CALL TO ORDER/ROLL CALL
Mayor Guenthner called the meeting to order at 7:00 PM
• Members Present: Mayor Ken Guenthner, Councilors George Gmach, John Bucher, Dixie Lindsley, and Ron
Thomas (Arrived at 7:10PM).
• City Representatives Attending: City Administrator Roberta Colotti, Police Chief Paul Schutte, Public Works
Director Pat Meister, and City Engineer Vince Vander Top.
• Also Attending: Pat Puhle, Terry Theis, David Gageby, Dorothy Theis, and four residents representing Fox
Valley Drive.
PLEDGE OF ALLEGIANCE
• Mayor Guenthner opened the meeting with the Pledge of Allegiance.
APPROVAL OF AGENDA
• Motion: DL/JB; all in favor – to adopt the agenda as revised:
1) Administrator’s Report
a) Comprehensive Planning Grant – Award Notification – ADDED
b) Police Chief Contract – Completion Notification – ADDED
OPEN FORUM
• LaVern Skutley, 9405 Fox Valley Drive, requested the City Council to authorize overtime to fill the
potholes and grade his and other roads before the weather freezes them into their current condition.
• Motion: JB/DL; all in favor – to add item 7a “Old Business” to the agenda for the purpose of discussing
Mr. Skutley’s request for road work.
CONSENT AGENDA
• Motion: JB/DL; all in favor – to adopt the consent agenda with the October 26, 2000 minutes pulled for
discussion.
Approved as Consent Agenda
1) To approve claims pending payment #945-978 totaling $26,168.54 and pre-paid claims
#DW23PAY, #5839-5841, #5844-5846 totaling $48,681.53 for a combined total of $74,850.07.

• Motion: DL/RT; all in favor – to table the minutes of October 26, 2000 until November 30, 2000.
RESOLUTIONS & ORDINANCES
• Motion: DL/RT; all in favor – to adopt Resolution No. 2000-77 “Certifying the 2000 Delinquent
Recycling Fees to the Hennepin County Auditor for Collection in 2001”. Property owners making
payment before 11/30/00 will be removed from the list of certified accounts.
• Motion: RT/JB; all in favor – to adopt Resolution No. 2000-78 “For Vacation of Certain Right-Of-Way
on a portion of Lot 1, Block 3, Countryside Plaza, Hennepin County, Minnesota, located at 7604
Commerce Street in the City of Corcoran”.
• Motion: RT/DL; all in favor – to table Resolution No. 2000-79 “Setting the Fees for the City of
Corcoran”.
• Motion: DL/RT; all in favor – to adopt Resolution No. 2000-80 “Canvassing the November 7, 2000
Municipal Election Returns and Declaring Results”.

OLD BUSINESS
• At the October 26, 2000 meeting, the council directed that there be no overtime that was not either
emergency or outside funded. This directive was given in consideration of the projected budget deficit
for the year 2000. The residents along Fox Valley Drive made a request for street repairs under public
comment this evening. Public Works Director Pat Meister reported that 13 other residents had called to
request service. The problem with the roads arose from the wet weather that we had earlier in the week.
As a result of the rain, the gravel roads had many potholes and were very rough. Public Works had been
out grading and filling holes today and yesterday. However, additional time was needed to complete the
work. It was suggested that the work be completed as soon as possible because if the weather changes
and the ground freezes the potholes will be there all winter and the spring conditions may be
substandard.
In consideration of the timely nature of the roadwork that needed to be done, the City Council directed
the Public Works department to work the necessary overtime to complete the requested roadwork.
ENGINEER’S REPORT
• In September, the City Council received a petition from at least 35% of the affected property owners
requesting that Corcoran Trail East & West be improved. Tonight, City Engineer Vince Vander Top
presented an overview of the project for the council’s review. The Council was generally in favor of the
project as presented, changing only the drain tile work from general property taxes to assessment. The
Council decided to host an open house for the affected property owners on November 30, 2000 at 6:00
PM at the City Office.
ADMINISTRATOR’S REPORT
• It was reported that a three-year contract agreement had been reached with the Police Chief. The full
council will ratify the contract after it is prepared for signature.
• In consideration of the projected budget deficit the council reviewed the list of current engineering and
legal projects. The Council accepted the City Administrator’s recommendations regarding the timing of
each project, except that the City Attorney was asked to provide a cost estimate to complete the
employee handbook before any additional work is done.
• Council reviewed the preliminary five-year capital improvement plan. It was noted that a donation in the
amount of $4,000 is expected to cover the cost of the Police ATV. The proposed copier in the amount of
$15,000 was removed from the capital improvement budget. The council directed staff to present both
the $4,000 and $15,000 as a transfer to general fund reserves for adoption at the Truth-In-Taxation (T-
N-T) hearing in December, at which time the final budget will be adopted. The proposed transfer to
general fund reserves is being made because the City Auditor has indicated in the past several audits that
the City’s reserve fund is deficient.
• Council reviewed several staffing options and requested further information regarding consulting
services or shared senior level planning, to work in cooperation with a planning technician.
• The Metropolitan Council, with the support of our Sector Representative Saundra Spigner, awarded the
City of Corcoran $118,000 for the preparation of a natural resource inventory, comprehensive plan, and
three district plans. The plan prepared by the City of Corcoran is to be used as a model for other
communities experiencing similar development pressures and patterns. A special joint meeting between
the City Council & Planning Commission on November 16, 2000 will kick off this planning effort.

ADJOURNMENT
• Mayor Guenthner adjourned to a closed session for the purpose of conducting the City Administrator’s
annual review. After which the council moved Thomas/Bucher to adjourn at 9:30 PM.
