HomeMy WebLinkAbout2000-02-28 Council MinutesCity of Corcoran Council Minutes - February 28, 2000 Page 1 of 1 – Approved 3/9/00 CALL TO ORDER/ROLL CALL Mayor Guenthner called the meeting to order at 7:00 PM. • Members Present: Mayor Kenneth Guenthner, Councilors Dixie Lindsley, and Ronald Thomas • Members Absent: Councilors George Gmach and John Bucher • Staff Attending: City Administrator Roberta Colotti, City Engineer Vince Vander Top, City Attorney Jeff Carson, and Public Works Director Pat Meister • Also Attending: Pat Murzyn, Dave Siwek, Rod Baakkonen, Steve Dornsbach, Dan Heitke, Clinton Heitke, Vivian Heitke, Susan Wille, Keith Wille, Susan Bloom ROLLING HILLS ROAD IMPROVEMENTS City Engineer Vince Vander Top reviewed the following issues relating to the Rolling Hills Road project; development rights, project cost/revenues, typical project assessments, possible project assessments, preliminary assessment roll, and total cost to properties. Construction on the project is expected to begin June 1, 2000. Preliminary work is currently one month behind schedule. However, it is hoped that this time can be made up and construction can begin on June 1st. The roadway is being designed to MSA design standards. As a result the state dictates the speed limit. It is anticipated that the curves of the road will be 30 mph and the strait away will be 40 to 45 mph. Only those properties with 10 or more acres will gain development rights as a result of the road being upgraded. There are 14.5 rights already in existence and 16 rights assigned to Lake Jubert Estates. In addition there are 20 new development rights created as a result of this project. For a combined total of 50.5 development rights. The City Council is not in favor of placing current assessments on any properties, except for the Lake Jubert Estate Development. (Note: Lake Jubert Estates initiated this project and agreed to pay a portion of the project cost up front.) The council would like the landowners in turn to provide easements that are required for the project at no charge. The council would like to place postponed assessments on those properties gaining development rights. City Attorney Jeff Carson explained that postponed assessments are not payable until the property develops. Therefore, if the property owners do not develop they would not pay the assessments. However, if they do develop and receive a benefit from the increased development right they would have to pay the assessment. No interest accrues on the postponed assessment. However, it is adjusted by an annual cost of living between now and the day it is activated. The Council requested that the property owners meet individually with the City Engineer to review easement acquisition, postponed assessments and any items of concern related specifically to their property.
