HomeMy WebLinkAbout1997-04-01 Council MinutesSPECIAL JOINT MEETING 89 CORCORAN CITY COUNCIL & CORCORAN CHARTER COMMISSION APRIL 1, 1997 CALL Tom( ORDER/ROLL CALL Charter Commission Chairman Thomas Gleason called the meeting to order at 7.05 P.M. Present were Mayor Larkin, Council Members Ken Kluck, Ernie Mayers, Ken Guenthner, and Dixie Lindsley. Also present were City Clerk Stacy Doboszenski, Deputy Clerk Judy Splett, Public Works Interim Supervisors Pat Meister and Bob Krei, HEO Clyde Bechtold, and Police Secretary Becky Beckfeld. Charter Commission Members present were Paul. Jacobs, Thomas Gleason, Robert Johnson, Brent Anderson, Anthony Ruppert, and Diane Walli. Charter Commission member excused: Gary Domstrand. There were approximately 20 people in attendance at the meeting. DISCUSSION ON ORGANIZATIONAL, PROCEDURAL, AND STAFFING ISSUES RAISED BY RECENT RESIGNATIONS OF SENIOR CITY STAFF Thomas Gleason introduced the purpose of the meeting stating that the main concerns of the Charter Commission are that the City replace the recently resigned senior staff with people or persons that fit the needs of Corcoran. There was then a round table discussion among the Council members, Charter members, City staff, and members of the audience. The following items were discussed: • Staff was asked their opinion on what they felt the current needs of the City are • Tailoring the services provided by the City staff for the type of people that reside in the community • The City needs to know what direction it is going before it can staff the vacancies • Joint staffing • The use of interns to help with the planning and zoning deficiencies • Does the City need technical help, planning and zoning help, or clerical help • Re -organizing the comprehensive plan • Hiring temporary clerical help • Check with Elm Creek and League of Minnesota Cities to see if they offer technical support, because the City is paying annual dues Ken Guenthner suggested that the City Council take formal action on the following items at the April 10, 1997 meeting: 1. Hiring temporary clerical help through a temp agency on a part-time basis 2. Retaining an engineering consultant to work with the City staff on a retainer basis to respond to technical questions 3. Having Council members serve as commissioners over the various City departments as a liaison, not as a supervisor over the department 4. That the retaining of the engineering firm and the temporary help be on an interim basis, through 1997, and the City will establish the comprehensive planning process and see were the staffing needs are and address those issues after the interim period. At this time, Mayor Larkin and Councilor Guenthner left the meeting. Paul Jacobs then requested that he be placed on the Agenda for the April 10, 1997 City Council meeting and that he will have a presentation on hiring an intern to help with planning and zoning. 90 There was more general discussion regarding the current needs of the City among audience members and members of the Council and Charter Commission.
