CALL TO ORDER/ROLL CALL
Mayor Guenthner called the meeting to order at 7:15 PM.
• Members Present: Mayor Kenneth Guenthner, Councilors Dixie Lindsley, Ronald Thomas, George Gmach
and John Bucher.
• Staff Attending: City Administrator Roberta Colotti, Public Works Director Pat Meister, and Engineer
Vince Vander Top.
• Also Attending: Pat Puhle, Ken Kluck, Greg Ebert, Jim Hansen, Dennis Stieg, Ron Johnson, Greg
Armbruster, Robert Loukusa, Josh Fuller, Allen Kumpula, Lisa Buzton, Loren Kohnen, and Val Nybo.

APPROVAL OF AGENDA

CONSENT AGENDA
• Motion: DL/JB; all in favor – to approve the consent agenda with the following items pulled for
discussion:
Approved as Consent Agenda
• Payment of claims pending #257-313 totaling $35,350.19 and claims pending payment
#DWO7PAY, 15809-15812, DWO8PAY, 15815-15818 totaling $45,332.61 for a combined total
of $80,682.80.
• Monthly budget report as presented.
• Resolution No. 2000-17 “Approving the Corcoran Jaycee’s Gambling License for Pull Tabs at
Mama G’s Restaurant & Bar”.
• Resolution No. 2000-18 “Approving the United Foundation for Disabled Archers Gambling
License for Raffles at Country Pizza Parlor on December 2, 2000.”
• Resolution No. 2000-19 “Approving St. Thomas Catholic Church Gambling License for

• Motion: DL/RT; all in favor – to adopt the year 2000 monthly budget worksheet as presented.
Councilor Bucher reviewed the budget forecast. The forecast is to be used as tool in monitoring
expenses and revenues. The Council recognizes that the budget is tight and future pro-active
actions must be taken to ensure that we meet the budget goals. The council requested that the
budget be presented independent of the consent agenda in order to allow for ongoing in-depth
analysis.
PLANNING COMMISSION
• Motion: GG/RT (In Favor: KG/GG/RT/DL – Opposed: JB) – to approve the Conditional Use Permit for
James H. Hansen to allow an accessory building with 13.5 wall height on a 6.7 acre homestead,
located at 23155 Oakdale Drive, PID # 06-119-23-41-0012.

• Motion: GG/JB; all in favor – to adopt Resolution No. 2000-20 “Vacating certain drainage and
utility easements on property legally described as Lot 3, Block 1, Heather Meadows and Outlot B,
Heather Meadows Second Addition located in Section 5, Township 119, Range 23, Hennepin
County, Minnesota.
WATERSHED COMMITTEE
Elm Creek Watershed Representative Dennis Stieg provided a brief overview of the purpose of the
watershed commission. The Elm Creek Watershed is made up of eight communities and was originally
based on the natural watershed. The Watershed reviews applications for development as they relate to
water runoff and quality. Dennis reported that the state legislature considered and rejected a proposed bill
that would turn the ditches over from the county to the city. The city will need to consider this issue next
year, as it is likely to be re-considered by the legislature again.
Hennepin County Conservation District Engineer & Watershed Advisor Ali Durgunoglu, overviewed the
watershed rules and regulations. There are proposed rules regarding development runoff and Phosphorus
limits. The City of Corcoran had received a letter from the Mayor of Loretto regarding this proposed rule.
The City Council tabled discussion on this item until April 27, 2000.
Pioneer/Sarah Watershed Representative Ken Kluck reported that the Hennepin County Conservation
District had been awarded $89,000 to reduce runoff pollution and all of the money was going to a single
project in the City of Independence.
PUBLIC WORKS REPORT – PAT MEISTER & VINCE VANDER TOP
• Motion: JB/RT; all in favor – to award the low bids as presented for gravel.
• Motion: RT/DL; all in favor – to award the gravel hauling contract to T&S Trucking from the
Duininck Bros., Inc. site in the amount of $1.46 per ton.
• Motion: RT/JB; all in favor – to award the drain tile project to Chard Tiling & Excavating Inc., in
the amount of $22,952.50.
• Motion: DL/JB; all in favor – to award the dust control bid to Dustcoating Inc., in the amount of
.46 per gallon.
• City Engineer Vince Vander Top stated that because the dust control contract was let as a bid vs.
quote we have the right to purchase over $25,000 from the selected vendor.
• Currently the City allows residents to individually purchase dust control treatment. There are
several roads were 80-90% of the people participate. Public Works Director Pat Meister reported
that at the spring road conference the instructors said that you could save half of your gravel if you
apply dust control. This type of savings has been experienced in Corcoran with the example of
Willow Drive, which had dust control and we had to grade it twice, vs. Stieg Road, which only
partially had dust control and we had to grade it five or six times.
In order to maximize our dust control efforts the council decided to do a pilot program of
assessments for dust control. Streets with high levels of voluntary participation last year are
identified for inclusion in this year’s program. The goal of the program is to avoid having patches
of roadway that are not done.
In previous years residents purchased dust control by the foot with a 300’ minimum. In
determining the charge for the pilot program the council took into consideration the equity
between short and long distances of frontage. The council set a special assessment hearing date for
May 11, 2000 at 7:00 PM for those properties included in the pilot program. Because this is a pilot

program residents are strongly encouraged to attend the public hearing. The council believes this
will make the program easier for the residents and ensure maximum benefit to the participating
properties. Residents not included in the pilot program may still purchase dust control from the
city on an individual basis. If they want to have their street included in the program they should
contact the city along with their neighbors.
• Motion: GG/RT; (Favor: GG/RT/KG/JB – Opposed: DL) – to adopt Resolution No. 2000-24 “Calling for
a public hearing on May 11, 2000 at 7:00 PM in the city office building to consider dust control
special assessments as part of a pilot program”.
• Motion: GG/DL; all in favor – to authorize solicitation of quotes for the Corcoran Playground &
Pathway Improvement Project for items #5 & #6 materials & labor, and items #8 & #9 materials
only, as presented.
• Motion: RT/DL; all in favor – to authorize the hiring of one park department and one public works
department temporary summer season employee, for the 2000 season, at the rate of $9.61 per hour.
(Preference given to those 18 years or older.)
COUNCIL & MAYOR’S REPORT
• Council was informed that the League of Minnesota Cities (LMC) annual conference is June 13-
16th this year. Interested council members are to contact the City Administrator for registration
information.
• Council reviewed correspondence received from William Halverstadt regarding Lake Jubert
development.
• Council reviewed the comprehensive planning effort to date. It was requested that this item be
placed on a future agenda for further consideration.
OLD BUSINESS
• Council reviewed the City Attorney’s opinion on conflict of interest. There are state laws and city
charter commission rules governing this issue. It was requested that the LMC be contacted to
request sample city council policy statements on this issue.
