JOINT COUNCIL AND PLANNING COMMISSION MEETING
OCTOBER 2, 2001

Mayor Guenthner called the joint meeting to order at 7:00 PM on Tuesday,
October 2, 2001. The purpose of the joint meeting was to discuss the Natural
Resource Sub-Committee recommendations and the Future Land Use Map that
will be included in the Comprehensive Plan.
Present were Mayor Guenthner, Councilors Bucher, Gmach, Gageby and Thomas,
Planning Commissioners Spaeth, Hanson, Ebert, Lymangood, Theis, Walli and
Andersen, City Staff Planner Sherman, Engineer Vander Top, Natural Resource
Planner Buss, and Planning Technician Jones, Hennepin Conservation District
representative Durgunoglu and Metropolitan Council representative Caufman.
Excused absent were Planning Commissioners Kohnen and Zimmerman.
MOTION by Thomas, Second Gmach to approve the agenda as presented. Voting
Aye: All present.
MOTION by Thomas, Second Bucher to approve the minutes from September 5,
2001 as presented. Voting Aye: All present.
The Mayor called the next two joint meetings of the City Council and Planning
Commission for Tue sday, October 16, 2001 at 7:00 PM and Tuesday, October 23,
2001 at 7:00 PM.
Councilor Gageby introduced Sherri Buss, Natural Resource Planner, and
explained the process the Natural Resource Sub-Committee went through over the
last few months.
Ms. Buss explained that the two priorities the Natural Resource Sub-Committee
identified were the protection and management of the natural resources within
creek corridors, including Rush Creek and the North Fork of Rush Creek, and the
protection and management of the remaining Maple Basswood Forest
communities.
Ms. Buss continued the discussion by presenting the recommended
implementation strategies the Natural Resource Sub-Committee developed as a
method of preserving the natural resources within the creek corridors and
preserving the remaining Maple Basswood Forest communities.
Recommended Implementation Strategies:
· Requiring buffers on wetlands and streams within identified corridors, and for
high quality wetland resources throughout the City.
· Not requiring buffers on low quality wetlands outside identified corridors.
· Creating a future committee to develop a Wetland Buffer Ordinance.
Additional Implementation Recommendations Related to Corridors:
· Work to acquire continuous easements for recreational trails within identified
corridors.
· Minimize new road crossings within the corridor areas.
· Dedication of trail easements within corridors, or dedication of wider buffers.
· Include all zoning classes within the identified corridors.

Tools for addressing Natural Resource Priorities:
· Provide information and education to landowners.
· Provide incentives to landowners and developers to protect resources.
· Provide education and encouragement to landowners that place resource areas
in conservation easements.
· Seek grants to purchase conservation easements or land for parks and open
space.
· Work with developers to inc lude priority areas in park and trail dedication
required with new developments and design developments to be compatible
with adjacent resources.
· Adopt a Wetland and Stream Buffer Ordinance and Tree Protection Ordinance.
Engineer Vander Top and Planner Sherman reviewed a preliminary future land use
map for the district that was developed based on input gathered at previous
meetings. This map includes a combination of industrial, commercial, single -
family residential, and multi-family residential land uses. With a few modifications
to the location of industrial and commercial land uses at the intersection of State
Highway 55 and County Road 19, the joint committee approved the preliminary
future land use map for the district.
The issue of water and sewer availability was presented for the district. Engineer
Vander Top presented a preliminary sewer system design using a gravity collection
system.
Representatives for UMC gave a brief presentation on their plans to construct a
new building for UMC and with th is construction, develop a small industrial park.
As part of this presentation a preliminary site plan was distributed. This plan
shows eight industrial lots with a frontage road located north of State Highway 55
between Pioneer Trail and Rolling Hills Roa d providing access to the sites.
MOTION by Gmach, Second Thomas to adjourn, 9:50 PM. Voting Aye: All
Present.
