Mayor Guenthner called the joint meeting to order at 7:00 PM on Thursday,
December 4, 2001. The purpose of the joint meeting was to finalize the Future
Land Use Map that will be included in the Comprehensive Plan.
Present were Mayor Guenthner, Councilors Bucher, Gmach, Gageby and Thomas,
Planning Commissioners Andersen, Ebert, Hanson, Walli, and Lymangood, City
Planner Sherman, Engineer Vander Top, City Clerk Vergin, Planning Technician
Jones, NAC representative Grittman and Metropolitan Council representative
Caufman.
Excused absent were Planning Commissioners Kohnen, Spaeth and Zimmerman.
MOTION by Thomas, Second Bucher to approve the agenda with the addition of
item 5) f) Goals. Voting Aye: All present.
MOTION by Thomas, Second Bucher to approve the Minutes from November 15,
2001 with the clarification that the motions that were made regarding land use
decisions were made solely to direct staff to prepare further information and were
not final meant to be final decisions. Voting Aye: All present.
MOTION by Bucher, Second Thomas to approve the revised schedule with one
wording modification that under Task 7, the date of February 21, 2001 be changed
to read February 21, 2002. Voting Aye: All present.
Mr. Grittman presented information on building permits trends for Corcoran and
how we compare to surrounding communities. Currently, the City of Corcoran is
averaging 25 building permits for new single-family construction per year.
Information was also presented on projected population growth to saturate the
proposed development in the three districts.
Information was presented that the average single-family residence generates 10
automobile trips per day.
It was suggested that land in the Wayzata School District should be used for higher
income housing to generate more tax revenue.
Mr. Vander Top presented a possible sewer design for the downtown/ southeast
district. According to Mr. Vander Top there is 1,600 acres of land in this area of
which approximately 1,100 acres is buildable and the remaining 500 acres is
unbuildable (Natural Resource Inventory, wetland, roads). The total cost of this
design is estimated at $3,200,000. The cost per acre is estimated at $2,910. If this
area is fully developed it is estimated that the area would use .79 MGD of whi ch .6
MGD is guaranteed by resolution.
According to Mr. Vander Top the downtown/ southeast district can be broken-up
into three development phases. The first phase is estimated to cost $1,250,000 and
consists of 360 acres, the second phase is estimated to cost $950,000 and consists
of 290 acres and the third phase is estimated to cost $1,000,000 and consists of 210
acres of new development and 240 acres of existing development.

Mayor Guenthner stated that he believed that the expansion of the southeast district
was not necessary at this time.
Councilor Gmach stated that the consultant should look at school district capacity.
Mr. Forbord addressed the City Council and Planning Commission and questioned
what the housing goals were for the comprehensive plan.
Mayor Guenthner stated that the Metropolitan Council was looking for a diversity
of housing and requested that Mr. Grittman from NAC present the draft goals that
were prepared for the meeting, which included housing goals.
Commissioner Lymangood addressed the issue of the Laurent Development
information that had been distributed to the City Council by Mr. Forbord.
Commissioner Lymangood stated that he questioned whether or not the
information was appropriate and stated that he believed Mr. Forbord had a conflict
of interest.
Mr. Forbord responded to Commissioner Lymangood’s allegations and stated that
he believed the information was appropriate and insisted that he did not have a
conflict of interest.
Mr. Grittman presented the draft goals of the comprehensive plan. These goals
included Natural Resources, Land Use, Transportation, Utilities and Parks.
Mayor Guenthner requested that these draft goals be electronically posted for the
public to review. Mayor Guenthner also requested that the City Council and
Planning Commission have some time to review the draft goals and that the item
be discussed at the next comprehensive plan meeting scheduled for December 20,
2001.
Commissioner Walli stated that the Rockford School District did consider a joint
school with the Buffalo School District in Corcoran.
Mayor Guenthner called the next comprehensive plan joint meeting for Thursday,
December 20, 2001 at 7:00 PM.
Mayor Guenthner requested that at the next comprehensive plan joint meeting, the
draft goals, Burchville commercial area and staging/ phasing are included as items
on the agenda.
MOTION by Gmach, Second Bucher to adjourn, 9:16 PM. Voting Aye: All
Present.
