CALL TO ORDER/ROLL CALL
Mayor Ken Guenthner called the meeting to order at 7:00 PM.
• Members Present:, Mayor Kenneth Guenthner, Councilors George Gmach and John Bucher.
• Excused: Councilors Dixie Lindsley and Ronald Thomas.
• Staff Attending: City Administrator Roberta Colotti, City Engineer Vince Vander Top, City Attorney Jeff Carson,
Police Chief Paul Schutte and City Planner Cindy Sherman.
• Also Attending: Reporter Aaron Brom, Dale Lindsley, Scott Lindsley, Greg Ebert, Mrs. Steere & Nathan Steere,
and Auditor Steve McDonald.
PLEDGE OF ALLEGIANCE
Mayor Guenthner opened the meeting with the Pledge of Allegiance.
REVIEW OF PARLIAMENTARY PROCEDURE
Mayor Guenthner stated that the rules of order for the council meeting are something that you need to keep
experimenting with to find what works. Public comment will be accepted when it is factual and useful to the
discussion (i.e. historical information or information on product cost based on the speakers job experience).
Where he will draw the line is on opinion statements, which result in the speaker serving as a de-facto council
member. This type of commentary leads to a situation where whomever is loudest wins. The council will
continue to review the rules of order. The rules of conduct will be presented to the public again at future
meetings.

OPEN FORUM
• Boy Scout Nathan Steere proposed to construct a scenic overlook on city property located at 8200
County Road 116. He would build a landing deck and a pathway. The deck would overlook a pond. The
council directed him to present more detailed plans to city staff for further review. Issues to be reviewed
include, but are not limited to, handrails, ADA compliance, wetland setback requirements, footings, and
safety.

1. Minutes of May 25, 2000.
2. Claims pending payment #442-489 totaling $156,668 and prepaid claims #5292-5294 and
DW12PAY totaling $21,557.07 for a combined total of $178,225.20 as presented.
3. Monthly Budget Report.
4. Monthly Police Department Report – April 2000.
RESOLUTIONS
• Motion: GG/JB; all in favor – to adopt Resolution No. 2000-34 “Approving Tobacco, Beer, and Liquor
Licenses in the City of Corcoran, MN” as amended, eliminating Shamrock Golf Course request for a
tobacco license.
• Motion: GG/JB; all in favor – to adopt Resolution No. 2000-35 “Supporting Joint Recreational Planning
Efforts”.
Councilor Gmach suggested that the City of Hanover, whom made the request that we adopt the
resolution, be contacted about their park dedication fees.
• Motion: JB/GG; all in favor – to adopt Resolution No. 2000-32 “Adopting the Hennepin County Mutual
Aid Pact Joint & Cooperative Agreement For Use of Police Personnel & Equipment”.
AUDITOR’S REPORT – Steve McDonald
• Motion: GG/JB; all in favor – to adopt the 1999 audit as presented.
The report stated, “The results of our tests indicate that for the items tested, the City complied with the
material terms and conditions of applicable legal provision. Further, for the items not tested, based on
our audit and the procedures referred to above, nothing came to our attention to indicate that the City
had not complied with such legal provisions.” (May 11, 2000 Independent Auditor’s Report on Legal Compliance)
PLANNING REPORT – Cindy Sherman
• Motion: JB/GG; all in favor – to adopt Resolution No. 2000-29 “For a Conditional Use Permit to Allow
a Home Occupation in an Accessory Structure, on Property Located at 21636 Nystrom Lane, PID #28-
119-23-44-0013” as presented with the following modifications to the findings of fact and additional
conditions.
Findings of Fact:
#7 – Add – “The architectural design is to give a residential appearance”
#9 – Strike Entirely
Additional Conditions:
1 – No Employees
2 – Only One Driveway Permitted
3 – May not run equipment for maintenance, repair or other reasons other that the hours of 7:00 AM to 7:00 PM.
This section does not apply to the loading and unloading of equipment and running of a pickup truck or similar
vehicle.
4 – No outside storage of personal or business equipment is permitted.
(Statement of Interest: Mayor Guenthner stated that he has contracted with Mr. Lindsley for work at his home and business.)

• Motion: JB/GG; all in favor – to adopt Ordinance No. 159 “Interim Ordinance Establishing a
Moratorium on Home Occupations Within the City of Corcoran.”
It was noted by the council that the moratorium is necessary because we are close to adopting a new
ordinance governing home occupations and we need to have time to debate the policy.
• Administrator Colotti reported on the 6/7/00 Metropolitan Council NW Hennepin County Planning
Implementation Meeting. The meeting was the first of a yearlong study of the NW suburbs growth and
development. Issues relating to land use and infrastructure development will be analyzed. Two groups
will be formed; one a technical committee consisting of city staff and another a policy committee
consisting of elected officials.
Administrator reported that the City of Corcoran is pursuing grant funding from the Metro Council for
its comprehensive plan, which is required by state law. To show good faith effort it was requested by the
Metro Council that we submit at least two elements of the comprehensive plan by the end of June. The
airport and recreation elements will be presented to the city council on June 22 for approval of submittal.
ENGINEER’S REPORT – Vince Vander Top
Lake Jubert Estates Development Project
• Jubert Lane is under construction and has the rough road graded and the granular material down. Within
the next few weeks the bituminous base should be completed.
• Motion: GG/JB; all in favor – to reduce the Nedegaard Custom Homes, Lake Jubert Estates, Letter of
Credit in the amount of $252,100 be reduce to $117,645 in consideration of work completed to date.
• Council denied Lake Jubert Estates request to install streetlights, at their cost with the utility bill to be
paid for by the city. The council is generally opposed to residential streetlights as they cause light
pollution.
• Motion: JB/GG; all in favor – to initiate proceedings for condemnation of the easement areas needed for
the Rolling Hills Road project.
Vince Vander Top reported that the negotiations for easements are still in process and the process is
going well. The order to begin the condemnation proceedings is being done to allow the city to prepare
the necessary background work and maintain the construction time frame if negotiations stall at some
point later this summer. However, it is hoped by the city that a negotiated agreement can be reached.
ATTORNEY’S REPORT – Jeff Carson
• Motion: JB/GG; all in favor – to order the City Attorney to prepare a resolution, for adoption at the June
22nd meeting, ordering nuisance abatement at 10290 Bechtold Road, PID #04-119-23-32 0003.
• Motion: GG/JB; all in favor – to authorize the City Attorney to seek a restraining order to stop work at
19400 County Road 10, PID #25-119-23-13 0002, in consideration of their failure to comply with
outstanding orders and citations.
COUNCIL & MAYOR’S REPORT
• Correspondence received: Letter from Stan Chastek on the issue of conflict of interest, that he believes
the Building Inspector should be a member of Wastewater Commission.

• Council was informed that the June 27, 2000 Hennepin County transportation public hearing will not
provide an opportunity for dialogue. As a result, the Hennepin County Engineers have set up a meeting
with the City of Corcoran staff to review the draft transportation plan on July 11th at 8:00 AM at the City
Office. Council members should contact the City Administrator if they want to attend. (Limit of two
members.)
• Councilor Gmach presented the Lion’s donation of $4,500 towards the City Park pavilion roof
replacement.
• Council directed staff to seek a second Wastewater Commission member (Ken Kluck is one
representative) to attend the Surface Water Management meeting sponsored by the Northwest Hennepin
League of Municipalities on June 21, 2000 at 7:30 PM at the Independence City Hall.
• Mayor Guenthner requested that Councilor Gmach assist him in writing the sexual harassment portion of
the employee policy manual.
