COUNCIL WORKSHOP
SEPTEMBER 13, 2001

Mayor Guenthner called the workshop meeting to order at 6:00 p.m., on September
13, 2001. The purpose of the meeting was to address the City Codes.
Present were Councilors Bucher, Gageby, Gmach, Guenthner and Thomas,
Administrator Colotti, Police Chief Schutte, Attorney Jeff Carson and City Clerk
Vergin.
MOTION by Bucher, seconded by Thomas, to approve the agenda as presented.
Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas.
Abandoned and Junk Vehicles –
Will be changed to reflect State Statutes defining junk vehicles.
Administrator Colotti noted that renumbering of the ordinances would be done
with the final draft.
Animals –
Units versus acreage was debated.
Concerned with too many units on smaller parcels.
Setbacks from adjoining properties perhaps should be increased.
Staff will research and bring back data on agriculture uses versus home
occupations and the definition of feedlots as defined by the State.
Amend the ordinance to reflect that the removal and disposal of animal waste shall
meet farm management practices.
Attorney Carson will forward a copy of Greenfield’s ordinance for reference.
Agreed that farm uses would be exempt from the ordinance’s criteria, and will be
defined within the ordinance.
References made to cats will be removed.
At large to be further clarified, as well as non-domestic animals.
Six months of age will be used consistently for licensing throughout the ordinance.
The right to seize animals will be looked into.
Fencing requirements should also be identified.
Mayor Guenthner recessed the workshop at 6:50 p.m., and announced that it would
be continued on October 11, 2001 at 6:00 p.m.
