County of Hennepin State of Minnesota CITY OF CORCORAN RESOLUTION 2010-15 MOTION BY: SECONDED BY: RESOLUTION ACCEPTING COUNTY AGREEMENT TRANSFERING JURISDICTION OF DESCRIBED PORTIONS OF CSAH 101 AND CSAH 10 WHEREAS, a portion of County State Aid Highway No. 101 (CSAH 101) lies within the corporate limits of Corcoran, AND WHEREAS, a portion of County State Aid Highway No. 10 (CSAH 10) lies within the corporate limits of Corcoran, AND WHEREAS, the County of Hennepin and the City of Corcoran have agreed on the jurisdictional transfer to the City of Corcoran those described portions of CSAH 101 and CSAH 10 that lie within the City of Corcoran, AND WHEREAS, the County has agreed to revoke the County State Aid No. 101 designation as follows: Beginning at a point on CSAH 101 (Brockton Lane) approximately 100 feet south of the SW Corner of Section 30, Township 119, Range 22, said point being on the municipal boundary between the Cities of Maple Grove and Corcoran, thence northerly, easterly, and northerly along the existing alignment of CSAH 101 a distance of 1.19 miles to a point on CASH 101 (Troy Lane) approximately 4650 feet north and 2465 feet east of the SW Corner of Section 30, Township 119, Range 22, and there terminating, AND WHEREAS, the County as agreed to revoke the County State Aid No. 10 designation as follows: Beginning at the easterly intersection of CSAH 10 (Bass Lake Road) and CSAH 101 (Troy Lane), the southeasterly along the existing alignment of CSAH 10 a distance of 0.62 miles to the intersection of Bass Lake Road and Peony Land and there terminating, AND WHEREAS, the County of Hennepin and the City of Corcoran have agreed on the designation of CSAH 101 as follows: Beginning at a point on CSAH 101 (Brockton Lane) approximately 100 feet south of the SW Corner of Section 30, Township 119, Range 22, said point being on the municipal boundary between the Cities of Maple Grove and Corcoran, thence in a generally northeasterly direction a distance of 0.98 miles to a point on Troy Lane, said point being approximately 4650 feet north and 2465 feet east of the SW Corner of Section 30, Township 119, Range 22, and there terminating AND WHEREAS, the County of Hennepin and the City of Corcoran have agreed on the designation of CSAH 10 as follows: Beginning at the intersection of CSAH 10 and Brockton Lane, thence in a generally southeasterly direction a distance of 0.84 miles to the intersection of CSAH 10 (Bass Lake Road) and Peony Lane, and there terminating, NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Corcoran that the above revocation and designation of CSAH 101 and CSAH 10 are in all things approved VOTING AYE VOTING NAY Guenthner, Ken Guenthner, Ken Gmach, George Gmach, George Hudok, Christopher Hudok, Christopher Milbrandt, Rosalyn Milbrandt, Rosalyn Thomas, Ron Thomas, Ron Whereupon, said Resolution is hereby declared adopted on this 8th day of April, 2010. ____________________________________ Kenneth Guenthner, Mayor ATTEST: ____________________________________ Daniel Donahue, City Administrator/Clerk City Seal City of Corcoran 7a i. DATE: April 14, 2010 SUBJECT: Preliminary Findings--Transportation Summary The TIF project had a goal of defining ROW needs and transportation analysis for increased density into Corcoran to plan for future growth. The attached figures and narrative below show that a 4-Lane roadway with right and left turn lanes is required. The typical ROW for this cross section in developing areas (like Hustead development in Maple Grove) is 220 feet +/-. Transportation The attached Table 1 shows the basis for a large increase in average daily traffic (ADTs) being generated from Corcoran. The table shows that Hennepin County used 194 acres of 2020 Land Use data in its transportation model of the four Traffic Analysis Zones (TAZs). This will increase 16-fold to 3,100 acres of buildable land for 2030. The term “buildable” was calculated as Gross area - (National Wetlands Inventory) – (Green space Corridor). The ultimate buildout acreage will vary since ROW will be deducted but the NWI area tends to shrink upon development when defined wetland inventories are conducted and some building will occur in Greenspace Corridors. However, the value shown of 3,100 acres is reasonable for transportation planning. County and Maple Grove Planning Two attached figures show the County plan values of 25,500 ADT at the Corcoran border. Again it’s important to note that this value was arrived at using 194 acres in the Downtown Corcoran area. Wenck transportation staff will re-confirm this data prior to publishing final report. A figure from the Maple Grove Comprehensive Plan is attached and shows that as the 25,500 ADT figure “crosses into” Maple Grove, it is distributed north, south, and east along the CR101 and CR 10 network. Road Cross Section and ROW The three questions needing to be answered for planning transportation into Downtown Corcoran are: 1. How many lanes? 