CALL TO ORDER/ROLL CALL
Mayor Guenthner Called the meeting to order at 7:00 PM
• Members Present: Mayor Ken Guenthner, Councilors George Gmach, John Bucher, Dixie Lindsley, and Ron
Thomas.
• City Representatives Attending: City Administrator Roberta Colotti, Police Chief Paul Schutte, Public Works Dir.
Pat Meister, Administrative Assistant Pat Puhle, Engineer Vince Vander Top, Attorney Jeff Carson and
Clerk/Treasurer Cindy Patnode.
• Also Attending: Terry Theis, Greg Ebert, David Gageby, Tom Nelson, Dorothy Theis and Crow River News
Reporter Aaron Brom.
PLEDGE OF ALLEGIANCE
• Mayor Guenthner opened the meeting with the Pledge of Allegiance.
APPROVAL OF AGENDA
• Motion: JB/DL; all in favor – to adopt the agenda as revised:
1) Resolution No. 2000-61 “Ramminger’s Detachment/Annexation” – Tabled
2) Road Maintenance Report – Added
OPEN FORUM
• Buffalo School District Superintendent Tom Nelson presented the operating levy referendum that will
be voted on November 7, 2000. With voter approval, their current levy of $332 per pupil unit would be
supplemented with a new 10-year levy of $171 per pupil unit. This increased levy authority to $503 per
pupil unit would generate an estimated $934,000 per year in additional revenues, increasing their total
operating levy revenues from about $1.9 million per year to more than $2.8 million per year.
CONSENT AGENDA
• Motion: DL/RT; all in favor – to adopt the consent agenda with the 9/21/00 minutes report pulled for
discussion.
Approved as Consent Agenda
1) Minutes of September , 2000 as presented.
2) To approve claims pending payment #853-898 totaling $36,969.25 and pre-paid claims
#DW21PAY, #DW19, #5746 totaling $21,587.18 for a combined total of $58,556.43.
3) Set November 16, 2000 at 7:00 PM for a joint City Council/Planning Commission meeting to be
held at the Corcoran civic center.
4) Accept Daryl Patnode’s high bid of $80 per acre for the Northern portion of cropland and Ken
Williams’s high bid of $75 per acre for the Southern portion, for the year 2001.

RESOLUTIONS & ORDINANCES
• Motion: GG/DL; all in favor – to adopt Resolution No. 2000-72 “Appointing Election Judges for the
General Election on November 7, 2000” as amended.

• Motion: DL/GG; all in favor – to adopt Resolution No. 2000-74 “Authorizing Corcoran Police
Department to Participate in the Snowmobile Safety Enforcement Grant Agreement and Execution of
the Agreement”.
PUBLIC HEARING
• Mayor Guenthner opened the public hearing at 7:15 PM.
• No public comment was received.
• This resolution is required as a result of a 1999 law that requires all cities over 500 population and all
counties to pass a resolution if the levy for the subsequent year will result in a tax rate increase. The
provision is passed on a Missouri law and was passed by the Minnesota Legislature in response to
concerns that cities and counties were claiming they were freezing taxes when, in fact, the levy was
increasing but being offset by tax base growth. The city council or county board must adopt a resolution
at a public hearing if its levy will result in an increase in the tax rate over the baseline tax rate. The
resolution must be filed with the county auditory by October 20 of each year. If a city files the
resolution, it may still certify a final levy that results in a constant or decreased tax rate. It may therefore
be prudent to file the resolution by the October 20 deadline if your preliminary levy would cause a tax
rate increase even if you plan to certify a lower final levy in December.

• Motion: RT/DL; all in favor – to adopt Resolution No. 2000-73 “Authorizing a Tax Rate Increase for the
2000 Tax Levy, Collectable in 2001”.
PUBLIC WORKS/ENGINEERING REPORT
• Administrator Colotti provided an overview of the draft street maintenance program. The council
established a preliminary plan for asphalt maintenance and gravel road stabilization during the
preliminary budget process. Funding was increased for gravel, dust control and asphalt maintenance in
the year 2001. A sealcoating program for asphalt roads was identified. The next step is for the city
council to refine the road maintenance program. The council directed staff to prepare a time frame and
necessary background information for the completion of the plan. A key element in the preparation of
the plan will be the opportunity for public input through the use of a public hearing.
As an immediate fix to the current poor road conditions, primarily on those sections without dust
control, public works has been out watering and grading the past several days.
ADMINISTRATOR’S REPORT
• Motion: DL/RT; all in favor – to adopt the “Job Evaluation System” as presented.
• Council accepted the performance appraisal system as amended to include a review of the City
Administrator’s position by the full council with presentation to the Administrator by two council
members. The Attorney advised that this information would be private. The review of department
managers and employees is to be signed off by the Mayor. Employees must receive an overall score of
“Consistently Meets Standard” in order to receive any applicable salary increases the following year.
• Motion: DL/RT; all in favor – to authorize advertising for a part-time (20 hours per week) planner for
the year 2001.
• Motion: DL/GG: (Favor: DL/GG – Opposed: KG/RT/JG) – whereupon the motion failed – to authorize
the hiring of a COPS funded police officer position, with duties to include Community Service Officer
(CSO), patrol duties and community policing duties.

• Council directed the Police Chief to release the COPS grant funding, valued at $75,000 over three years.
• Council authorized advertising for the position of full-time Clerk/Treasurer for the year 2001.
• Council re-affirmed its commitment to hiring a temporary Deputy Clerk for 520 hours in the year 2001.
• Motion: GG/RT; all in favor – to award the 2001 recycling contract to E-Z Recycling in the amount of
$2.00 per unit per month, with billing to be done by the City of Corcoran. (Which compares to the other
bid of $3.35 & 3.45 per month per unit for service to include billing)
• Motion: RT/DL; all in favor – to adopt Resolution No. 2000- 75 “Setting the 2001 Recycling Fee at
$2.00 Per Unit Per Month”.
ATTORNEY’S REPORT
• Re: State v. Glowacki the MN Supreme Court has granted our petition for review and denied Mr.
Glowacki’s petition for cross-review.
CLOSED SESSION
• Mayor Guenthner recessed the meeting at 9:00 PM.
• A closed session was then held to discuss (1) Police Chief’s contract and (2) Theis case.
• Meeting was reconvened at 9:35 PM.

• Motion: JB/RT; all in favor – to adjourn at 9:35 PM.
