CALL TO ORDER/ROLL CALL
Mayor Guenthner called the meeting to order at 7:00 PM.
• Members Present: Mayor Kenneth Guenthner, Councilors Dixie Lindsley, Ronald Thomas, George Gmach
and John Bucher
• Staff Attending: City Administrator Roberta Colotti
• Also Attending: Pat Puhle, Planning Commission Rep. Dorothy Theis, Tou Chao Lee, and Ken Kluck.
PLEDGE OF ALLEGIANCE
Mayor Guenthner opened the meeting with the Pledge of Allegiance.
APPROVAL OF AGENDA
• Motion: GG/JB; all in favor – to adopt the agenda with the following additions:
- Consent Agenda (b) Claims
- Staff Report (a) Administrator’s Report – (5) Condominium Storage
- New Business (a) Dust Control
CONSENT AGENDA
• Motion: RT/GG; all in favor – to approve the consent agenda with the following items pulled for
discussion:
Approved as Consent Agenda
• Minutes of February 24, 2000 & February 28, 2000 as presented.
Pulled for Discussion & Approved Separately
• Motion: RT/DL; all in favor – to approve claims pending payment #171-218 totaling $30,870.82
and prepaid claims Dwo5Pay & #15716-15719 totaling $21,748.98 for a combined total of
$52619.80.
• Council requested that the City Administrator & City Attorney Jeff Carson review the expenses on
the Glowacki appeals case being handled by Rondoni, MacMillan & Schneider on behalf of the
city. Specifically if we are eligible for reimbursement from Glowacki if his appeal is denied. The
council requested a statement of the expected attorney fees remaining on the case. Also when the
oral argument is scheduled.
ADMINISTRATOR’S REPORT
Final Plat – Lee’s Moonlit Acres
• Motion: DL/RT; all in favor to – adopt Resolution No. 2000-14 “Providing final plat approval of
Lees Moonlit Acres, to the residential development of approximately 45.9 acres to create three (3)
residential lots, located in the west half of the southwest quarter of Section 20. (PID #20-119-23-
32-0006)
• The applicant, Tou Chao Lee stated his engineering company (West Wood Engineering) is going
to change the septic tank design in order to bring them into compliance with the conditions of the
application. Also that he will be coordinating the signing of the easement agreement between all
owners of the project. The City Attorney is drafting the easement agreement at this time.
Year 2000 Fee Schedule
• Motion: RT/DL; all in favor – to adopt Ordinance No. 158 “Providing for the Adoption of Fees by
Resolution of the City Council of the City of Corcoran”.
• Council was generally in favor of reviewing all fees again. Taking a section each month. Issues
included:

- Increasing liquor license fees in the year 2001. Which requires 30 days advance notice to the
current license holders.
- Having the recycling company charge for services and to recoup the full cost of the service.
- Discussing increased revenue opportunities from wedding parties if liquor was permitted.
- Increasing the charge for lights in the ball fields to cover the cost of electricity.
- Increasing the burning permit fee.
- Considering the relationship between community service group usage of event security and the
cost to the city for officer salary & benefits.
- Increase the cost of installing street signs & culverts in consideration of staff salary & benefit
cost.
- Increase the Park Dedication fee in relation to the percentage charge established by other
communities.
- Provide for two types of driveway permit fees. One for those included in an overall plat and one
for a single building permit.
- Review the charges for the current building permit fee schedule (1999?) vs. the adopted 1994 fee
schedule. Also to double-check that the $1M & up charge is really $2.75 per additional $1,000,000
of fraction thereof.
• Motion: JB/RT; all in favor – to adopt Resolution No. 2000-11 “Setting Year 2000 fees for the
City of Corcoran”.
• Motion: GG/RT; all in favor – to amend the fee schedule to include a 15% markup on all
consulting fees (i.e. planning, engineering & legal) to cover city soft costs.
• Motion: GG/DL; all in favor – to amend the fee schedule to increase the park dedication fee to
$1,000 per unit for single family, two-family and multi-family construction. To increase the park
dedication fee for commercial/industrial to $2,000 per acre.
Financial Report – City Center Fund & TIF Fund
• The City Administrator reported that the city is currently paying for its lease on the city office
building from the “Civic Center” fund. The civic center fund has a current balance of $132,046.
This fund is a capital improvement fund developed when the city built the building. It was
anticipated that the lease would be paid for from the general tax levy & income from rentals not
the civic center capital fund. The city did not levy for the year 2000 payment. We also lost our
lease in December 1999 with the church that generated $20,000 in annual.
There is not enough money in the capital fund to pay the full balance of $255,344 remaining on
the city office lease payment. There is enough money to make this years payment of $31,480 and
the next several annual payments from this fund. The city council decided to continue to make
payment from the civic center fund at this time. Alternative funding including EDA financing will
be considered at a future date.
• The City Administrator reviewed the current TIF fund balances held by the city. The Council
discussed revitalizing the function of the Economic Development Authority (EDA). (Note: the
City Council membership is the EDA membership) They requested that the TIF discussion be held
in conjunction with discussion on overall economic development activities.
• Council requested that the general fund balance be presented at the second meeting in March.
Intern Positions
• Motion: JB/RT; all in favor – to authorize advertising for an intern to serve in the administrative
department and an intern to serve in the planning department. These are to be unpaid positions,
unless grant funding can be secured.

Condominium Storage
• Upon advice from the City Attorney the City Council determined that land divisions to create
individual lots for individual units within condominium type storage buildings are not expressly
permitted by the current code. The City Council directed staff not to accept future applications
involving this type of land division. If an applicant wishes to pursue building condominium
storage units using separate lots for each unit, they will need to seek a change to the city code. The
main issue of concern for the council is the long-term effect of this type of ownership. Because
very small pieces of property are created, it is impractical to recombine the properties after the
buildings have served their useful life and are deteriorating. The City Council also expressed
concern about the difficulty of enforcing nuisance or other code violations involving absentee
owners with relatively low investments in their property.
NEW BUSINESS
• The Council requested that staff develop a comprehensive approach to dust control. For example if
a number of residents want dust control on a particular street we may want to do the entire street.
The City Attorney was asked to review the question of assessments for dust control.
