SEPTEMBER 18, 1997
ALL TO QMER/ROLL CALL
Mayor Larkin called the meeting to order at 7:07 p.m. Present were Mayor Larkin, Council
Members Dixie Lindsley, Ken Guenthner, and Ken Kluck. Planning Commissioners John Bucher,
Loren Kohnen, Carl Kalk, and Don Jeszewski.
Members excused: Toni Hohenstein, Cindy Patnode, Terry Zimmerman, Tom Sydloski, and Ernie
Mayers.
Member absent: Bill Glowacki
Also present was City Planner Gary Eitel.
There were 3 people in the audience at the meeting.
On a motion by Bucher, seconded by Lindsley, to approve the minutes from August 21, 1997 Joint
City Council/Planning Commission meeting.
Motion carried unanimously.
The Council and Planning Commission discussed the following:
Land Use Issues
• Merits of Clustering Housing Units
- Previous ordinance relating to basic and bonus rights
- Development patterns of the 70's, 80's, and 90's
- Designing open space through clustering
* Definition of Open Space (various perspectives)
- Preservation
Fairness to Large Landowners
- Value
- Taxes (possible legislative changes to Green Acre laws)
• Use of Transference of Development Rights
- Defining process/mechanics
- Use of multi -zoning classifications
Commercial/Industrial Development/Districts
- Merits of guiding areas of commercial and industrial development
- Hwy. 55 corridor, Hwy. 55 / Co. Rd. 19
- Burschville / Co. Rd. 19 area
- Co. Rd. 101 / Co. Rd. 30 area and Co. Rd. 101 corridor (610 & Co. Rd. 101 interchange)
transportation planning
- Co. Rd. 10 / Co. Rd. 116 - Downtown area
- Merits of a water zone to provide fire protection and enhance industrial options
- Providing land use / planning alternates
- Contingent planning based on variables
- Land use of adjoining communities and affects of outside influences
- Senior housing options and alternate minimum maintenance housing types
160 Transportation Issues
• Co. Rd. 10 / Co. Rd. 50 Intersection
- Requesting Hennepin County to install a stop sign on Co. Rd. 10
• Identification of other safety improvement projects
• Identification of possible paving projects
• Inventory of conditions and needs
• Prioritizing of projects
• Possible steps that effect or influence traffic patterns and discourage through traffic short
cutting through the community
• The previous Co. Rd. 10 and Co. Rd. 116 traffic study
There was a brief discussion on septic systems (repairs vs. replacement).
The consensus was to include septic system/wastewater issues with the next meeting on Natural
Resources and Community Facilities elements of the plan.
On a motion by Guenthner, seconded by Bucher, to set the next joint meeting for Thursday, October
16, 1997 at 7:00 p.m.
Motion carried unanimously.

On a motion by Guenthner, seconded by Bucher, to adjourn the meeting at 9:37 p.m.
