The Pledge of Allegiance was said. Open Forum – No One. Agenda Changes: Administrator Colotti reported the following changes to the agenda: revised claims listing, revised Resolution #2001-66, and deletion of Resolution 2001-67. Councilor Gageby requested time to address the council under Council and Mayor’s Report on two issues, NW League meeting and the Interstate 94 IRC Study. MOTION by Thomas, seconded by Bucher, to approve the agenda with the changes as requested. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) MOTION by Gageby, seconded by Gmach, to approve the Consent Agenda, including the September 27, 2001 Council minutes and description of claims and claims #1988 – 2018. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) Heard a report by Planning Tech Jones regarding the preliminary/final plat proposed by Mark and Monica Patnode. Creating two lots, one consisting of 2.98 acres, and the other consisting of 34 acres. MOTION by Bucher, seconded by Thomas to approve Resolution No. 2001-66, accepting the Patnode Final Plat as presented. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) Engineer Vander Top addressed the council on the UMC expansion / development plans. Terry and Don Tomann of UMC were present for the discussion. The desirable site improvements for this expansion would be a frontage road via the intersections of Rolling Hills Road and Pioneer Trail. This appears to be the most viable option rather then reconstructing the two intersections. Funding for this would be sought through MnDOT, with the city making the application. Other desired improvements include water and sewer. Water is a priority, sewer is not, they could manage with a temporary sewer system until municipal sanitary sewer becomes available. The completion of the Comprehensive Land Use Plan would be desirable, however is not necessary. Steps necessary to proceed forward would be to make application to MnDOT for the frontage road, pursue discussions with the cities of Medina and Loretto and the Met Council for the extension of sewer and water utilities. It was the consensus of the Council that this matter could be taken care of during the joint council and planning commission meeting scheduled for October 23. MOTION by Gageby, seconded by Thomas, to direct city staff to proceed with the Cooperative Agreement application to MnDOT for the frontage road improvement. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) Addressed the Home Occupation mailer. The introductory piece is still needed. Employee criteria needs to be clarified and included in the checklist portion of the mailer. Home offices, daycares and sign ordinance compliance are also to be included in the information. Planning Tech Jones was directed to make the necessary revisions and then circulate it to the council for their approval. Mayor Guenthner and Jones will work on the introductory piece. Councilor Gageby reported on a meeting he had attended with the NW League of Municipalities. Hennepin County Assessor Thomas May had addressed the legislative impacts to the budgeting process and distributed information. Staff will copy and distribute the material to the rest of the council. Councilor Gageby also reported that he has a copy of the Interstate 94 study that could be very useful to the city during the comprehensive land use planning process. Staff was directed to summarize the study and reproduce the high points for the council and commission. MOTION by Gmach, seconded by Thomas, to adjourn the regular council meeting, 7:50 p.m. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas.