2. What is the ROW? 3. What is the alignment? The analysis performed to date answers the first two questions and the Corcoran Comprehensive Plan Transportation Chapter (attached Table 21) shows that a 4-lane with turn lanes is necessary which has a typical ROW of 220 feet to allow for utilities, paths, etc. This value will be confirmed with final report and utility corridor analysis. TH 55 through Corcoran is a two-lane roadway with by-pass lanes. It is assumed that TH 55 is a two-lane facility with left-turn lanes to evaluate the planning LOS. The existing roadway network was compared to the values on Table 20 to obtain the existing daily planning LOS estimates. Figure 20 shows the current planning LOS values per road segment. As shown in that figure most of the road segments analyzed are currently operating at satisfactory conditions. The exceptions are CSAH 30 (97th Avenue N) between CR 116 and CSAH 101, CR 116 south of Larkin Road, and TH 55 through Corcoran, which are all at LOS E. DATE: April 14, 2010 SUBJECT: Preliminary Findings—Water Supply Summary The TIF project focused on transportation corridors and preliminary results are presented in separate memorandum. A parallel outcome for the TIF project is to plan for a utility corridor to bring water and sewer into the Downtown area from the border of Maple Grove (Lions Park area). Utility Corridors Two potential corridors are shown overlain on the 2030 Land Use. The purpose of the markups is to show that the highest number of “existing potential users” is south of CR10, while the highest number of “new users” is north of CR 10. This “high level” discussion of corridor routes allows the Council to discuss the initial goal of utilizing TIF funds for beginning sewer and water service in Corcoran. Water Supply The second attached figure shows the southern two connections to the Maple Grove network. Two additional connections to the north are also in Maple Grove’s model, however not shown for this study area. “Day One” Water Pressure for Downtown Corcoran A software model (WaterCAD) was received from Maple Grove and executed for a planning scenario (Day One) assuming: Extending the 24-inch pipe into Downtown Area, No tower, and No booster station. Preliminary Findings The water pressure in the Downtown Area will be at the lower range (40 to 45 psi) with no booster station. This finding is positive in that existing users in the Downtown area could have water supply, although at the lower end of pressure range, by extension of a pipe into the area. Additional model runs will be discussed at the Council meeting. Booster Station Timing The addition of a booster station to the TIF project is also a reasonable approach since new development would likely request, require, or “trigger” the need for additional pressure. The challenge for Corcoran in waiting to construct the booster station upon development is creating a revenue source to repay bond costs and operation and maintenance costs with only limited users at startup. Administrator Donahue suggested starting the budget process the end of May. b. 2010 Legislative Budget Impact Administrator Donahue presented the possibility of additional supplemental aid cuts by the state. The amount of possible cuts will not be known until the legislature adjourns mid May. Administrator Donahue will participate in a LMC webinar to gather additional information on the possible state cuts. Administrator Donahue will continue to keep the council advised of information as it becomes available. c. P & T Commission Councilor Gmach updated the Mayor on the P&T business item regarding hiring a consultant to assist with ordinance updates. This item will be on the 4/22/10 council agenda. d. 2010 Election Update Administrator Donahue presented information regarding the election date changes based on the MOVE legislation. Councilor Gmach asked about the city’s position on a mayoral primary. Administrator Donahue indicated the city attorney’s opinion is that Corcoran is not required to have a mayoral primary. Administrator Donahue will discuss mayor primary requirements with the city attorney and invite him to the 4/22/10 meeting. As a result of the 2008 election issues cities are now required to form an Absentee Ballot Board to manage the absentee ballot process. e. Tennis Court Maintenance Superintendent Meister indicated there is minimal time and funds necessary to maintain the city tennis courts. There may be a need to resurface in a few years. 