Mayor Guenthner called the joint meeting to order at 7:00 PM on Thursday,
November 15, 2001. The purpose of the joint meeting was to finalize the Future
Land Use Map that will be included in the Comprehensive Plan.
Present were Mayor Guenthner, Councilors Bucher, Gmach and Thomas, Planning
Commissioners Andersen, Ebert and Theis, City Staff Planner Sherman, Engineer
Vander Top, City Clerk Vergin, Planning Technician Jones and Metropolitan
Council representative Caufman. Planning Commissioner Lymangood arrived late.
Excused absent were Councilor Gageby and Planning Commissioners Hanson,
Kohnen, Walli, Spaeth and Zimmerman.
MOTION by Gmach, Second Thomas to approve the Minutes from October 23,
2001 with one wording modification under the approval of the minutes. Voting
Aye: All present.
Ms. Sherman presented the draft land use plan for the entire City with the three
districts. As part of this presentation, Ms. Sherman discussed staging and
population projections based on the draft land use plan.
The land use plan was divided into three phases for staging purposes with the final
stage including the entire service area.
Ms. Sherman informed the group that the City would be requesting an extension of
the December 31, 2001 grant deadline for the comprehens ive plan from the
Metropolitan Council. It was indicted that the City would request an extension
until March or April of 2002 in order to finish the comprehensive plan.
Mr. Vander Top presented a draft layout of what the final sewer collection system
might look like. Mr. Vander Top indicated that sewer was the leading utility and
water would follow.
The preliminary cost of the collection system was estimated at $3,000,000 and was
broken-up into 3 phases which was consistent with the three phases of the land use
plan that Ms. Sherman presented. The existing downtown businesses are included
in the final phase.
It was discussed that the proposed commercial strip along State Highway 55 may
be viewed as competitive with downtown Loretto and should be modified.
It was discussed that the urban residential area near Hunters Ridge was not
included on previous land use maps. On average this area would be 3 units per
acre.
Mr. Grittman from Northwest Associated Consultants stated that demand for
development is much stronger with utilities. Mr. Grittman also stated that the
community may not be ready to grow as fast as demand might dictate if utilities
are constructed. It was suggested that the City should pace development through
phasing.

Councilor Thomas presented the idea of extending sewer to the intersection of
County Road 116 and County Road 30 to service the Hope Community Church
property.
MOTION by Gmach, to approve the land use plan excluding phase 3A, 3B, and 4
of the northeast quadrant. The motion died for a lack of a second.
MOTION by Guenthner, Second Thomas to approve the land use plan with the
revision that the land directly adjacent to the intersection of County Road 116 and
County 30 be considered a separate phase. Mayor Guenthner withdrew his motion.
MOTION by Guenthner, Second Thomas to approve the northeast district plan as
revised. Voting Aye: Guenthner, Thomas and Bucher. Voting Nay: Gmach.
Motion carries 3-1.
MOTION by Gmach, Second Bucher to approve the southwest district plan with
the revision that the commercial strip along State Highway modified. Voting Aye:
Guenthner, Thomas, Bucher, and Gmach. Motion Carries: 4-0.
MOTION by Gmach, Second Bucher to approve the downtown plan with the
revision that staff review the area of land directly southwest of the school site and
consider possible housing development in the Wayzata school district. Voting Aye:
Thomas, Bucher and Gmach. Voting Nay: Guenthner. Motion carries: 3-1.
Commissioner Lymangood requested that all future comprehensive plan joint
meetings are recorded.
Commissioner Ebert requested that the Burchville commercial area be discussed at
the next joint meeting.
Ms. Sherman stated that at the next meeting the economics and infrastructure
related to the various stages would be presented.
Mayor Guenthner cancelled the next comprehensive plan joint meeting that was
scheduled for Tuesday, November 27, 2001 at 7:00 PM and called the next
meeting of the comprehensive plan joint meeting for Tuesday, December 4, 2001
at 7:00 PM.
MOTION by Bucher, Second Gmach to adjourn, 9:30 PM. Voting Aye: All
Present.
