HomeMy WebLinkAbout2000-06-26 Council Minutes Page 1 of 1 July 13, 2000 Adoption Prepared By: Roberta Colotti City of Corcoran Council Minutes – June 26, 2000 CALL TO ORDER/ROLL CALL Mayor Ken Guenthner called the meeting to order at 7:05 PM. • Members Present:, Mayor Kenneth Guenthner, Councilors Ron Thomas, Dixie Lindsley and John Bucher. • Excused: Councilor George Gmach. • Staff Attending: City Administrator Roberta Colotti, City Attorney Jeff Carson, City Engineer Vince Vander Top, Police Chief Paul Schutte, City Planner Cindy Sherman, Public Works Director Pat Meister and City Clerk/Treasurer Cindy Patnode. GENERAL BUSINESS Council reviewed the Theis case including the issue of dates for action and general review for purposes of the council member absent at the last meeting. It was noted that there is an ordinance governing the number of fowl a property owner can have. The council requested that staff review this ordinance to determine if it was sufficient to protect the public health, safety and welfare. 2000 YTD - BUDGET Councilor Bucher provided an overview of the budget worksheets. Administrator Colotti reviewed the various line items in the budget. Each department manager had reviewed the budget in advance of the meeting and prepared the estimated performance to complete (EPTC) for each line item. There were several areas were cuts were possible due to negotiated savings and changes in procedure that maximized efficiency. There were other areas that required increased funding based on additional goods and services being provided. It is projected that the city will spend $14,829 from its reserves if the current level of revenue and expenditures continues as anticipated. The council was generally in favor of the proposed EPTC numbers. It was proposed that staff use these target numbers vs. the 2000 budget numbers, given the significant changes made. The council requested further information on the following fees; commercial burning permit, building permit, land use, utility access, and liquor license. The City Attorney suggested that equipment certificates might be an option for the two major capital purchases made this year. The council committed to continue their monthly review of the budget as established at the first meeting of the month. The Administrator was asked to bring back information on equipment certificates and fees by the end of July.