10. Unfinished Business a. Building Fees-Geothermal Permit Administrator Donahue presented the calculations used to determine the permit fees paid by the city for the City Hall Geothermal heating system. Councilor Thomas requested detailed documentation to support all MnSpect future invoices similar to data provided by other city contractors. Scott Qualle addressed the council with a desire to come back at a later date to address the building permit fee process. Mr. Qualle further indicated that MnSpect is bound by the administrative section of the state building code. b. City of Corcoran County of Hennepin State of Minnesota CITY OF CORCORAN RESOLUTION NO. 2010-17 Motion By: Seconded By: RESOLUTION SPONSORING THE NORTHWEST TRAILS ASSOCIATION TO ACQUIRE STATE OF MINNESOTA DNR FUNDING WHEREAS, the City of Corcoran desires to establish a public snowmobile trail in furtherance of its public recreation program; and WHEREAS, the Northwest Trails Association has asked the City of Corcoran to act as a sponsor to help acquire, construct, and maintain its trails; and WHEREAS, the Northwest Trails Association has indicated it will help and assist the City to acquire, construct, and maintain said trail; and WHEREAS, the State of Minnesota offers financial and technical assistance to the City for the construction of an approved trail; that the trail sponsored by Corcoran would be known as the Snowmobile Trails of Northwest Hennepin County. NOW, THEREFORE, BE IT REOLVED BY THE CITY OF CORCORAN: 1. the City of Corcoran shall apply to the State of Minnesota, through the Department of Natural Resources, for financial and technical assistance in accordance with the laws, rules and regulations governing said assistance. 2. If said assistance is granted, the City of Corcoran shall contract with the Northwest Trails Association for the acquisition of the necessary interests in land and the subsequent construction and maintenance of the trail. 3. With the exception of the financial assistance provided by the State contract with the City, the City of Corcoran shall not be liable for any costs incurred by the club. To: City Council From Dan Donahue Date: April 12, 2010 CC: Pat Meister, PW Superintendent Sub: Public Works Facility I would like to provide additional information and analysis on the question of developing a Public Works Facility in the City of Corcoran. The city received a report in 2006 from the Council appointed Public Works Facility Search Committee chaired by resident Rickey Ravnholdt. This memo will update that report by offering additional data on existing buildings, there size, adequacy, condition, and other pertinent factors. I will also present information on needs (both present and future), ideas to meet those needs, and on options that are presently open for consideration. What exists at this time Currently the city owns a 1 acre site on Cain Road on which there are three buildings and other related assets • A 90-100 year old former School House/City Hall which serves the purpose of an office, storage facility, and as a personnel lockers. • A 3200 sq ft Shed (40 x 80) for equipment storage and equipment maintenance. • A salt/sand Storage temporary building approximately 50 x 50 • Several fuel and oil tanks • In various location around the site are miscellaneous outside storage of seasonal equipment PW also uses three other facilities around the city for storage of equipment. Little maintenance is undertaken at these building as there is no capacity of the use of tools, etc. Each is privately owned, offered to the city on a no cost basis, with no formal agreement, with little security, and no control of the facility. The private buildings are: • 32 x 180 (5800 sq ft) • 36 x 60 (2200 sq ft) • 50 x 80 (4000 sq ft) Total current capacity of all building is approximately 15,000 sq ft. All four sites are fully utilized and at full capacity. There exists no room for additional equipment, maneuvering and setup for existing equipment, adequate space for maintenance of existing equipment, inadequate fire/safety systems, no alarm systems for fire/unauthorized entry, and no written agreements with property owners for anything. Agenda 9a.i. What is needed in the near future? The city is expecting population in 2030 to be approximately 20,000 from today’s population of 6,000. Serving the needs of today’s community requires a PW facility of around twice what is currently in place, or about 30,000 sq. ft. Serving a population of around 20,000 requires about a 40-45,000 sq ft. This is based upon facility studies and/or actual construction by the cities of Medina, Rogers, and Dayton. All are of similar size and 2030 population projection as Corcoran. A PW site would require