COUNCIL WORKSHOP

Mayor Guenthner reconvened the workshop at 5:00 p.m., on December 13, 2001.
The purpose of the workshop was to address city staffing issues.
Present were Councilors Bucher, Gageby, Gmach, Guenthner and Thomas, and
City Clerk Vergin.
The agenda was approved by consensus.
The Council reviewed the functions of the city administrator and the
process by which to fill the position.
Identified the key duties / responsibilities of the position.
Representative of the City
Provide strong leadership
Oversee the business administration of the City
Determined that the existing job description should be redrafted to emphasize the
key strengths wanted in an administrator. Change selection criteria to allow for
equivalent experience. Discussed the salary range, it appears to be the going rate.
Advertising the position:
Start the week of January 7, 2002
Advertise salary range of $60,000 to $73,000, depending upon
qualifications
Advertise in the LMC Bulletin, Local Papers, Direct to Cities
Advertise for one month or until filled
The Council recessed the workshop and announced that they would go into closed
session to address employee performance.
The Council reconvened the workshop immediately following the closed session.
Addressed wage offer with Clerk Vergin. This will be placed on the agenda at the
council meeting following the workshop, for formal action by the council.
Addressed the screening process for filling the administrator position. A grading
system in place that will be used.
Addressed planning consultant services. Mayor Guenthner will address issues with
Steve Grittman at NAC.
Councilors Bucher and Gmach will work with Clerk Vergin on the performance
evaluation of the planning technician and the department managers.
Mayor Guenthner recessed the workshop at 6:55 p.m.
