Charter Commission Minutes
Thursday, November 9, 2017 – 6:00pm

The Corcoran Charter Commission met on November 9, 2017, at City Hall in Corcoran,
Minnesota. Present were Commissioners Asleson, Cossette, Gmach, Kluck, Lother,
Russell, Theis, and Tilbury.
Also present were City Administrator Martens and City Clerk/Administrative Services
Coordinator Beise.
1. Call to Order
Commission Chair Lother called the meeting to order at 6:05 pm.
2. Pledge of Allegiance
Commission Chair Lother invited all in attendance to rise and join in the Pledge of
Allegiance.
3. Approval of Agenda
Motion: made by Kluck, seconded by Russell to approve the agenda as presented.
Voting Aye: Asleson, Cossette, Gmach, Kluck, Lother, Russell, Theis, and Tilbury
(Motion carried 8:0)
4. Open Forum
No persons were present for Open Forum.
5. Approval of Minutes
a. Draft Minutes of October 27, 2016 meeting
Motion: made by Gmach, seconded by Asleson to approve the October 27, 2016 Draft
Minutes as presented.
Voting Aye: Asleson, Gmach, Kluck, Lother, Russell, Theis, and Tilbury
Abstain: Cossette
(Motion carried 7:0)
6. Unfinished Business
No unfinished business was presented.
7. New Business
a. Review of Officers Terms
The commission reviewed the terms.
b. Review of Correspondence
No correspondence was received.
c. Commissioner Term Update
The Commission discussed commission appointments, advertising for appointments and
that the preferred number of commissioners is nine. Commissioners Cossette and Kluck
indicated they would not be seeking reappointment. City Clerk/Administrative Services
Coordinator Beise noted applications would be sent to current appointees and staff will
advertise for appointments in the upcoming newsletters.
d. 2018 Charter Commission Annual Meeting Date
Motion: made by Asleson, seconded by Theis to accept the either October 11 or October
25, 2018 as the meeting date.
8. Unscheduled Items
The Commission welcomed new Commissioner Russell to the Commission.
9. Adjournment
Motion: made by Gmach, seconded by Kluck to adjourn.
Voting Aye: Asleson, Cossette, Gmach, Kluck, Lother, Russell, Theis, and Tilbury
