initiated effort to bring Section 1030.010 (Non-Conforming Buildings, Structures, Uses
and Lots) of the Zoning Ordinance into compliance with State Statutes. This item was reviewed at a
public hearing at the Planning Commission and approved at the November 22nd City Council meeting.
4. Sketch plan review for Corcoran Highway 55 Business Park at 6210 Pioneer Tr (PID 32-119-23-
34-0013, 32-119-23-43-0005 and32-119-23-43-0006) (City file 21-047). John Rausch has requested
concept plan review for approximately 500,000 sq. ft. of industrial on 55 acres. The application was
reviewed at the November 22nd City Council meeting. The next step would be completion of an
Environmental Assessment Worksheet.
5. PUD Sketch plan review for Pulte Homes of Minnesota, LLC at the NW corner of CR
101/Hackamore (PID 36-119-23-44-0013, 36-119-23-44-0009, 36-119-23-44-0008, 36-119-23-44-
0010 and 36-119-23-44-0014) (City file 21-048). Pulte has requested sketch plan review for a mixed
residential development with townhomes and single family homes. The application was reviewed by
the City Council on November 22nd.
6. Lohn Solar Site Plan Amendment at 9735 Tamiami Trail (city file 21-053). A request was
submitted for a freestanding solar array. The item was returned to the applicant.
7. Dish Wireless Site plan amendment at 20140 CR 30 (city file 21-054). A request for modification on
an existing tower has been submitted and is being reviewed for completeness. This item was
administratively approved.
8. Certificate of Compliance for Tom and Tonya Koopman at 20825 Sunny Hill Lane (PID 10-119-
23-41-0009) (city file 21-056). A certificate of compliance to allow a metal building was
administratively approved.

opened spring registration for residents (1/10), opened spring registration to all
(1/18), monitored registrations, an d answered questions from parents/guardians
for the 2022 season.
• Holiday Toy and Food Drive: Attended meetings with Loretto Fire and Corcoran
PD involving logistics, created promotional materials for the event, reached out to
loc al organizations about their potential involvement, created a ma p for the
event, and canceled the even t due to weather.
• Ice Rinks: Accepted applications for ice rink attendants, interviewed, scheduled,
trained, and supervised ice rink attendants, and updated the weather line to
reflect usable hours.
• Program Coordinator Position: Finalized timeline for the hiring process , created
the position profile, ensured job description and position profile were posted to
various platforms, created scoring sheet to score applications, and organized
week-by-week overview of tasks for the Program Coordinator to complete .
• Night to Unite: Worked with Public Works and the Police to discuss what Night to
Unite 2022 will look like and establish a bu dget for the event.