from 10-15 acres to accommodate a facility. The City of Rogers facility is situated on a 13 acre site. Our city staff is well acquainted with the Roger’s PW staff and their use of their facility. Our staff believes that the size of building and the size of their site could accommodate the Corcoran needs to 2030 and well beyond. What assumption should we consider? • Buy rather than rent. Costs allocated differently depending on what we are buying. Rent is a General Fund expense within any property tax levy. Buying with bond financing is not subject to any limitation of the property tax levy limits. Also, renting keeps the city in a “no control” mode which is the current situation with the chance of all of the above circumstances continuing to play out. • Current building(s) present an unsafe environment for city staff, the property owners offering the current facilities, and neighboring property owners. I believe that many life/safety codes need to be addressed and we need to comply. • Current PW staffs are subject to an inadequate work environment that does not meet minimum standards. Conditions include a hazardous building (old school house/city hall) that fails by several current building, electrical, plumbing, air quality codes and by general standards as to acceptable workplace hazards. • City should have a facility located in the city and somewhat centrally located. Corcoran is large at 36 sq miles. Efficient uses of resources and energy point to a central location. The citizens will probably require that this facility be located within the city. I know of no full service city in the metro that has a PW facility located outside of its boundaries. • Build now for the future. Size correctly for the expected growth of the city. • Build for eventual relationship with fire departments serving the city or for a city fire department. A central PW facility can and should serve some function for this public safety response in the future. There will be an increasing need as the city develops for added facilities to support the fire services and meeting their response requirements. Adding space at the PW Facility greatly enhances this future requirement. • Security built into a PW Facility is a requirement that every city must address. Federal and state guidelines mandate that cities secure all public facilities including PW building. Every city asset must help secure the welfare and safety of citizens, and every asset must be adequately protected so that it can respond as intended. Agenda 9a.i. Options Staff has identified five options at this time. Each is to be looked at with the above information in mind and also by considering: • Cost • Pros/Cons • Community buy in and acceptance • Difficulty in implementing The five options are: 1. Do nothing. Given the above, this is not an option. 2. Ebert Facility. Co. Rd. 10 & Co. Rd. 19. Current building is a large vehicle storage and maintenance facility a. 7500 sq ft on a 2 acre site b. Short term solution due to limited size and little if any expansion capability c. Does not really solve overall need but does offer a partial solution for an up to date safe building site to replace up to two of the existing buildings 3. Dobizenski Facility. Co. Rd.10 & Co. Rd. 19. Current building has about 3000 sq ft of shared garage available. Also, site has buildable pads on which to locate new construction. a. Shared facilities not acceptable for above stated reasons b. Long term expansion to 40-45,000 sq ft questionable c. Not centrally located 4. Shared Facility with Medina. Share with Medina and Loretto Fire a 136,000 sq ft building located south of Hwy 55 and Willow (about ½ mile south of Corcoran Boundary). a. Outside of city is going to be perceived as a problem b. Cost saving probably not there-Building in $2.5-$3.0 million range with additional $1.0-$1.5 to alter. c. Problems responding in a timely manner d. Many workarounds to making the facility work 5. Find Property and Build a. Central location b. Control our options and destiny c. Probably the long range low cost option d. Could probably develop in stages e. Excellent models of facilities on which to develop f. City may have some options as to swapping existing property Each of the five options needs to be much better analyzed as to the pros/cons, benefits, costs, meeting city vision/goals, and acceptability by the citizens. My big recommendation is that we should do something soon due to the increased risk/liabilities we are putting ourselves into by providing a vital/required public service that is back by substandard facilities. Corcoran Police has applied for this grant. Center Point Energy will be awarding these grants over the next few weeks. Our needs focused