CALL TO ORDER/ROLL CALL
Mayor Guenthner called the meeting to order at 7:00 PM.
• Members Present: Mayor Kenneth Guenthner, Councilors George Gmach, Dixie Lindsley, Ronald
Thomas, (John Bucher arrived at 7:40 PM).
• Staff Attending: City Administrator Roberta Colotti, City Engineer Vince Vander Top, City
Clerk/Treasurer Cindy Patnode, Public Works Director Pat Meister, and Police Chief Paul Schutte.
• Also Attending: Pat Puhle, Dale Lindsley, Greg Ebert, Erik Heinz, Billy Theis, Lee Cornelius,
Reporter Aaron Brom, Wastewater Commissioners Stan Chastek, Ken Kluck, and Jim Bullert.

APPROVAL OF AGENDA
• Motion: GG/RT; all in favor – to adopt the agenda with the following changes:

CONSENT AGENDA
• Motion: DL/GG – all in favor – to approve the consent agenda with the following items pulled for
discussion:

• Minutes of February 10, 2000 as modified.
• Amend the Conditional Use Permit (C.U.P.) for Raymond Swenson to allow a 1344 Sq. Ft.
accessory building on a 2.0-acre homestead. Located at 9845 Rush Creek Boulevard. (PID #08-

• Resolution No. 2000-11 “Approving an application for designation as an agricultural preserve for

FINANCIAL REPORT – CINDY PATNODE
• Motion: GG/RT; all in favor – to approve pre-paid claims #15675-15679 & DW-02, DWO4PAY
totaling $21,302.06 and claims pending payment #15684-15713 totaling $20,425.18 for a
combined total of $41,727.24.
• Motion: DL/RT; all in favor – to make the following changes to the year 2000 budget:
1. Decrease general fund #100-41910-100 “Wages” from $16,000 to $0 and increase fund #100-
41910-300 “Professional Services” from $0 to $16,000.
2. Decrease general fund #100-41910 “Escrow Refunds - Disbursements” from $25,000 to $0 and
decrease general fund #100-34110 “Escrow Administrative – Revenue” from $30,000 to
$5,000. (Note: This money transferred to a stand alone Escrow Fund Account)
3. Decrease general fund #100-41940-210 “Old city Hall” from $5,000 to $0 and to increase

general fund #100-43100-223 “Public Works Building Repair/Maintenance/Telephone” from

STANDING COMMITTEE REPORT –WASTEWATER COMMISSION – JIM BULLERT
• Motion: GG/RT; all in favor – to adopt Ordinance No. 156 “An Ordinance Relating to Individual
Sewage Treatment Standards”.
• Motion: RT/DL; all in favor – to adopt Ordinance No. 157 “An Ordinance Providing for the
Reporting of On-Site Sewage Systems Maintenance and Repair”.
• Motion: GG/DL; all in favor – to adopt a maintenance program for individual sewage systems. In
the year 2000 residents will be able to notify the city of maintenance work performed on their
systems. In the year 2001 half of the residents will be required to notify the city of their
maintenance efforts and in the year 2002 the second half of residents will be required to notify the
city of their maintenance efforts.
• The Wastewater Commission is reviewing the city codebook draft. A revised draft is expected
back by the next Commission meeting on March 6th. The MPCA has been invited to speak at the
next meeting on the MPCA Rule 7080, specifically on the definition of warrantied systems.
POLICE DEPARTMENT – GOALS 2000 – PAUL SCHUTTE
• Police Chief Paul Schutte provided a brief overview of the department’s activities. In December of
1999 the council originally reviewed departmental activities in preparation of this meeting.
Tonight the council was asked to provided direction and set goals for the year 2000 and beyond
for the department. Issues included staffing considerations relating to departmental activities
including: patrol, investigations, police reserve officer program, community liaison, community
service, zoning enforcement, office work and special programs (i.e. gun safety and snowmobile
safety training).
The department is eligible for a $75,000 three-year grant ($25,000 per year) to hire an additional
officer. The grant focus is community policing. The Corcoran police department has the need for
additional staff to perform all duties listed above. The council requested that the Police Chief
prepare further information on the cost/benefit of an additional officer to perform community
policing, patrol, community service, zoning enforcement, office work and special programs. Also
to prepare a comparison if we hired staff to do only community service, zoning enforcement and
office work. Which could not be funded by the grant. But may cost less than a POST certified
police officer.
John Bucher Arrived at 7:40 PM
• Paul Schutte reported that truck road restrictions would go on at 8:00 AM on 2/25/00. The city can
charge violators maximum of $700 unless we have the county process them under the civil code.
We would not receive any money from a civil penalty. The Council requested that the Police Chief
use his discretion when determining patrol for road restriction violations.
PUBLIC WORKS DEPARTMENT – PAT MEISTER
• Pat Meister reviewed the city’s snow plowing policy. There are three snowplows and a tractor,
which are used. The blacktop roads are done each time. Whereas, gravel roads are not done until

they are hard packed, there is 2” of snow, or blowing snow that is causing problems. The State
Auditor’s report on snowplowing states that the department manager is to exercise discretion in
determining the actual route. The Council stated that the plan presented and discretion exercised to
date by the Public Works Director was commendable. The snowplowing plan is to be presented in
the fall 2000 newsletter.
• Pat Meister reviewed the joint powers agreement being developed by the “Road Warriors” group.
This group is made up of several western cities. They currently share manpower and equipment
for projects such as tiling. The City Council directed Mr. Meister to take a lead roll in completing
the formal written agreement between the cities.
ENGINEER’S REPORT – VINCE VANDER TOP
• Motion: JB/RT; all in favor – to adopt Resolution No. 2000-10 “Requesting 0.600 MGD in the
South Corcoran Branch of the Elm Creek Interceptor”.
• City Administrator Roberta Colotti reported that the Metropolitan Council is organizing its
wastewater study committee. The City Council expressed an interest in this committee. The
council will rotate membership based on a schedule determined by the City Administrator.
• Vince Vander Top reviewed the development rights, easement acquisition and project financing of
Lake Jubert Estates/Rolling Hills Road. The council will be holding a special city council meeting
on February 28, 2000 at 7:00 PM, to meet with the affected property owners.
ADMINISTRATOR’S REPORT – ROBERT COLOTTI
• The City Council reviewed the 2000 fee schedule. The full fee schedule will be adopted at a future
meeting.
• Motion: DL/RT; all in favor – to adopt the overweight vehicle permit fee schedule as presented.
COUNCIL & MAYOR’S REPORT
• George Gmach requested that the City Council & Planning Commission review the pros & cons of
allowing condominium style storage buildings. It was requested that the Hennepin & Ramsey
County Recorders office provide an opinion on this type of development.
