Mayor Guenthner called the joint meeting to order at 7:00 PM on Tuesday,
October 16, 2001. The purpose of the joint meeting was to discuss the Natural
Resource Sub-Committee recommendations and the Future Land Use Map that
will be included in the Comprehensive Plan.
Present were Mayor Guenthner, Councilors Bucher, Gmach, Gageby and Thomas,
Planning Commissioners Spaeth, Hanson, Ebert, Lymangood, Theis and Andersen,
City Staff Planner Sherman, Engineer Vander Top, Natural Resource Planner Buss
and Planning Technician Jones, Metropolitan Council representatives Hanson and
Caufman.
Excused absent were Planning Commissioners Kohnen, Walli and Zimmerman.
MOTION by Gmach, Second Thomas to approve the agenda as presented. Voting
Aye: All present.
MOTION by Thomas, Second Gageby to approve the Minutes from October 2,
2001 as presented. Voting Aye: All present.
Mayor Guenthner gave a brief update of the Comprehensive Plan and highlighted
the major components that would be included in the final product. Then the Mayor
introduced the City Councilors, Planning Commissioners, Metropolitan Council
Representatives and staff to the audience.
Ms. Buss explained that the two priorities the Natural Resource Sub-Committee
identified were the protection and management of the natural resources within
creek corridors, including Rush Creek and the North Fork of Rush Creek, and the
protection and management of the remaining Maple Basswood Forest
communities.
Ms. Buss continued the discussion by presenting the recommended
implementation strategies the Natural Resource Sub-Committee developed as a
method of preserving the natural resources within the creek corridors and
preserving the remaining Maple Basswood Forest communities.
Recommended Implementation Strategies:
• Requiring buffers on wetlands and streams within identified corridors, and for
high quality wetland resources throughout the City.
• Not requiring buffers on low quality wetlands outside identified corridors.
• Creating a future committee to develop a Wetland Buffer Ordinance.
Additional Implementation Recommendations Related to Corridors:
• Work to acquire continuous easements for recreational trails within identified
corridors.
• Minimize new road crossings within the corridor areas.
• Dedication of trail easements within corridors, or dedication of wider buffers.
• Include all zoning classes within the identified corridors.

Tools for addressing Natural Resource Priorities:
• Provide information and education to landowners.
• Provide incentives to landowners and developers to protect resources.
• Provide education and encouragement to landowners that place resource areas
in conservation easements.
• Seek grants to purchase conservation easements or land for parks and open
space.
• Work with developers to include priority areas in park and trail dedication
required with new developments and design developments to be compatible
with adjacent resources.
• Adopt a Wetland and Stream Buffer Ordinance and Tree Protection Ordinance.
The City Council and Planning Commission agreed with the recommendations that
the Natural Resource Sub-Committee developed and told Ms. Buss to proceed with
the plan.
Mayor Guenthner started the discussion of the greater city (land outside of the
three district areas) by discussing the overall goals/ components of the
comprehensive plan, which included the following:
• Natural Environment
• Land Use
• Transportation
• Utilities
• Parks
The City Council and Planning Commission discussed several development issues,
including density and incentives options.
Through this discussion, the City Council and Planning Commission developed the
following goals for the comprehensive plan in addition to the ones previously
mentioned. These additional goals include the following:
• Clustering
• Incentives
• Preservation of Natural Resources
• No decrease of current “rights”
• Preservation of agricultural land (through landowner choice)
• Preserve vistas
• Different areas/ issues – different approaches (infrastructure, zones, current
development)
The issue of whether building density should stay 1/10 on paved roads and 1/30 on
gravel roads was discussed. The issues of requiring a 2.0acre minimum lot size and
providing incentives for natural resource preservation were also discussed but no
final decisions were made.
The group discussed the location of future land uses in the County Road 101
district. Then based on this discussion, general land use recommendations were

finalized for the land in and around the County Road 101 area. In general, these
recommendations include expanded commercial along County Road 101 south of
County Road 30, expanded industrial development along County Road 101 north
of County Road 30 and some additional single-family residential development
surrounding the other uses with varying densities.
It was decided that no land uses should be assigned to the corner of County Road
116 and County Road 30. Ms. Sherman will draft a policy statement for this area
and submit for further discussion.
Engineer Vander Top briefly discussed the availability of sewer at the corner of
County Road 101 and the I-94 Corridor. According to Engineer Vander Top it is
expected that the Elm Creek Interceptor will be available to service this area
between 2005 - 2010. The amount of capacity has not yet been determined.
MOTION by Thomas, Second Bucher to adjourn, 10:30 PM. Voting Aye: All