on the Volunteer Police Reserve Program, which requested matching funds for; Automated External Defibrillator (AED), Positive Pressure Oxygen kit and Medical bag with supplies. Grant amount requested from Center Point Energy is $1,150 and with the city matching funds of $1,150. Should the City be fortunate to receive this grant, the matching funds would come from CIP funds as part of our 2010 squad car build-up. State of MN, Office of Traffic Safety / 94% - 6% Matching Fund Grant for In-Car Camera System The Federal Government awarded the State of MN, Office of Traffic Safety approximately $2.5 million as part of the incentive for the primary seat belt law which was past last year. MN OTS chose to in turn push those funds back to public safety in the form of “in-car cameras” for patrol squads. Primary target is agencies which currently do not have in- car camera system. A few benefits of “in-car camera” systems; • Enhance Officer Safety • Recording an unbiased and accurate version of the traffic enforcement action & public contacts • Assisting in the investigation of alleged conduct violations & personnel complaints Staff Report / Police Department— Page 2 • Promoting positive officer behavior and compliance with departmental policies and procedures • Provide supportive documentation in lawsuits and protect the officer and city from liability claims The department is applying for five (5) in-car cameras @ est. $5,000 each. The est. total grant is $25,000 and city matching funds is est. $300 per squad for installation. The two grants are from 1000 Friends and the State DNR. The 1000 Friends Grant is to be used for the implementation of the Com Plan and the DNR Grant is to be used for updating ordinances that manage and preserve the natural resources of the city. The intent of the plan is to integrate efforts by staff and city planners to whereby the two grants plus some budgeted city funds will work together to achieve the satisfactory outcomes that are consistent with the city councils vision/goals and with the two grant awarding bodies. In summary, the plan is as follows: • There is available $55,000 in funding for 2010 to accomplish the plan. 1. $10,000 from the approved 2010 City Budget 2. $21,000 from the 1000 Friends (CGO) grant 3. $21,500 from the DNR grant • The two grants together require $15,000 in matching funds (DNR-$9,000, CGO- $6,000). • The matching funds will be made up in part by: • Applying a part of the 1000 Friends funds to the DNR match requirement • Using some of the $10,000 city funds • The plan breaks down the ordinance update effort into five group areas: 1. Greenway and tree/landscaping preservation 2. Open Space Preservation & growth mgmt 3. Updating Zoning map, Use Districts, and Subdivision Ord. 4. Creating new mixed use zoning districts and updating the PUD Ord. 5. These are for the most part also required in the plans of the two grants • If there is time and resources still available, there is an additional 15 tasks also identified by in the category of “maybe” or “it would be nice to do.” Background I have been working with City Planner Kendra Lindahl and the Planner from Bonestroo, Tina Goodroad to take the direction from the council and fashion a plan that meets the council’s goals of updating the city ordinances and stays within the city budget. The following are difficulties to be met in order to achieve the plan objectives: • Financial reporting must be sufficiently detailed in order to meet the requirements of the two grant making agencies, the city council’s overall objective of staying within budget, and provide for sufficient forecasting in order to determine where the plan’s performance (and budget) is at any point in time. • Coordinating the efforts of the two consulting staff members so that they are function together and working efficiently. Those efforts then must be synchronized with that of staff, committees, and any other identified groups that will be in the process. • There are many assumptions’ within the plan but the most important is that the many stakeholders in the community (council, commissions, property owners, citizens, business owners) can reach consensus in order to meet the deadline and agree on the recommended outcomes of the some 27 task area. • Most of the 27 task areas must be implemented nine months after the final adoption of the 2030 Comprehensive Plan. This adoption will most likely occur in April of this year. The updates then should be in place in January or February of 2011. I will do a short presentation at the council meeting that hopefully will present a clear picture of this effort and outlines what has to be done within time limits and within budget. Chair Krueger called the meeting to order at 7:00 PM in the Corcoran Council Chamber 2. Approval of Agenda. Agenda approved by consensus. 