Mayor Guenthner called the regular council meeting of September 13, 2001 to
order at 7:00 p.m. Present were Councilors Bucher, Gageby, Gmach, Guenthner
and Thomas, Administrator Colotti, Clerk Vergin, Attorney Carson, Engineer
Vander Top and Planning Tech Tracy Jones.
Mayor Guenthner addressed the council and those in attendance of the meeting
prior to commencing the meeting.
“We usually begin our meetings with the Pledge of Allegiance. Before we do, I
want to offer a few comments and make a request.
We’ve all taken time this week to remember and offer prayers for the victims of
this tragedy and their families. I would ask that tonight we take a minute of
silence to think about the pledge that we are about to recite before one another.
What we do tonight seems insignificant against the horror we’ve witnessed this
week. In reality, what we are about to do tonight is the most important thing that
we citizens of a free society can do. Tonight we will demonstrate our
commitment to democratic institutions.
We have received the highest possible blessing available in the society of
humankind; we are citizens of the United States. Please take a minute of silence
to reflect on these blessings and our mutual commitment.”
A moment of silence was then followed by the Pledge of Allegiance.

MOTION by Bucher, seconded by Thomas, to approve the agenda with two
additions under Council and Mayor’s Report: September 20, 2001
Comprehensive Plan Meeting and Septic Systems. Voting Aye: Bucher, Gageby,
Gmach, Guenthner and Thomas. (Motion Carried)
MOTION by Thomas, seconded by Bucher, to approve the Minutes of the
August 6, 2001 Budget Workshop on the consent agenda and remove for
discussion the August 20, Budget Workshop Minutes, the August 23 Regular
Council Meeting Minutes, the Claims and Description of Claims, and the
Subdivision Ordinance – Metes and Bounds versus Platting. Voting Aye: Bucher,
Gageby, Gmach, Guenthner and Thomas. (Motion Carried)
MOTION by Bucher, seconded by Thomas to approve the Minutes of the
August 20, 2001 Budget Workshop, as changed to read: “Reviewed the Planning
Department, in-house vs. professional services, noting that the council will
discuss this further in the future.” Voting Aye: Bucher, Gageby, Gmach,
Guenthner and Thomas. (Motion Carried)
MOTION by Thomas, seconded by Bucher to approve the Minutes of the
August 23, Regular Council meeting as corrected reflecting that Councilor
Thomas had voted Nay on the Peterson Variance – Resolution #2001-58, (this
however did not impact the change of the motion passing). Voting Aye: Bucher,
Gageby, Gmach, Guenthner and Thomas. (Motion Carried)

Discussed the cost of the sprinkler system identified in the claims. The costs
incurred to date appear to be over $2200. Administrator Colotti recommended
that Public Works Director Pat Meister be in attendance at the next council
meeting and summarize all work and costs associated with the project.
MOTION by Thomas, seconded by Bucher, to approve the claims as presented,
#1891 – 1949, and prepaid claims as summarized. Voting Aye: Bucher, Gageby,
Gmach, Guenthner and Thomas. (Motion Carried)
The Council questioned why staff was requesting the council to delay the metes
and bounds versus platting discussion until after the planning commission’s
public hearing.
Mayor Guenthner indicated that the council should direct the attorney to prepare
the appropriate language, and then it should be directed to the planning
commission for the public hearing process.
Greg Ebert, Planning Commissioner, present in the audience indicated that he felt
that a simple line creating two parcels of at least 10 acres, would meet the
requirements of a land division by metes and bounds.
Additional input from the council was taken with a consensus being reached
directing Attorney Carson to prepare an ordinance amendment identifying a
simple land division as a single line creating two lots of not less than 10 acres
each, to be considered by the Commission at a public hearing.
Administrator Colotti addressed the council on the preliminary budget and levy
for 2002. There have been substantial changes in the property tax code for the
year 2002. The State estimates that with the required increase in city levy, state
takeover of education levy, and a few other modifications to the tax code,
Corcoran taxpayers will see a $1.2 million dollar overall decrease in property
taxes. (Source: 7/19/01 House Research Department Memo) The effect of these
changes on the City of Corcoran budget is an increase in the city general fund
levy of 28.45%. A significant factor to this increase is the loss of 89% of local
aids through the elimination of HACA and reduction in LGA. To evaluate city
spending in light of these changes it is most effective to review the expenditure
side vs. revenue side of our budget. Expenditures are only increasing by 4.58%,
which is reflective of a cost of living and service demand increase.
Items that had been identified during the budget workshops that the council
requested additional information on will be addressed between now and the final
adoption date, tentatively set for November 29, 2001. The council can choose to
make any changes they wish as long as the final levy does not exceed the
approved preliminary levy.
MOTION by Thomas, seconded by Gmach, to adopt Resolution No. 2001-62,
adopting the preliminary levy and budget for year 2002, setting the total levy at
$1,426,384. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas.
(Motion Carried)

identifying that the Truth in Taxation Hearing process has been waived for all
cities, and therefore the City of Corcoran does not intend to hold a Truth – in -

Taxation hearing, but does hereby set November 29, 2001 as the date that the
Council will consider adoption of its final 2002 budget and levy collectible in
2002. Voting Aye: None. Voting Nay: Bucher, Gageby, Gmach, Guenthner and
Thomas. (Motion Failed).
Staff was instructed to prepare an article to be in the Crow River News regarding
the City’s proposed budget and levy for 2002, informing the residents that there
would be time set aside during the November 29th council meeting to take input
from the public but the formal truth in taxation process would not take place.
MOTION by Gmach, seconded by Bucher, to approve Resolution No. 2001-60
approving the conditional use permit and site plan for Kellington Construction.
Discussion – It was noted into the record that information including a survey had
been received from Gene Steine, an adjacent property owner. Planning Tech
Jones informed the council that there was nothing new in the information, that all
of his concerns had been previously addressed during the public hearing process.
Staff reported that the screening plan would be a combination of sixteen 6-foot
black hills spruce trees and fencing of the storage area.
VOTE ON MOTION: Voting Aye: Bucher, Gmach, Guenthner and Thomas.

Engineer Vince Vander Top reported to the council on the status of the Rolling
Hills Road project. It is going well, paving of the south section has begun. The
northerly section is scheduled to be paved in 2002. Street signs will be
reinstalled after the south section has been paved. Presently working with the
Hennepin County Conservation Office on the permits required for the floodplain
mitigation / ditch cleaning portion of the project. The current estimate at
completion for the overall project, including Homestead, is at $817,715.67.
Mayor Guenthner addressed the next scheduled comprehensive plan meeting for
September 20. After some discussion it was the consensus of the Council to
cancel this meeting, with the next meeting to be held on October 2, at 7:00 p.m.
It was recommended that the city contact the adjacent communities of Medina
and Maple Grove to address the proposed development at their borders, to help
foster good relations with them.
Councilor Thomas requested some discussion regarding the septic system
workshop held on September 10. Alternative systems were a key topic, which
could have some impact on Corcoran. Corcoran needs to address what type of
systems it will allow and where they will be allowed. This will come in to play
with the completion of the comprehensive plan and will be addressed with that
entire group.
Mayor Guenthner recessed the regular council meeting at 8:00 p.m. to go into a
closed session.

The purpose of the closed session was to conduct a personnel performance
review evaluation on Administrator Colotti.
Mayor Guenthner reconvened the regular council meeting following the closed
session.
MOTION by Bucher, seconded by Gmach, to adjourn the regular council
meeting, 9:10p.m. Voting Aye: Bucher, Gageby, Gmach, Guenthner and
Thomas.