3. Discussion of TDKA Proposal of March 23, 2010. Extensive discussion followed on the TDKA consulting proposal and the scope of work outlined in the document. Commissioners discussion focused on the specific subtasks and the appropriateness of undertaking them and who could provide the best service to the city at the most economical cost. The Commission decided on the following: Under Task A-Update Comprehensive Park and Trails Plan and System Map, of the TDKA Proposal, the Commission took the following action: Motion: Krueger/Robran to recommend to the council that Tina Goodroad undertake the tasks outlined in Sherri’s proposal letter under: • Review standards and policies for parks and trails planning with Parks and trails Commission. Review Parks and trails System Map and identify updates • Finalize updates to the Parks and Trails System Map and identify changes to Park and Trails plan • Complete GIS work to update Park and trails System Map • Update Comprehensive Park and trails Plan including text, policies and cost estimate tables Voting Aye: Krueger, Vassallo, Tessmer, Nybo, Robran Voting Nay: Cossette, Anderson, Dale Motion Passed 5 to 3 Under Task B-Update Park Dedication Ordinance, of the TDKA Proposal the Commission took the following action: Motion: Robran/Dale to recommend that Sherri Buss be retained for the subtasks: P & T Minutes 4-6-2010 2 • Review park dedication fee based on completion of cost estimates for Park and Trails System. Identify and discuss fee options with Park Commission, and develop recommendation for the city. • Update Park dedication Ordinance. All voted in Favor Motion passed 8 to 0 Under Task C-Develop Park and Trail Development Standards, of the TDKA Proposal, the Commission took the following action: Motion: Cossette/Vassallo to recommend to the City Council that Sherri Buss of TDKA be retained for about five hours of work to assist the Commission on refining the Park and Trail development standards; and that five addition hours be used for a yet to be identified park design professional. Chair Kruger also requested that Donahue obtain revised proposals from the two consultants to be reviewed at the regular P & T Commission meeting on April 20, 2010 and also for the City Council meeting of April 22, 2010. During the Comprehensive Planning process, Bonestroo worked with the Parks and Trails Commission to merge the 2004 Parks and Trails Plan into the Comprehensive Plan. During this time we met with the Parks and Trails Commission and updated goals and policies, mapping and text to reflect the forecasted growth and related park needs. Since this work was completed the Parks and Trails Commission identified a need to review and update portions of the Park and Trails Plan. We propose to provide the following basic services as part of this update: 1. Review standards and policies for parks and trails planning with the Parks and Trails Commission. Review Parks and Trails System Map and identify updates. (one meeting-May 18th) 2. Finalize updates to the Parks and Trails System map and identify changes to Park and Trails Plan- based on discussion from first meeting (one meeting). 3. Complete GIS work to update Park and Trails System Map 4. Update Comprehensive Park and Trails Plan including text, policies, and cost estimate tables. Present updated draft Parks and Trail map and text (one meeting). The request for this review and update is coming at a critical time in the Comprehensive Plan update as the Metropolitan Council approved the Plan (incuding the Park and Trails Chapter) on March 24th. The City has six months to make their final approval. It will be beneficial to start this work in May and conclude July to be well ahead of the September deadline. The scope of services will be completed as presented in the above tasks. Any additional work not specifically mentioned in this scope of services will be charged as supplemental services. No additional work will be completed without prior authorization by the city. 2 Payment for Basic Services For the Basic Services outlined above, the City will pay the Consultant on an hourly basis estimated not to exceed $3,950, plus Reimbursable Expenses. Consultant will not provide services nor incur expenses which would cause its charges to exceed this amount without City authorization. Payment for Supplemental Services For Supplemental Services authorized by the City and performed by the Consultant, the City will pay the Consultant on an hourly basis, plus Reimbursable Expenses. When the need for additional services arises the Consultant shall consult with the City Administrator and he shall decide if a verbal authorization is sufficient or if a written Authorization Letter is necessary. As an alternative if agreed to by both parties, the City will pay the Consultant on a lump sum basis where the amount is negotiated between the two parties. Consultant's current Standard Rate Schedule is attached. We will work closely and efficiently with the Commission to provide the desired outcome. The P & T Commission had a long meeting this past Tuesday on the proposal you submitted. The city attorney has reviewed and states there are no current ordinance that sets up the primary. A council resolution was passed on January 10, 2002 setting up a mayoral primary in 2002. This was partially in response to a Charter Commission recommendation for the primary. After that passage of the resolution, I can find no further references, minutes, agendas, or memos on the subject. The city attorney will be at the meeting to update the council on this matter and discuss. Subdivision 1.Establishing primary.A municipal primary for the purpose of nominating elective officers may be held in any city on the first Tuesday after the second Monday in September of any year in which a municipal general election is to be held for the purpose of electing officers. Subd.2.Resolution or ordinance.The governing body of a city may,by ordinance or resolution adopted at least three months before the next municipal general election,elect to choose nominees for municipal offices by a primary as provided in this section.The resolution or ordinance,when adopted,is effective for all ensuing municipal elections until it is revoked. The municipal clerk shall notify the secretary of state and the county auditor within 30 days after the adoption of the resolution or ordinance. As discussed at the 4-8-10 council meeting, the agreement with Hennepin County on the realignment of County Roads101 and 10 is on the agenda for your consideration. Vince or Kent will have a brief presentation. 8. Consent • Minutes of 4-8-10 • NW Trails Resolution. This is tha annual agreement for the NW Trails Association with the city. We receive funds from the DNR and agree to be the dispersing agent to the NW Trails Club for snowmobile trail maintenance. • Resolution 2010-16 • Resolution 2010-10 9. Staff Reports. I have written a memo which updates the Public Works search information. In your packet, I have included the original Committee Report from 2007 and the memo developed with the help of council members Gmach, Milbrandt, and PW Superintendent Meister which updates what is currently the picture on our facilities. The memo also includes info on some search assumptions, and options before the city at this time. 10. Unfinished Business. • Review of Ordinance Update Plan. I am again presenting the information on the ordinance updating efforts that I gave the council on 2-25-10. In your packet is the information from that meeting. • Parks and Trails Commission Request for Consulting Services. The Commission had a special meeting on April 6th to discuss the TDKA Proposal that you reviewed at your last meeting. At this council meeting the P & T Commission will again ask the council to consider the appointment of consultants toupdate the Parks and trails Plan in the 2030 Comp Plan. The original TDKA proposal was over $14,000. I do not have the final information in time for this packet, but the P & T Commission will consider the revised proposals from TDKA and Bonestroo at Agenda Memo – April 22, 2010 Page 2 their April 20th meeting. Those proposals will be approximately half of the original proposal. These will be presented at the council meeting. I have included in your packet the minutes of that Special P & T Commission meeting of April 6th so you can see their efforts to meet the council’s direction at lowering costs and look at overlap in ordinance update efforts. • Mayoral Primary. See my memo. 11. New Business • Dust control Hearing. The City Engineer Vince Vandertop will introduce the presentation on the hearing. The assessments will remain the same as in 2009 with some slight increase for the low level collector roads. In 2009, the city had budgeted $20,000 for this program but spent $25,000. We are attempting to get that figure back to $20,000 by conserving on the product, doing better at application, and a slight increase on those collector roads. Also, I included the 14 property owners of Shannon Lane in the assessment rolls. We had heard from a resident that he wanted to be assessed rather than give a volunteer contribution which has been done in the past. My theory is that the council can easily remove a name from the assessment rolls rather than adding a name after the public hearing.
